The supporting area of Gansu International Convention and Exhibition Center covers an area of 38.0 1 hectare, or about 57 1 mu, with a planned total construction area of about 1 10,000 square meters. The project is located in the northeast of Lanzhou, on the north side of Binhe North Road, across the road from Gansu Convention and Exhibition Center Complex Building, National People's Congress Office Building and International Solar Center in the south, facing Yanchang Road in the north, Yantan Yellow River Bridge in the east and European Sunshine City residential area in the west.
The total investment of the project is estimated to be about 5 billion yuan. In the overall layout of the supporting area, the central business district is in the middle, with residential areas on both sides. The planned total number of households is 5 17 1, the total population is 16547, and the total parking space is 3020. The planned plot ratio is 3.5, the green space ratio is 35%, and the building density is 25%.
Planning function orientation of exhibition supporting area: large-scale commercial and service, scientific research office and residential area, with 200,000 ㎡ office and scientific research rooms, accounting for 20% of the total area; 200,000 square meters of commercial buildings, accounting for 20% of the total area; 50,000 square meters of public facilities, accounting for 5% of the total area; Residential area is 550,000 ㎡, accounting for 55% of the total area.
The 16th Lanzhou Investment and Trade Fair will be held in Gansu International Convention and Exhibition Center to enhance the positioning and scale of Lanzhou Fair. The commissioning of Gansu International Convention and Exhibition Center has put an end to the wandering days of the Rambo Fair. Starting from this session, Gansu International Convention and Exhibition Center has become the permanent meeting place of Lanzhou Fair. Chapter I General Provisions
Article 1 This system is formulated to protect the facilities of the exhibition hall and facilitate customers to know the relevant information of the exhibition hall.
Article 2 This system is applicable to Gansu International Convention and Exhibition Center.
Chapter II Definition and Interpretation of Proper Nouns
Article 3 The definitions of special terms in these rules and regulations are as follows:
(1) The terms Center, Exhibition, Leased Area, Leased Exhibition Hall Agreement, Leased Fee and Leased Date have the meanings given in the terms respectively.
(2) "Booth" refers to the temporarily separated part or room set in the leased area.
(3) "Admission period" refers to the non-exhibition day before the exhibition starts during the lease period; "Closed exhibition period" refers to the non-exhibition day after the exhibition is held during the lease period.
(4) "Organizer" refers to Party B as defined in the lease agreement.
Chapter III Exhibition Hall Facilities and Relevant Provisions
The fourth central passage
(1) Audience escalator
Audience escalators shall not be used to transport any goods, equipment or furniture.
(2) Freight elevator/lifting platform
Exhibits and bulky goods can only enter the second floor through the freight elevator or lifting platform.
Article 5 Public * * * areas
All areas except the leased area are regarded as public areas. The use of exhibitions in public areas should be approved by the center in advance.
Article 6 the ground load
(1) Exhibition Hall (1 floor) 3 tons/m2
(2) Exhibition Hall (second floor) 2 tons/m2
(3) The exhibits have running vibration parts, and the ground bearing capacity is reduced by 50%.
(4) The above-mentioned ground bearing capacity should be considered in the transportation, placement and operation of exhibits. In case of doubt, the organizer and its contractor should check with the center before moving in the goods.
Chapter IV Relevant Rules and Regulations
Article 7 The erection and dismantling of booths
(1) The construction company shall not cause any damage, change or influence to the building structure of the exhibition hall, otherwise the repair cost of the damaged part will be estimated by the Center and paid in full by the organizer.
(2) The expenses for setting up, installing and dismantling the booth shall be borne by the organizer, and the above acts shall not interfere with or destroy the display of other tenants in the center.
(three) without permission, no construction, erection or assembly in the lobby. Do not change the structure of the building floor, walls, doors and windows, conference rooms or other parts of the building. Nails, screws or drilling holes are not allowed in any part of the building.
(4) The center allows the use of scrubbed chalk or approved adhesive tape to mark the booth position on the floor of the exhibition hall, and other ground marking methods are prohibited. Demolition of unauthorized ground signs, the cost borne by the organizer.
(5) Only single-sided, double-sided or preferably cloth-bottom adhesive tape without residue is allowed to fix carpets or other floor coverings on the ground. Stickers are not allowed on stone floors or walls. The organizer shall be responsible for removing all tapes and traces in the leased area. Any damage to the building caused by the use of unapproved tape will be repaired by the center and the expenses will be borne by the organizer. Sticky (stickable) patterns or promotional materials are not allowed to be stuck to any part of the building on the back of the center. The expenses incurred by the center in removing such items and repairing any damage shall be borne by the organizer.
