If the drug administration and health are parallel units, according to the law, only the drug administration department can exercise the power of supervision and punishment on food and beverage consumption in daily supervision, but at the same time, it should be noted that if the food and beverage is unqualified and major food safety accidents are caused, the Health Bureau has the right to take the lead in investigating and handling food safety accidents according to law. Therefore, in this case, the health bureau can also impose penalties.
