Currently, the food safety situation in school canteens has improved significantly, but some schools have a weak awareness of food safety, canteens have weak infrastructure, facilities and equipment are not perfect, the management system is not sound, the implementation of the responsibility is not in place, and food safety incidents still occur from time to time. In view of this, the State Food and Drug Administration and the Ministry of Education jointly issued the "Opinions on Further Strengthening Food Safety in School Canteens" (hereinafter referred to as the "Opinions") and the "Notice on the In-depth Carrying Out of Special Rectification Work on Food Safety in School Canteens" (hereinafter referred to as the "Notice"), and decided to launch an in-depth nationwide school cafeteria food safety program under the theme of "Safe, Secure, Nutritious and Healthy".

The Opinion puts forward measures to further strengthen the supervision of food safety in school canteens and ensure food safety in school canteens from nine aspects. The Notice is clear from May to the end of the year, through the rectification of school canteens to eliminate food safety hazards, prevention and control of food poisoning incidents, so that the level of food safety in school canteens has been significantly improved. Rural school canteens into the school building safety project

Since China's economic and social development is not balanced, some areas of school canteens, especially rural school canteens, food safety still exists in a number of problems and hidden dangers.

"Opinions" put forward to increase the rural school canteen infrastructure, in the school planning, construction (including remodeling, expansion) in the process of integrated consideration of the canteen facilities and conditions of the improvement of school canteens into the construction of primary and secondary school building safety projects and other related educational projects. Strictly in accordance with the relevant requirements for food safety management, set up places for the handling of food raw materials, food processing, storage, etc., and equip them with appropriate equipment or facilities for refrigeration, cleaning and disinfecting, fly- and rodent-proofing, hand-washing, etc., so as to improve the hygienic conditions of the canteens, and to maximize the elimination of hidden food safety hazards. At the same time, the rural school canteens as a key regulatory target, increase guidance and inspection efforts, increase the frequency of supervision and inspection, facilities, conditions that do not meet the requirements, supervise and rectify, and notify the education administration. Sampling and inspection shall not be charged to the school.

Strict permit management without permission shall not be practiced

"Opinions" clearly, in strict accordance with the "Food Service Permit Management Measures" stipulated in the licensing conditions and procedures for the review and issuance of school canteens, "Food Service Permit". Where the permit does not meet the conditions, such as the layout of the process is not reasonable, processing and disinfection facilities and equipment is not perfect, food safety management system is not sound, the health conditions of practitioners are not guaranteed, the storage conditions do not meet the requirements, etc., all do not issue permits. Operating without a license, to be dealt with strictly in accordance with the law.

"Opinions" stipulates that the school to establish and improve the principal as the first responsible person for the school canteen food safety responsibility system; with full-time or part-time food safety management personnel; establish and improve the food safety management system, clear each post of each link in the responsibility of the practitioners; the establishment of practitioners' health management files, and annually supervise the practitioners to carry out a health check, and after obtaining health certificates to work! Work; strengthen the practitioners of food safety knowledge and skills training, to ensure that the procurement, processing, supply, storage and other key links safe and controllable; strengthen the regular repair and maintenance of cafeteria facilities and equipment to ensure normal operation.

Regulate the contracting operation of food safety as the content of the contract

Many school canteens are contracted to operate, in this regard, the "Opinions" requirements, the development of strict access requirements, standardize the contracting of school canteens, food and drug supervision departments at all levels to guide the development of schools to develop school canteens contracted to operate the access requirements, and to strengthen the management. Schools contracted canteens, must ensure food safety as an important element of the contract, effectively strengthen the supervision and inspection, and urge the contractor to implement the management system.
