Five-guarantee standard
Rural five guarantees funds shall not be less than 60% of the per capita net income of rural residents in the previous year. Article 10 of the Regulations on Five Guarantees in Rural Areas (Decree No.456 of the State Council) stipulates that the standard of five guarantees in rural areas shall not be lower than the average living standard of local villagers, and it shall be adjusted timely according to the improvement of the average living standard of local villagers.
The standards for rural five guarantees can be formulated by the people's governments of provinces, autonomous regions and municipalities directly under the Central Government and promulgated within their respective administrative areas, or formulated by the people's governments of cities and counties divided into districts and reported to the people's governments of provinces, autonomous regions and municipalities directly under the Central Government for the record and promulgated for implementation. The civil affairs department of the State Council and the financial department of the State Council should strengthen the guidance on the formulation of rural five-guarantee standards.
Implement a combination of centralized support and decentralized support. According to the wishes of five-guarantee households, five-guarantee households can be absorbed into nursing homes for centralized support, and five-guarantee households can voluntarily move in and leave the hospital freely. Where decentralized support is implemented, the township government or rural collective economic organization, the entrusted support personnel and the five-guarantee object shall sign a five-guarantee agreement.
