IV. General situation of the project
The reconstruction and expansion project of Changde Avenue in Changde City starts from Jindan Road in the northwest and ends at Yuanshui Second Bridge in the southeast. The total length of the road is 14191.165m (except for 1852.122m from Longgang Road to Wuling Avenue). The starting and ending pile numbers of Jindan Road to Longgang Section are K1+111 ~ K2+641, and Wuling Avenue to Yuanshui Second Bridge.
There are gas pipelines on the right side of the original road from K5+111 to K14+911 on Changde Avenue, and there are many gas pipelines with complicated locations, so they have not been moved yet. In order to create construction conditions and speed up the construction progress, according to the opinions of the construction unit and supervision unit, it is planned to excavate the rain and sewage pipeline on the right side outside the safe distance of the gas pipeline, and this plan is specially formulated to prevent accidents that damage the gas pipeline during construction.
the gas pipeline in the second work area is located on the right side of the road, with irregular direction and buried depth, and a branch pipe with a length of about 1.5 ~ 2m is set at a certain distance, with valves.
during trench excavation of rain and sewage pipelines and road intersection construction, the location and quantity of original gas pipelines should be investigated first, and the gas company should come to make disclosure before the excavation. During the excavation, the gas company should have a special person on site to monitor and prevent the original pipelines from being damaged by the construction and causing accidents.

VI. Preventive and emergency measures
6.1. Emergency measures for slope collapse:

6.2. Emergency measures for gas leakage:

(2) after receiving the accident report, we should quickly find out the situation while organizing the pre-disposal, and immediately report to the municipal gas major accident emergency leading working group and the incident emergency management agency by telephone, and at the same time report to the municipal government emergency office, the municipal safety supervision department and relevant departments. Self-rescue methods for gas leakage:
(1) After gas leakage occurs, cover your nose and mouth with handkerchiefs, napkins, clothes and other readily available items immediately. If you have water or drinks on hand, you'd better soak your handkerchief, clothes, etc.
(2) When gas leaks, don't panic, choose to escape along high places or low places, but don't stay in low places.
(3) In case of gas leakage, it is necessary to judge the source and direction of gas, and quickly evacuate the site in the direction away from the gas source along the windward or crosswind route, so as to prevent the gas from drifting with the wind, and not to stay in low-lying places.
(4) In case of gas leakage, if there is a special person at the scene of the accident, they should obey their guidance and arrangement.
6.3. Emergency measures for fire accidents caused by gas leakage:
(1) Necessary measures should be taken to control and extinguish the flames to prevent the situation from getting worse;
(2) the fire department shall be notified immediately;
(3) cooperate with the fire department to put out the fire after the fire is controlled.
Self-rescue methods in case of fire:
(1) Covering your eyes and nose with towels or clothes soaked in the fire will make you persist for a long time, thus giving firefighters more time to save themselves.
(2) First, calm down, determine your position, judge the fire according to the surrounding smoke, light and temperature, and choose the best escape method.
6.4 emergency supplies

VII. Basic principles of emergency
7.1. In case of casualties at the scene of the accident, the on-site commander should organize forces to rescue the wounded and assist them to be sent to the nearest hospital for emergency treatment.
7.2. If the situation on site is still likely to deteriorate, the on-site commander should actively organize personnel, equipment or materials, take effective measures to prevent the situation from further worsening or expanding, and evacuate or dissuade those who have no customs clearance from leaving or entering the warning area.
7.3. If the headquarters is at the emergency repair site, it should be set in the windward and keep a certain safe distance from the operation point.
VIII. Alarm and disposal procedures
8.1. Report the basic situation of the incident to 119 and 111 immediately and preliminarily judge the emergency repair level.
8.2. An on-site command group should be set up immediately and feasible measures should be taken to control the development and escalation of the situation.
8.3. After receiving the alarm, the person in charge at the scene shall make records and immediately notify the department head. At the same time, report the incident to the supervision unit and the construction unit.
8.4. The person in charge of the site shall immediately report to the relevant units: the incident, the concentration of leaked gas (including the equipment failure parts), the measures taken, and the units that need coordination. Determine the emergency repair plan according to the grade and assign work tasks.
IX. Post-treatment
9.1. Investigation report
The accident investigation report shall include the following basic contents:
(1) Facts found in the investigation;
(2) accident cause analysis and main basis;
(3) accident conclusion;
(4) various necessary accessories;
(5) unsolved problems in the investigation;
(6) Experience, lessons and safety suggestions.
9.2. After investigation and summary
(1) returns to normal, the chief emergency commander or the project manager will take the lead to hold an analysis meeting on the emergency repair situation, and write a corresponding treatment report. If the emergency repair is caused by a certain unit or individual factor, it shall be investigated for compensation.
(2) If the higher authorities and relevant departments form an investigation and handling organization to carry out their work, they should truthfully provide evidence and cooperate with the investigation.

(5) During the construction next to the gas pipeline, the trench excavation shall be carried out manually, and at the same time, the personnel of the gas company shall be notified to be present for supervision and guidance.
(6) When construction is carried out next to the gas pipeline, the site supervisor, the owner's representative and the gas company
representative shall agree before construction can be carried out.
(7) When rainwater and sewage pipelines intersect with gas pipelines, brick pier supports with a cross section of not less than
611mm*611mm should be set to prevent gas pipelines from breaking.

1. It is forbidden to use matches or lighters to find the air leakage of gas appliances or pipelines. The common leak detection method is to apply soap liquid to the joints and pipe fittings to see if there are bubbles.
2. Do not repair or install gas appliances by yourself. You should buy special gas hoses and matching hose buckles, pressure reducing valves, etc. from designated or regular shopping malls.

4. Please choose stoves and water heaters with automatic flameout protection devices.
