In order to effectively prevent white pollution, approved by the State Council, the State Economic and Trade Commission issued the "elimination of backward production capacity, processes and products of the directory (the first batch)" ([1999] Order No. 6), the deadline to December 31, 2000 in the country to eliminate disposable foamed plastic tableware.
I. One month from the date of publication of this notice, the city banned the production, sale and use of disposable foamed plastic tableware.
Second, the notice of disposable foamed plastic tableware refers to the foamed polystyrene, foamed polyethylene or foamed polypropylene and other raw materials for the production of disposable lunch boxes, cups, plates, bowls, chopsticks and other edible containers and utensils.
Three, in the city shall not set up new production of disposable foamed plastic tableware construction projects, the original production unit shall not continue to produce disposable foamed plastic tableware.
Four, originally engaged in the production and sale of disposable foaming plastic tableware business activities or with the business scope of the enterprise, the administrative department for industry and commerce for the cancellation of the enterprise or change the business scope of registration procedures.
Fifth, disposable foamed plastic tableware alternatives, must meet national health standards and product quality requirements, and should be consistent with easy recycling, easy disposal or easy to consume in the environment of environmental protection requirements.
Sixth, the production, sale and use of disposable foamed plastic tableware in violation of the provisions of the administrative departments for industry and commerce or quality and technical supervision departments in accordance with the law.
Goods retail operators shall not provide consumers with free plastic shopping bags, food service and catering delivery service providers shall not provide consumers with free disposable chopsticks, forks, spoons and other tableware. Prohibit the sale of plastic shopping bags without factory name and address, without labeling the implementation of standards. Prohibit the production of daily chemical products containing plastic microbeads. Prohibit the use of medical waste as raw materials for the manufacture of plastic products; prohibit the recycling of waste plastic infusion bags (bottles) for the original purpose or for the manufacture of food and beverage containers and toys and other children's products.
