(a) to formulate policies related to property management and property service industry norms;
(two) the establishment of property services integrity evaluation system;
(three) the supervision and management of maintenance funds for buildings and their ancillary facilities (hereinafter referred to as maintenance funds);
(four) the organization of property management related personnel business training;
(five) to guide and supervise the county (District) property administrative departments to carry out the supervision and management of property management activities;
(six) to guide and supervise the city's property service industry associations to carry out industry self-discipline and service work;
(seven) mediation of major property management contradictions and disputes;

(a) the comprehensive law enforcement department of urban management is responsible for investigating and dealing with illegal acts such as raising livestock and poultry without authorization, occupying and damaging green space, and posting advertisements within the property management area;
(two) the housing and urban-rural construction department is responsible for the quality acceptance of housing projects in the property management area, urging the construction unit to fulfill the warranty obligations, and promptly handling the complaints of the owners about the quality of housing projects during the warranty period;
(three) the public security department is responsible for guiding the security work in the property management area, investigating and dealing with illegal acts affecting public safety and public order in the property management area according to law, and supervising and inspecting the monitoring and safety;
(four) the market supervision department is responsible for the safety supervision of elevators, boilers and other special equipment in the property management area, and investigate and deal with illegal acts in the installation, renovation, maintenance and use of special equipment;
(five) the competent price department is responsible for the supervision and management of property service charges in the property management area, and investigate and deal with all kinds of price violations according to law;
(six) the ecological environment department is responsible for the supervision and management of environmental protection in the property management area, and investigate and deal with illegal acts such as smoke pollution according to the division of functions of the department;
(seven) the health department is responsible for the prevention and control of infectious diseases in the property management area and combating illegal medical practice;
(eight) the civil affairs department is responsible for supervising and guiding the neighborhood (village) committees, owners' congresses and owners' committees in the property management area to carry out autonomous management activities;
(nine) the emergency management department is responsible for the supervision and management of fire safety in the property management area;
(ten) the competent department of civil air defense is responsible for the supervision and inspection of the maintenance and management of civil air defense projects within the property management area;
(eleven) the judicial administrative department is responsible for guiding the people's mediation of property management disputes within the property management area;
(twelve) the competent departments of water supply, drainage, power supply, gas supply, heating, communication operation, environmental sanitation, landscaping, order maintenance, facilities and equipment maintenance and other special services shall perform their corresponding duties in accordance with laws and regulations. Seventh street offices and Township People's governments shall guide, coordinate and supervise the property management activities within their respective jurisdictions, promote community construction, community management and property management as a whole, and perform the following duties:

(four) to assist the county (District) property administrative departments to do a good job in the daily supervision of property service enterprises, property inspection and filing, property service handover, and credit information collection of property service enterprises and their project leaders;
(five) to convene a joint meeting of property management, coordinate and solve major property management problems such as emergency maintenance, and mediate property management contradictions and disputes;
(six) other duties performed according to law.
Under the guidance of neighborhood offices and township people's governments, residents' committees and villagers' committees carry out specific work related to property management.