(6) The organizer shall not set up partitions, display boards or pile up any articles in places that hinder fire control facilities, monitoring facilities, air conditioning vents/indoor air flow.

(eight) no permanent ceiling.
(nine) no obstacles shall be placed in the aisle leading to the entrance and exit. During the exhibition, when visitors enter the rented area, all exits must not be locked.

(eleven) it is forbidden to hang items on fire sprinkler facilities, telecommunication network cables, monitoring network cables or lamps at the top of the exhibition hall.
(twelve) the height of more than 4.5 meters of structures should be reported to the center for approval before construction.
(XIII) The organizer shall ensure that its staff are trained and can correctly use the first aid/fire fighting facilities provided by the center. The organizer's staff should be familiar with the location of fire alarm bell contacts, fire hydrants, fire extinguishers and safety doors. Under no circumstances shall the fire alarm bell contacts, fire hose reels, fire extinguishers and safety doors be blocked by booth partitions, exhibits or other items. Access to these places should not be blocked.
(14) The center will assist the organizer in managing the transportation and construction units of the exhibition. The organizer shall notify all transportation and construction units to submit the list of transportation and construction personnel, copies of ID cards, renderings of special booths and valid special operation certificates to the center one week before entering the museum, and the center will uniformly make the certificates of construction personnel participating in the exhibition. Unlicensed personnel are not allowed to carry out any site construction related to the exhibition.
(fifteen) the exhibition construction unit must be based on the plan approved by the public security management department, and shall not be arbitrarily modified without permission.
Smoking is strictly prohibited in the exhibition hall, and offenders will be punished according to the relevant management regulations of the center.
Article 8 Installation of electrical appliances
(1) The center provides lighting and power installation services for all standard booths. Electrical appliances that need 24-hour power supply must apply to the center in advance.
(two) the installation of electrical wiring and electrical equipment should be carried out by personnel with valid electrician operation certificate.

(4) Neon lamps of iodine, tungsten and other high-temperature lamps shall not be installed without authorization, and the installation height of neon lamps shall not be less than 2.5 meters, which can only be used after passing the inspection by professionals in the center.
(5) Outdoor electrical lighting equipment shall be moisture-proof, and safety measures such as moisture-proof shall be implemented.
Article 9 air conditioning
During the lease period, the organizer may request the use of air conditioning, and must apply to the center one day in advance and pay according to Party A's quotation.
Article 10 Fire control laws and regulations
(1) According to the national laws and regulations on fire control, the main (contractor) unit holding an exhibition in the exhibition hall shall complete the fire control examination and approval 20 days before the exhibition according to the requirements of the government management department. At the same time, a Letter of Responsibility for the Exhibition (Public Security, Fire Protection and Construction) of Gansu International Convention and Exhibition Center should be signed with the center to clarify the responsibilities and obligations of both parties. The main (contractor) unit should also sign a safety responsibility letter with the construction unit and the person in charge of the booth to clarify the fire safety responsibility.
(2) During the exhibition, the organizers and contractors shall strictly abide by the relevant provisions and requirements of the Fire Protection Law and Several Provisions of Lanzhou Municipality on Fire Protection Management, as well as the relevant provisions of the Center.
(3) The fire exits in and around the center should be unobstructed and free from obstacles.
(4) Special attention should be paid to all fire-fighting equipment systems, fire alarm facilities, air-conditioning air inlets, elevator fire-fighting cables, indoor lighting devices and monitoring devices, which cannot be blocked or blocked in the field of vision.
(5) Public security firefighters, center staff and entrusted security guards have the right to conduct fire safety inspection on the exhibition (activity) site and issue rectification notices. There are fire safety hazards, the main (contractor) office units should actively cooperate, and be responsible for urging the construction units and exhibitors to implement rectification. For units and booths that fail to rectify hidden dangers in time, in order to ensure the safety of exhibitions (activities), the Center has the right to report to the public security fire department for handling or stop work and power failure until all hidden dangers are rectified. The Center will not be responsible for the delays or fire safety accidents caused by this, and has the right to pursue all economic losses and all legal responsibilities of relevant units.
Article 11 Safety
(1) hazardous substances
Unless otherwise approved in writing by the Center and relevant government departments:
1. Open flames and temporary gas are not allowed in the center.
2. Use explosive, flammable, toxic and corrosive materials in the exhibition hall.
(1) It is forbidden to bring radioactive materials into the center.
(2) At any time, the stock of solid or liquid placed in the leased area or booth shall not exceed its daily use. Residues should be placed in appropriate containers and sealed in places agreed by government departments, centers and organizers.
(3) Toxic wastes should be placed in proper containers, which should be closed and clearly marked, and relevant departments should be contacted for treatment in time.
