Sichuan Province officially opened the province-wide pollution source data "cross-checking" prologue

A stack of folders labeled with the names of townships in Renshou County, Meishan City, Sichuan Province, were placed on the desktop, waiting for staff to check one by one. From July 4th, Sichuan Province officially kicked off a province-wide pollution source data "cross-check" prologue.

"Cross-checking" takes the form of random selection, Sichuan Province, the 21 cities and states of the environmental protection inspectorate will each set up about 30 people of the inspection team, on the other side of the pollution source data review.

In early July, the 21st Century Business Herald reporter followed the Sichuan Provincial Environmental Protection Department to review the inspection team in Renshou County field research on a number of pollution sources to review visits.

Located in Renshou County, Fuga Town, the flower room pig farm, one street away from the residential area. The review team will mainly check the pig farm's sewage situation and odor treatment capacity.

Nearby residents told the 21st Century Business Herald, "Before the environmental remediation, it has been plagued by odors emanating from the pig farm, but now it has been greatly improved."

An inspection team from the Environmental Protection Bureau of Guang'an City, Sichuan Province, was identified to review pollution sources in Renshou County, Meishan City.

"This is not a wholesale review of existing data." Deng Gang, chief engineer of the Guang'an Environmental Protection Bureau, said, "Rather, we are taking the most representative samples."

Review "focus"

The background of these checks is the imminent launch of a nationwide "census of pollution sources". The National Pollution Source Census is conducted every 10 years, and this is the second National Pollution Source Census, the standard time point is December 31, 2017.

"Although this census of pollution sources is mainly a component of the second national census of pollution sources, it is also a fundamental work for the protection of the ecological environment in Sichuan Province." Yao Dongsheng, deputy inspector of the Sichuan Provincial Environmental Protection Department, told the 21st Century Business Herald that Sichuan Province had previously conducted a pollution source census for about half a year, and that the purpose of the cross-check was to find and rectify problems in the province before officially conducting the census in Sichuan.

According to its introduction, the pollution source census is mainly divided into three phases, the first phase is the inventory of the database, the second is the household survey, and the third is the scientific accounting of emissions. The scope of its census includes industrial sources of pollution, agricultural sources of pollution, living sources of pollution, centralized pollution control facilities.

Further, Yao Dongsheng said, in the past, the census of pollution sources by the various functional departments to lead, and then summarize the data. Therefore, the final environmental protection department to obtain data is true and effective is not known, "such as an enterprise business registration in A, but the production plant address is in B, and we get the data, we can not grasp the true address of the pollution source."

Yao Dongsheng said, this census, the first thing to do is to verify the original data, library, similar to the establishment of the source of pollution "identity card", and then will be classified according to the type of source of pollution archives management, and for the subsequent introduction of the relevant measures to provide data support, "therefore, we attach great importance to the first phase of the work, because the source of pollution, the source of pollution, the source of pollution, the source of pollution, the source of pollution, the source of pollution, the source of pollution. We attach great importance to the first phase of the work, because the quality of the inventory will have an impact on the subsequent links.

In Renshou County, a staff member of the review team told the 21st Century Business Herald, "Sichuan is the country's largest pig farming province, a large number of professional farms and retail farmers and mainly concentrated in the Minjiang and Tuojiang river basins, in the past the lack of pollutant treatment conditions in the context of the water pollution of Minjiang and Tuojiang river basins in Sichuan Province, one of the main sources of pollution. Therefore, the current operation of pollution control equipment in pig farms is the focus of the review, and once you can control the discharge end of pig farming, for the whole of Sichuan Province's water environment management have a role in promoting."

Thereafter, the review inspectors also traveled to a furniture production park in Renshou County to conduct research on industrial pollution sources. "As one of the country's main furniture production areas, the furniture industry is also a key target for industrial pollution control in Sichuan province." A staff member of the inspection team told the 21st Century Business Herald, "The main focus will be on reviewing and registering pollution sources such as enhanced volatile organic compounds of furniture enterprises, in preparation for the future establishment of an inventory of emission sources and the development of a comprehensive treatment and implementation program."

Li Zhiyong, deputy director of the Environmental Protection Bureau of Meishan City, said Renshou County is the first largest county in Sichuan Province in terms of population, but also a large agricultural county with a wide distribution of agricultural farming enterprises, making the census difficult. "I hope that through this cross-check organized by the Sichuan Provincial Environmental Protection Office, we can find problems and solve them."

