Article 3 (Scope of Application)
Anyone engaged in the discharge, recycling, processing of waste oil and grease and its related management activities within the administrative area of the city shall be subject to these Measures. Article 4 (Management)
The Shanghai Municipal Commission of Commerce is responsible for coordinating the work of waste oil and grease recycling and processing in the city.
Shanghai Municipal Environmental Protection Bureau (hereinafter referred to as the Municipal Environmental Protection Bureau) is responsible for the unified supervision and management of pollution prevention and control of waste oil and grease in the city.
District and county environmental protection bureaus (hereinafter referred to as district and county environmental protection bureaus) are responsible for the supervision and management of pollution prevention and control of waste oils and fats within their respective jurisdictions in accordance with their prescribed duties.
The city's industry and commerce, health, public security, sanitation and other administrative departments shall, in accordance with their respective responsibilities, *** with the prevention and control of pollution of waste oil and grease. Article V (emission regulations)

Waste oil and grease discharged by catering units and food processing units shall be recycled and processed by the units designated by the Municipal Environmental Protection Bureau. Article 8 (Conditions for Recycling Units)
Units engaged in the activity of recycling waste oil and grease shall obtain industrial and commercial business licenses and have the following conditions:
(1) a collection team trained in the knowledge of preventing waste oil and grease from contaminating the environment;
(2) a letter of agreement with the waste oil and grease processing unit designated by the Municipal Environmental Protection Bureau;
(C) have a means of transportation that meets the requirements of environmental health and public security traffic management.
The collection and distribution points for transshipment of waste oil and grease, storage sites and their facilities must meet the requirements of environmental protection. Article 9 (Conditions for Processing Units)
Units engaged in the activity of processing waste oil and grease shall obtain industrial and commercial business licenses and have the following conditions:
(1) Professionals who have mastered the technology of processing waste oil and grease;
(2) A letter of agreement with the recycling unit designated by the Municipal Environmental Protection Bureau;
(3) Completion and acceptance certificates of pollution control facilities. acceptance certificate of pollution control facilities. Article 10 (Conditions for Units Engaged in Recycling and Processing Activities)
Units engaged in recycling and processing of waste oil and grease shall have the conditions listed in Article 8 and Article 9 of these Measures, except for the conditions related to the signing of the agreement. Article 11 (Provisions on Recycling and Processing Units)
Units designated by the Municipal Environmental Protection Bureau to engage in the activities of recycling and processing of waste oil and grease shall set up an account system for the recycling and sale of waste oil and grease and keep clear records.
Units engaged in the recycling of waste oil and grease activities shall provide uniform signs for personnel engaged in recycling activities; personnel engaged in recycling activities shall wear uniform signs during their operations.
Units engaged in the recovery of waste oil and grease shall not be sold to units and individuals not designated by the Municipal Environmental Protection Bureau.
Units engaged in the processing of waste oil and grease shall not use or sell the waste oil and grease as edible oil and grease after processing. Article 12 (Announcement)
The Municipal Environmental Protection Bureau shall designate the recycling and processing of waste oil and grease unit's name, place of business and legal representative to the public announcement. Article 13 (Administrative Penalties)
In case of violation of the provisions of these Measures and any of the following acts, the relevant administrative department shall order them to make corrections or make corrections within a certain period of time and impose penalties in accordance with the following provisions:
(1) If a person fails to discharge the waste oil and grease in accordance with the provisions of these Measures, the Municipal or District or County Environmental Protection Bureaus shall issue warnings, and may also impose fines of more than 1000 yuan and less than 10,000 yuan;
(b) Failure to declare and register the discharge of waste oil and grease in accordance with the regulations, the city or district or county environmental protection bureau shall issue a warning and may impose a fine of up to 10,000 yuan;
(c) Selling waste oil and grease to units or individuals not designated by the municipal environmental protection bureau, the city or district or county environmental protection bureau shall issue a warning and may impose a fine of 1,000 yuan or less than 30,000 yuan;
>(d) If the personnel engaged in the recycling of waste oil and grease activities do not wear a uniform sign during operation, the city or district or county environmental protection bureau shall impose a fine of not more than 100 yuan;
(e) If a unit or individual engaged in the recycling or processing of waste oil and grease is not designated by the municipal environmental protection bureau, the city or district or county environmental protection bureau shall impose a fine of not less than 500 yuan and not more than 30,000 yuan;
(f) Failure to establish a waste oil and grease recycling and sales ledger system, the city or district or county environmental protection bureau shall impose a fine of not more than 10,000 yuan;
