Plastic bags not only bring convenience to people's lives, but also cause long-term harm to the environment. Because plastic is not easy to decompose, if plastic waste is not recycled, it will become pollutants in the environment and accumulate continuously, causing great harm to the environment. Plastic shopping has become the main source of "white pollution" The General Office of the State Council issued a notice that since June 1 2008, the system of paid use of plastic shopping bags will be implemented in all retail places such as supermarkets, shopping malls and bazaars, and plastic shopping bags will no longer be provided free of charge. The "plastic limit order" has been implemented for a week. We try to understand people's current shopping habits and environmental awareness by understanding the current use of plastic bags.
In view of the fact that supermarkets are the main places for people to shop and plastic bags are widely used, we conducted a survey in wu mart Wen Yi Store in our spare time. The investigation adopts the way of actual investigation, observes people's shopping habits behind the supermarket checkout counter, and makes statistics in the form of a list. Observed the situation of three cash registers in sight. During the 20 minutes from 7: 00 pm 15 to 7: 35 pm, 57 people paid, including 25 men and 32 women, of whom 19 people used plastic bags, accounting for 33.3% of the total. Of the 19 people who use plastic bags, 8 are male 1 1 person and female, accounting for 44% and 25% of their gender respectively, accounting for 19.3% and 14% of the total number respectively. There are 22 people who buy environmental protection bags, accounting for 38.6% of the total. Among them, male 14, female 14, accounting for 32% and 43.75% of their respective sexes, accounting for 14% and 24.6% of the total. Among them, 10 people brought their own environmental protection bags or plastic bags, accounting for 17.5% of the total, including 2 males and 8 females, accounting for 8% and 25% of their respective genders, accounting for 3.5% and 14% of the total respectively. There are 6 people who do not use or use shopping carts, accounting for 10.6% of the total, including 4 males and 2 females, accounting for 16% and 6.25% of their respective genders, accounting for 7% and 3.5% of the total respectively.
It can be seen that after the introduction of the national "plastic limit order", the market resistance was not great at the beginning of the implementation of the "plastic limit order", but it still needs an adaptation period. In supermarkets and shopping malls, due to the enforcement of national laws, plastic restrictions have been successfully implemented and welcomed by most citizens.
In this survey, we found that:
First, the purpose of the "plastic limit order"
The recycling value of plastic bags is low. In the process of use, plastic bags are not only scattered in urban streets, tourist areas, water bodies, highways and railways, but also potentially harmful. Plastic has a stable structure, is not easily degraded by natural microorganisms, and does not separate in the natural environment for a long time. Since June 1 2008, the state has implemented the "plastic restriction order", which is to change the consumption concept and habits of citizens in a subtle way, and finally achieve the purpose of reducing the use of various plastic bags such as rolled plastic bags and curbing their harm to the environment.
Second, the significance of the "plastic limit order"
Plastic bags are really harmful to the environment. Discarded plastic bags are not only unsightly, but also lead to the death of wild animals and livestock and block urban sewage pipes. Measures such as banning ultra-thin plastic bags, encouraging the use of plastic bags to replace products and encouraging recycling will strengthen public awareness of environmental protection. The proceeds from the sale of plastic bags can be used to support municipal recycling projects, and can also be used to reduce labor costs in environmental protection industries, including waste recycling industries and industries that use natural fibers instead of products to make plastic bags.
Third, the benefits of environmental protection bags.
There are many advantages to using environmental protection bags. Using environmental protection bags, that is, reducing the use of plastic bags, can greatly reduce white pollution.
Dyeing; Moreover, the service life of environmental protection bags is longer than that of plastic bags, and the most important thing is that environmental protection bags can be recycled. Compared with plastic bags with short service life and difficult degradation, environmental protection bags have many advantages.
Fourth, the reason for buying plastic bags
The price of plastic bags provided by supermarkets is between 0. 1-0.3 yuan, and the price of environmental protection bags is between 3-5 yuan. People need to use 2-5 plastic bags every time they shop. Generally, one environmental protection bag is enough, and a few customers who buy more need 2-3. Because the "plastic limit order" has been implemented for a short time, people have not developed the habit of shopping with their own bags. If they don't bring their own environmental protection bags or plastic bags when shopping, the price of using plastic bags is around 1 yuan, and it will cost 3 ~ 5 yuan to buy another environmental protection bag. This is the main reason why a few people still use plastic bags, because they forgot to bring them and bought environmental protection bags, which increased the shopping cost. Moreover, the environmental protection bag is not convenient to classify the purchased goods, and all the goods are often mixed together. If you buy more goods, it is easy to cause the deformation of some goods.
