Sewage treatment measures
Eight measures to prevent and control sewage: 1. Strictly control the total discharge of pollutants, continue to reduce industrial pollution, promote the closed-circuit zero-discharge system of wastewater in key polluting industries such as steel, electric power, chemical industry and coal, and earnestly strengthen the audit and supervision of polluting discharge units. 2. Accelerate the construction of water-saving industries and water-saving society. Further study industrial water-saving management methods, standardize the scope of water-saving enterprises, and strictly implement water quota and water-saving standards for key water pollution discharge industries. 3. Vigorously promote urban sewage treatment and recycling. To avoid the deterioration of urban water environment fundamentally, we should also improve the urban drainage system and improve the technical level of urban sewage treatment. Water-deficient cities should arrange the construction of reuse facilities and carry out advanced treatment of sewage treatment while planning sewage treatment facilities. 4. Develop ecological agriculture and organic agriculture, and comprehensively prevent and control non-point source pollution. In the future, organic fertilizer will be mainly popularized, and a reduction plan for pesticides and fertilizers will be formulated to effectively solve the problem of agricultural non-point source pollution. 5. Take measures to effectively protect the marine ecological environment. 6. Scientifically and rationally allocate water resources to ensure ecological water use. The development and utilization of water resources should be based on the premise of protecting the function of water environment, taking into account the needs of upstream and downstream basins for water resources, and issuing licenses according to the total amount of water resources that can be developed. 7. Priority should be given to protecting the water quality of drinking water sources. It is necessary to formulate national regulations on the protection of drinking water sources in urban and rural areas and strictly limit various development activities in water source protection areas. 8. Strictly control persistent organic pollutants. The extensive use of pesticides in China leads to a high proportion of persistent organic pollutants in water, which should be strictly controlled. Article 20 of the Regulations on Urban Drainage and Sewage Treatment: Drainage units and individuals within the coverage of urban drainage facilities shall discharge sewage into urban drainage facilities in accordance with relevant state regulations. In rain and sewage diversion areas, sewage shall not be discharged into the rainwater pipe network. Twenty-first enterprises, institutions and individual industrial and commercial households engaged in industrial, construction, catering and medical activities (hereinafter referred to as drainage households) that discharge sewage into urban drainage facilities shall apply to the competent department of urban drainage for a permit to discharge sewage into the drainage pipe network. The competent department of urban drainage shall, in accordance with the relevant national standards, conduct key inspections on matters affecting the safe operation of urban drainage and sewage treatment facilities. Drainage households shall discharge sewage in accordance with the requirements of the permit for discharging sewage into the drainage pipe network.