(2) Pressure vessels
1. The organizer shall be responsible for the reasonable transportation and storage of pressure vessels for storing oxygen, acetylene, helium, carbon dioxide or any other pressure medium.
2. Once the center informs the organizer, the organizer shall immediately notify the exhibitors to move the pressure vessel to the designated location outside the exhibition hall.
3. All pressure vessels and equipment brought into the center shall comply with relevant safety standards and regulations.
(3) Display and operation of exhibits
1. When the machine is running, all running machines should be equipped with safety devices. These safety devices can only be removed when the power of the machine is cut off.
2. The running machine must keep a relatively safe distance from visitors, so it is recommended to use safety protection devices.
3. The center can display machines and equipment in the booth in the leased area, and the machines and equipment are operated by qualified personnel. No operation is allowed without the supervision of the above-mentioned personnel.
4. If Party B fails to take adequate fire prevention measures, it is not allowed to use generators, engines or motorized machines.
5. The amount of oil in the mailbox of the participating cars should be strictly controlled to a minimum. When moving forward, the battery cable should be removed.
(4) If the exhibits and personal belongings are not entrusted to the Center for safekeeping, the Center shall not be responsible for safekeeping.
Article 12 Paint
(a) the main painting work of exhibits and display materials is not allowed in the center.
1. Use nontoxic paint.
The ground is covered with plastic film lined with dry paper.

(2) The organizer shall be responsible for any damage caused to the center by the painting work, and bear the repair cost of the damaged part.
Article 13 Animals
Reptiles, fish, birds and other animals are not allowed to enter the center unless the approved exhibits or their uses are related to the exhibition activities. At the same time, the organizer must prove to the center that appropriate preventive measures have been taken to care for and control these animals, and obtain the written approval of the center in advance.
Article 14 food and beverage samples
(1) For the food and beverage samples distributed in the leased area, the organizer shall obtain the written approval of relevant institutions.
(2) All catering samples shall conform to the hygiene, safety and hygiene standards and the provisions of the food hygiene management department.
(3) The name and address of the registered fast food company, and the name, telephone number, address and contact number of the food delivery staff shall not be brought into the exhibition hall without the permission of the Center.
Fifteenth hanging at the top of the hall
Hanging banners on the roof of the exhibition hall should be applied in advance and supervised by the staff of the center.
Article 16 Damage
During the period of renting the library, the organizer shall be responsible for any damage. The cost of repair and replacement is calculated by the center and borne by the organizer.
Article 17 Emergency evacuation measures
(1) Organizers and their personnel shall abide by the emergency evacuation measures.
(2) In case of emergency evacuation, the organizer should obey the command of the center staff.
(3) The organizer must strictly limit the number of visitors organized by it, generally calculated according to the rental area of the exhibition hall of one square meter per day.
(4) Visitors should try to avoid the afternoon of the opening and closing ceremonies and control the total number of visitors every day.
(5) The organizer shall formulate a fire emergency plan during the exhibition and report it to the center and the public security department for the record (refer to the fire emergency plan of the center).
Article 18 Cleaning services
The center provides general cleaning work for public areas and organizers' offices and conference rooms.
Article 19 garbage disposal
The center provides general garbage disposal services, and the organizer pays the fees according to the quotation of the center. The center reserves the right to charge the organizer too much or too much garbage disposal fee.
Article 20 Organizer's Office
During the lease period, organizers can rent offices from the center.
Article 21 Sign-in Desk
(1) The center provides a sign-in desk for designated exhibitors.
(2) To build a temporary check-in desk in or around the public area of the center, the written consent of the center shall be obtained in advance.
Article 22 Delivery of Goods
The center does not accept any goods that arrive or accept cash on delivery on behalf of the organizers or exhibitors, and all consignments will be undertaken by the organizers.
Article 23 Keys
(1) At the expiration of the venue lease, all the keys of the organizer shall be returned to the Center.
(2) In any case, the organizer shall not configure keys or install or remove permanent locks in the center.
Article 24 Lost and Found
(1) The lost property should be inquired by the security department.
(2) All lost things will be classified and kept for 30 days. After the expiration of the 30-day period, the center will decide how to dispose of the items by itself, and others have no right to pursue these items further. The center is not responsible for items that are not found within the specified time.
Article 25 Safety
The center is maintained by security personnel 24 hours a day, and the organizer shall abide by the safety regulations formulated by the security department of the center and cooperate with the implementation.
Article 26 Smoking
Smoking is prohibited in the exhibition hall.
Twenty-seventh public utilities equipment services
For safety reasons, the installation and connection of all public facilities, including electricity, water supply, drainage, compressors and telecommunications services, should be provided by the center.
