At the same time, according to the requirements of high starting point, high standard and high speed, the development zone will be built into a modern urban community first. 2. The Development Zone encourages companies, enterprises, other economic organizations or individuals from Hongkong, Macao and Taiwan Province and abroad, and companies, enterprises, other economic organizations or individuals from inside and outside the province (hereinafter referred to as investors) to invest in the Development Zone, develop and build various economic, technological and social undertakings, and enjoy preferential treatment in the Development Zone. In accordance with the principle of "local registration, setting up factories in different places and returning benefits", enterprises in poor areas can not only enjoy the preferential treatment of the development zone, but also be divided into output value, tax, profit and labor indicators according to the contract. 3. Investors may invest in the establishment of Sino-foreign joint ventures, Sino-foreign cooperative ventures, wholly foreign-owned enterprises, joint-stock enterprises, state-owned enterprises, collective enterprises, joint ventures and private enterprises. The provincial people's government has given three provincial-level development zone management agencies the authority to manage cities under provincial jurisdiction. Under the leadership of the Municipal People's Government and the guidance of provinces and regions, the management agencies of development zones organize the development of development zones and implement unified management. Development zone management agencies can also hang up the brand of development corporation and conduct investment development with legal person status. Nine, the provincial development zone management agencies exercise the following functions and powers:

(1) to implement administrative management in the development zone and formulate administrative regulations in the development zone;

(4) Unified planning and management of infrastructure and public facilities in the Development Zone, and formulation of relevant charging standards;

(5) to manage the import and export business of the Development Zone in a unified way in accordance with state regulations;

(6) to coordinate and supervise the work of the branches of the relevant government departments in the Development Zone, and adjudicate the work disputes among these branches;

(7) implement labor administration for enterprises in the development zone to protect the legitimate rights and interests of employees;

(8) holding various public welfare undertakings in the development zone;

(9) to supervise enterprises and institutions in the development zone according to law;

(11) other functions and powers granted by the people's government of Guizhou province. Ten, enterprises and institutions in the development zone, must apply to the development zone management agencies, after examination and approval, can go through the formalities of industrial and commercial registration. Development zone management agencies and relevant departments must simplify procedures as much as possible and effectively improve work efficiency. Eleven, enterprises and institutions in the development zone, should be in the development zone of China Bank, or other banks and financial institutions approved by the People's Bank of China, handle foreign exchange matters.

The insurance of enterprises and institutions in the Development Zone shall be insured with insurance companies in China in the Development Zone. Twelve, enterprises and institutions in the development zone shall submit quarterly accounting statements and annual accounting statements to the development zone management agencies and the financial departments, tax departments and foreign exchange management departments in the development zone.

the annual accounting statement submitted by an enterprise shall be valid only after it has been audited and certified by an accountant registered in China. Thirteen, enterprises in the Development Zone shall declare their reasons to the development zone management agencies in accordance with legal procedures, and go through the formalities of closing down. If it does not resume business, it shall also submit a liquidation report on the visa of an accountant registered in China, and go through the relevant cancellation procedures. After the liquidation of creditor's rights and debts, its assets can be transferred and investors' funds can be remitted. Fourteen, the labor plan of enterprises and institutions in the development zone, should be reported to the development zone management agencies for the record. Fifteen, enterprises and institutions in the Development Zone can recruit their own staff and workers from China and foreign countries, Hong Kong, Macao and Taiwan. Sixteen, enterprises and institutions in the development zone, in accordance with the provisions of the development zone management institutions and production and operation, to determine their own staff and workers' wage standards, wage forms and reward and allowance system. Seventeen, enterprises in the Development Zone shall, in accordance with the relevant provisions of the state and Guizhou Province, take labor protection measures to ensure that employees and workers work under safe and hygienic conditions. Eighteen, enterprises and institutions in the development zone of China domestic staff and workers, the implementation of social insurance, and accept the supervision of the development zone management agencies.