Fighting the "eight battles" of pollution control

"Pollution source census involves a wide range of categories, industry, agriculture, catering and other multi-disciplinary areas are included. For the ongoing battle for environmental protection in Sichuan Province, these data will also be used for future pollution control in Sichuan Province." A source from the environmental protection department who participated in the verification work told the 21st Century Business Herald.

The "environmental protection battle" referred to by the above source is the "eight battles" that Sichuan Province is promoting in environmental pollution control, which are the Battle for the Blue Sky, the Battle for the Blue Water, the Battle for the Control of Black Stinking Water, the Battle for the Protection and Restoration of the Yangtze River, the Battle for the Remediation of Water Problems, and the Battle for the Protection of Drinking Water. The "eight battles" of environmental pollution control are the battle for blue sky, water, black smelly water, Yangtze River protection and restoration, drinking water remediation, environmental protection infrastructure construction, agricultural and rural pollution control, and the remediation of "messy and polluted" enterprises.

The above eight pollution control tasks will be sent to five departments directly under the Sichuan Province, including the Sichuan Provincial Environmental Protection Department, the Sichuan Provincial Department of Housing and Construction, the Sichuan Provincial Development and Reform Commission, the Sichuan Provincial Department of Agriculture and the Sichuan Provincial Economic and Information Commission. Among them, the Sichuan Environmental Protection Department will be mainly responsible for water pollution control and other work.

"As according to the data learned from the previous census, the sources of pollution that cause pollution in the river basins of Sichuan Province mainly come from the two major systems of farming and industry." The above source told the 21st Century Business Herald reporter, "It is not that the environmental protection department does not act, but in the past the environmental protection and remediation process, there is a phenomenon of environmental protection and local economic development game, often the environmental protection concessions to the local economic development. But in recent years, the central government has raised the importance of environmental protection work in the context of environmental protection departments will have a greater space to play."

To water pollution, for example, the main watersheds in Sichuan Province - Tuojiang River and Minjiang River total phosphorus exceeded the standard concentrated in the Chengdu Plain Economic Zone and part of the southern Sichuan economic zone, that is, the Tuojiang River Basin, Deyang - Chengdu - Ziyang - Neijiang - Zigong - Luzhou section, and Minjiang River Basin, Chengdu - Meishan - Leshan - Yibin section. Among them, the above area is again the three major industrial concentration areas in Sichuan Province, respectively, the petrochemical industry concentration area, natural gas development concentration area and phosphorus chemical industry concentration area.

"These areas are the most economically developed areas in Sichuan Province." The above source said, "Through the centralized rectification in recent years, the situation has been greatly improved."

Tuojiang River, for example, in 2017, the Tuojiang River Basin 16 national examination sections, three sections of water bodies to reach or better than Class III, compared with the previous year to reduce one inferior V class section. In the first half of this year, the Tuojiang River Basin 9 national examination section to reach good, accounting for 56.25%, the only remaining 2 inferior V class section of pollutants also significantly reduced concentration.

And according to the plan, Sichuan Province has been clear to 2020 pollution prevention and control battle "eight battles" specific objectives: the average concentration of PM2.5 in cities that do not meet the standards than the assessment of the base year (2015) decreased by 18%, the proportion of good days up to 83.5%, to fully meet the requirements of the assessment; the province's important rivers and lakes water function areas. Important rivers and lakes water functional area water quality standards reached 83%, 87 assessment section water quality ratio of 81.6%, the comprehensive elimination of poor V section; the province's municipal (state) government seat of the built-up area of the basic elimination of black smelly water bodies, the basic formation of a more complete centralized industrial wastewater treatment system and pipeline network supporting systems, to achieve zero discharge of excessive wastewater; the province's realization of the environmental remediation of all administrative villages full coverage, livestock and poultry The comprehensive utilization rate of fecal waste reaches more than 75%, and the penetration rate of sanitary toilets reaches more than 85%.

"After the completion of this round of cross-checking, we will also further sort out the main types of pollutants in Sichuan Province and their emissions, discharge destination, pollution control, etc., which has a fundamental role in grasping the state of environmental pollution at the current stage, the scope and extent of the impact of pollution on the environment, and the trend of pollution changes." The above source said.
