The administrative department of quality and technical supervision of counties (autonomous counties) shall be responsible for the daily management of commodity bar codes within their respective administrative areas. Article 6 Chongqing Branch of China Article Coding Center (hereinafter referred to as Chongqing Branch) is a branch of China Article Coding Center located in this city. Its specific responsibility is to handle the registration, filing and review of commodity bar codes and provide corresponding technical services. Article 7 Producers of prepackaged commodities as stipulated in Article 24 of these Measures shall use commodity bar codes.
Encourage producers, sellers and service providers of other products to use commodity bar codes voluntarily, and accelerate the information development of commodity circulation and service trade. Chapter II Registration, Renewal, Alteration and Cancellation Article 8 Producers, sellers and service providers who use commodity bar codes shall first apply for registration of the manufacturer's identification code, and become members of the China Commodity Bar Code System (hereinafter referred to as the system members) upon approval. Article 9 Producers, sellers and service providers applying for registration of manufacturer identification codes shall apply to Chongqing Sub-center, fill in the Registration Form for Members of China Commodity Bar Code System, show their business licenses or relevant legal business qualification certificates, and provide copies.
Producers, sellers and service providers can also submit application materials to the administrative department of quality and technical supervision of counties (autonomous counties), and the administrative department of quality and technical supervision of counties (autonomous counties) will send the application materials to Chongqing Sub-center within 2 working days from the date of receiving the application materials. Tenth Chongqing sub-center shall complete the preliminary examination within 5 working days from the date of receiving the application materials. Those who pass the preliminary examination shall sign the opinions and report them to China Article Coding Center for examination and approval; If the preliminary examination fails, Chongqing Sub-center shall notify the applicant in writing, return the application materials and explain the reasons. Eleventh approved to register the manufacturer's identification code, obtain the "China Commodity Bar Code System Member Certificate" issued by China Commodity Coding Center (hereinafter referred to as the "System Member Certificate"), and become a producer, seller and service provider of China Commodity Bar Code System. Article 12 The validity period of the manufacturer identification code is 2 years. Members of the system should go to Chongqing Sub-center for renewal procedures within 3 months before the expiration of the manufacturer identification code. If the renewal formalities are not handled at the expiration of the validity period, the manufacturer identification code and system membership shall be cancelled. Thirteenth members of the system to change the name, address, legal representative and other information, it should be within 20 working days from the date of the relevant competent authorities to change the registration, with the change certificate and the "system member certificate" to the Chongqing branch for change procedures. Fourteenth system members to stop using the barcode, should be within 3 months from the date of stop using the "system member certificate" to the Chongqing branch for cancellation procedures.
If the members of the system are revoked, dissolved, declared bankrupt or terminated for other reasons according to law, they shall stop using the barcode for commodity at the same time and go through the cancellation procedures in accordance with the provisions of the preceding paragraph. Fifteenth producers, sellers and service providers who have cancelled the manufacturer's identification code need to re-use the barcode, and shall re-apply according to the procedures stipulated in these Measures. Article 16 If the certificate of the system member is lost, the system member shall apply to Chongqing Sub-center for a replacement within 10 working days from the date of finding the loss.
Chongqing Sub-center shall review the application within 5 working days after receiving it. If the certificate is really lost, it should be reissued within 10 working days. Seventeenth commodity bar code service fees and standards in accordance with the provisions of the state, no unit or individual may charge other fees from the enterprise. Chapter III Compilation and Printing Chapter III Compilation and Printing Article 18 Members of the system shall compile commodity bar codes according to national standards, and submit the compilation of commodity bar codes to Chongqing Sub-center for the record within 20 working days from the date of completion of compilation. Article 19 Where a producer uses a commodity bar code registered overseas, it shall, within 3 months from the date of use, send the registration certificate and power of attorney of the commodity bar code to Chongqing Sub-center, which shall report it to China Article Coding Center for the record.
Except for the bar codes of commodities that are entrusted by overseas enterprises and do not sell products in China in the name of individuals. Article 20 If a subsidiary of a group company needs to use a commodity bar code, it shall separately apply for the registration of the manufacturer's identification code. In addition to the need to use the bar code of similar products with a unified brand developed, produced and managed by the group company, the power of attorney and other materials shall be sent to the Chongqing Sub-center within 3 months from the date of use, and the Chongqing Sub-center shall submit it to the China Article Coding Center for the record.
