From March 2009 to June 20 10, Zhang Xiaohua, general manager of Linfen Tiancang Co., Ltd. and others bought "waste oil" from an oil company in Pingyin, Shandong Province for more than 40 times, mixed with regular edible oil such as cottonseed oil, and sold it to the grain and oil market in barrels and cans.