When plastic bags were not popular in the past, people used to shop with baskets and cloth bags, and they didn't feel inconvenient. However, we should also realize that the types of goods in the past were not as diverse as they are now, and people's shopping needs were different. Now people are used to buying all the goods they need in a few days, so the design of environmental protection bags needs to be improved, not the bigger the better.
Verb (abbreviation of verb) strengthens environmental awareness.
Compared with before the implementation of the "plastic restriction order", the situation of plastic bags in supermarkets has been greatly improved. According to our survey, 38 of the 57 respondents used their own shopping bags, that is, the number of consumers using disposable plastic bags dropped by at least 60%. Some citizens who do not carry reusable shopping bags no longer use plastic bags when buying small or small items. They will choose to hold them in their hands or hug them.
Judging from these phenomena, people have realized the harm brought by plastic bags. Although the long-standing habit cannot be changed at once, it is a good start to consciously reduce the use of plastic bags and switch to environmentally friendly bags. We have reason to believe that plastic bags will gradually disappear from people's sight and better substitutes will appear.
Six, "plastic limit order" in the implementation of resistance
Compared with the strict implementation of the "plastic limit order" in supermarkets, the implementation of the vegetable market is much worse. According to news reports, the reporter asked a vendor in a farmer's market, "Isn't it not allowed to distribute free plastic bags today?" The stall owner replied: "I am convenient for ordinary people. How can he buy food without plastic bags? " A vegetable market operator said that each plastic bag costs 20 cents, but for this 20 cents, they often have to explain to consumers for a long time, and some people still don't understand. Some consumers also heard that plastic bags cost extra, but they left the weighed dishes.
It can be seen that the "plastic limit order" has not played a very powerful role in the fruit stalls outside the farmers' market and supermarkets.
The fact that the "plastic limit order" is not "plastic limit order" does not mean that the "plastic limit order" is not suitable for the needs of the actual situation, but it can better reflect the needs of the environment for the "plastic limit order" and the distance between rigid regulations and people's conscious implementation.
Seven, measures to reduce the implementation resistance
Solutions to problems always appear at the same time as problems. In order to reduce the resistance in the implementation of the "plastic limit order", we summarized several points through this investigation.
1. Continue to strengthen the publicity of "plastic restriction order" and make it a living habit;
2. Strengthen environmental awareness generally, not only in the use of plastic bags;
3. Governing the country according to law, the laws must be observed, the law enforcement must be strict, and those who violate the law will be prosecuted;
3. Create more convenient and fashionable reusable shopping bags from all aspects of living habits;
5. Encourage institutions to implement practical measures that do not violate the "plastic limit order", and so on.
Summary:
China uses more than 3 billion plastic bags every day. Among them, the consumption of plastic bags in supermarkets is 400 thousand tons, which is one of the places where disposable plastic shopping bags are used the most. Although the Ministry of Commerce stipulates that from June 1 day, all supermarkets, shopping malls, bazaars and other retail places shall not provide plastic shopping bags for free, nor shall they sell plastic shopping bags that do not meet the national standards. The consumption of plastic bags in department stores, vegetable markets and fruit stalls outside supermarkets is three times that of supermarkets, and the average daily oil consumption for producing these plastic bags is at least 1.3 million tons. These plastic bags not only bring great convenience to people's lives, but also become the chief culprit of "white pollution", seriously endangering the natural environment and health. Paid use of plastic shopping bags is one of the means to raise public awareness of environmental protection.
According to the calculation of relevant experts, the implementation of the "plastic limit order" will reduce the use of plastic bags by at least two-thirds. Some experts said that the implementation of "plastic restriction" in China is to treat people's "dependence" on white pollution by economic means, and finally realize "plastic restriction" to "plastic prohibition". What needs to be done now, on the one hand, is to make people turn consciously abandoning plastic bags into habits through publicity and education. On the other hand, it is still necessary to find a substitute for plastic shopping bags, which can not only take into account the convenience of people's lives, but also protect the environment. It is also important for ordinary people to change their original living habits. Although the current "plastic restriction order" has brought some inconvenience to the public, in the long run, rational use of plastic shopping bags and gradual reduction of the total use of plastic shopping bags can curb "white pollution" from the root, promote the comprehensive utilization of resources, and ultimately protect our ecological environment. However, the "plastic restriction order" is the purpose of the state administrative organs to achieve "plastic restriction" through administrative regulations. It is a long process from "plastic limiting" to consciously abandoning plastic bags, which needs everyone's conscious implementation.
