Shanghai urban drainage facilities management measures
Article 1 In order to strengthen the management of urban drainage facilities, to ensure that urban drainage facilities intact, improve the effectiveness of the use of these measures. Article 2 The urban drainage facilities referred to in these Measures refer to:

(1) urban sewage treatment plant;

(2) rainwater pumping station, sewage pumping station;

(3) rainwater pipes and their inlets, inspection wells, ventilation wells;

(4) sewage pipes and their inspection wells, ventilation wells;

(5) urban drainage channels, tide gates, culverts and their ancillary facilities;

(vi) sewage conveyance trunk lines and their ancillary facilities.

Where the urban drainage facilities to discharge sewage or in the urban drainage facilities within the safety protection zone of the relevant activities of units and individuals must comply with these measures. Article 3 Shanghai Municipal Engineering Administration (hereinafter referred to as the Municipal Council) is the city's urban drainage facilities of the competent authorities. District municipal engineering management department is responsible for the management of drainage facilities in their respective areas. (3) piling up materials or parking of materials at the entrance and exit of the wastewater treatment plant and rainwater and sewage pumping stations;

(3) piling up materials or parking of materials at the entrance and exit of the wastewater pumping stations. Station entrances and exits stacking materials or parking vehicles;

(4) engaged in other activities detrimental to urban drainage facilities. Article 7 Except for small urban drainage pipes, the safety clearance between the outer edge of the construction pit of non-pile foundation buildings and the outer side of urban drainage pipes or rainwater and sewage pumping stations is six to ten meters; the safety clearance between the outer edge of the construction pit of pile foundation buildings and the outer side of urban drainage pipes or rainwater and sewage pumping stations shall be not less than ten meters. Article 8 The buildings or structures within the scope of the safety clearance provided for in the preceding Article before construction, the construction unit shall hold the design drawings and construction programs, consult the Public Works Department under the Municipal Council of the City or the District Municipal Engineering Management Department, and the construction can only begin after consent.

Article IX all kinds of construction operations temporarily discharged into the urban drainage pipe water with sediment, shall be discharged by the unit responsible for simple sedimentation; due to the discharge of sediment caused by urban drainage pipe blockage or poor, the discharge unit shall be responsible for dredging according to the requirements of maintenance. Article 10 Where the laying of underground pipelines, the unit shall implement the "Shanghai Pipeline Project Planning and Management Measures" and "Interim Measures for the Management of Shanghai City Roads and Underground Pipeline Construction. For construction or engineering construction needs to change the original urban drainage facilities, must obtain prior consent of the municipal engineering management department, and according to the agreed agreement design and construction. The required cost shall be borne by the construction unit. Article 11 due to engineering construction needs to fill no urban drainage channels or temporary blockage of local drainage pipes and urban drainage channels, the construction unit shall report to the municipal engineering management department for approval, and proper arrangements for drainage outlets. Temporary blocking of local drainage facilities and urban drainage channel expires, the construction unit shall be responsible for restoring the original state. Article XII of the use of urban drainage facilities for the discharge of sewage, wastewater, shall implement the national "Comprehensive Sewage Discharge Standards" (GB8978-88); national standards are not specified, the implementation of the Ministry of Construction "sewage into urban sewers water quality standards"; discharge of sewage containing sulfates, wastewater, the implementation of the standard of not more than one thousand milligrams per liter.

When necessary, the relevant factories, hospitals and other units should also be required by the municipal engineering management department, in the discharge outlet to install facilities such as gates.

Article XV in the sewage, wastewater emissions exceed the urban drainage pipe discharge capacity of the region, the municipal engineering management department may take measures to limit the discharge time and emissions of emission units.
