Sichuan Provincial Department of Finance recently issued a "notice on matters related to government procurement during the further improvement of epidemic prevention and control:

The suppliers participating in government procurement activities during the epidemic prevention and control, no longer charge bid (response) deposit. Purchasers are encouraged to waive the performance deposit of the successful (concluded) suppliers, increase the proportion of advance payment, and reduce the funds occupied by suppliers. For projects that take written recommendations for suppliers to participate in procurement activities, priority shall be given to recommending suppliers that resume work and production. The purchaser shall reserve a procurement share in accordance with the regulations, specifically for the procurement of small and medium-sized enterprises for the resumption of work and production. For projects not specifically for small and medium-sized enterprise procurement, the purchaser, the purchasing agent shall make provisions in the procurement documents, the price of small and micro-enterprise products in accordance with the upper limit standard 10% to give a deduction, with the price of the deduction to participate in the evaluation.
