First of all, Japan is short of manpower. We all know that Japan has a small area and relatively few people, and the take-away industry needs a lot of human support. So from this perspective, it is difficult for Japan's take-away industry to develop.
Besides, Japanese people like to have a cold lunch because of their manners. It's not that they don't like spicy food, but that they like it to be cooler. Because convenience stores can also heat lunch and have special hot soup to drink, Japanese people don't want to disturb others when eating. Japanese eating habits are mostly light, with little oil and salt, so cold food does not affect the taste of food. Hot food will have a strong taste. If it is delivered by take-away, it will be warm and delicious, so Japanese people will not eat hot food with flavor outside.
Another point is that it is inconvenient to take out food in Japan. Companies and some crowded places have a large number of convenience stores. If you want to eat delicious food, you can buy it at a convenience store anytime and anywhere, which is convenient and fast, and saves time than take-out. And there will be many considerations when choosing takeaway. If you can see the food directly in the convenience store, you will have an appetite. The pace of life in Japan is relatively fast, and the delivery of meals in the take-away industry is a waste of time.
Japanese people's living habits also make them form the habit of queuing. Even if there is a long queue when buying food, the take-away industry is even more unnecessary.
All the above are my personal analysis. Every country has different eating habits, so we should respect their eating habits.
