The first round of land contract in Bengbu started in 1978, with a contract period of 15 years, and the earliest one expired in 1993; the second round started from 1993 to 1998, with a contract period of 31 years. In other words, since 2123, contracts have expired one after another, and now the central government has proposed to extend the second round of land contracts for another 31 years after they expire. Bengbu, nicknamed "Bengbu" for short, is a prefecture-level city under the jurisdiction of Anhui Province. It is located in the Yangtze River Delta in East China, the northeast of Anhui Province, the middle reaches of Huaihe River, bordering Suzhou and Huaibei in the north, Huainan and Chuzhou in the south, Chuzhou and Suqian in Jiangsu Province in the east, and Bozhou and Huainan in the west.
