Those who apply for registration as individual industrial and commercial households shall apply to the registration authority where the business premises are located. The applicant shall submit an application for registration, identity certificate and proof of business premises. The registered items of individual industrial and commercial households include the name and domicile, composition, business scope and business premises of the operators. Individual industrial and commercial households use the name, with the name as a registered item;

The food business license applicant will prepare the Application Form for Food Production License, the original business license, the original ID card of the legal representative, the original and photocopy of the health certificate of the relevant staff, the layout of the business premises and various functional areas, the list of major equipment and facilities for food production and other related materials; Then hand over the materials to the Food and Drug Administration for processing;
3. Health permit. Applicants need to bring a copy of the real estate license, a copy of the rental contract, a copy of the ID card and other materials to the local health bureau for a health permit;
4, employees need to apply for health certificates, engaged in catering, cosmetics, children's health care, medical care and other occupations need to be handled, for the local epidemic prevention station or medical and health institutions with health examination qualifications;
5. To apply for a tax invoice, it is generally necessary to hold the original, duplicate and valid seal of the business license before registering with the local tax authorities to receive the tax invoice.
Legal basis: Article 35 of People's Republic of China (PRC) Food Safety Law.
The state practices a licensing system for food production and marketing. Engaged in food production, food sales, catering services, shall obtain a license according to law. However, sales of edible agricultural products and sales only in prepackaged foods do not require permission. Only selling prepackaged foods shall be reported to the food safety supervision and administration department of the local people's government at or above the county level for the record.
The food safety supervision and administration department of the local people's government at or above the county level shall, in accordance with the provisions of the Administrative Licensing Law of People's Republic of China (PRC), examine the relevant materials required by the provisions of Items 1 to 4 of Paragraph 1 of Article 33 of this Law, and conduct on-site inspection of the applicant's production and business premises when necessary; To meet the prescribed conditions, grant permission; If it does not meet the prescribed conditions, it shall not be permitted and the reasons shall be explained in writing.
Article 45
Food producers and business operators shall establish and implement the health management system for employees. Persons suffering from diseases that hinder food safety as stipulated by the administrative department of health of the State Council shall not engage in direct contact with imported food.
Food production and marketing personnel engaged in direct contact with imported food shall undergo annual health examination and obtain health certificates before taking up their posts.
