Article 3 The people's governments at or above the county level (hereinafter referred to as the people's governments at or above the county level) to which Yelang Lake catchment area belongs shall incorporate water pollution prevention, environmental protection and water resources development and utilization into the national economic and social development plan, and strengthen the protection of Yelang Lake water resources and environment. Article 4 The protection, development and utilization of Yelang Lake water resources shall follow the principles of unified planning, enhanced protection, comprehensive utilization and scientific development, and first meet the domestic water needs of urban and rural residents, taking into account the needs of agriculture, industry, ecological water use and tourism development.

Article 5 The prevention and control of water pollution in Yelang Lake and the protection of environment and ecology shall be under unified supervision and management by the competent administrative department of environmental protection of the people's government at or above the county level.

Chapter II Prevention and Control of Pollution Article 7 Yelang Lake drinking water source protection areas and quasi-protection areas shall be designated in a certain area around Yelang Lake. Drinking water source protection areas are divided into first-class protection areas and second-class protection areas. The specific scope is proposed by Anshun Municipal People's Government and submitted to the provincial people's government for approval. The scope of quasi-protected areas shall be delineated by Puding County People's Government and reported to Anshun Municipal People's Government for approval. Eighth drinking water source protection zone, two protected areas of water quality, respectively, applicable to the national "surface water environmental quality standards" class II and III standards. Article 9 The following provisions must be observed in the quasi-protected areas:
(1) It is forbidden to build or expand projects that cause serious water pollution and other facilities that cause serious ecological damage;
(2) It is forbidden to discharge industrial waste residue, industrial waste liquid, domestic garbage, feces and other wastes into water bodies;
(3) It is forbidden to clean ships, vehicles and containers that have stored oil or toxic and harmful pollutants in water;
(4) Prohibit the use of highly toxic and highly residual pesticides;
(5) It is forbidden to use electricity, explosives and drugs to kill fish. Article 11 in the secondary protection zone of drinking water sources, in addition to the provisions of Article 9 of these regulations, the following provisions must also be observed:
(1) It is forbidden to build or expand construction projects that discharge pollutants into water bodies. Reconstruction of tourism projects shall not increase the total discharge of pollutants, and the discharge of pollutants shall not exceed the national and local pollutant discharge standards;
(2) Control the total discharge of pollutants. If the sewage discharged from sewage outfalls is not up to standard, it must be treated within a time limit;
(3) It is forbidden to load and unload garbage, excrement, oil and other toxic and harmful substances on the dock;
(4) it is forbidden to set up aquatic catering and entertainment facilities;
(5) It is forbidden to engage in bait farming. Article 11 In the first-class protection zone of drinking water sources, in addition to the provisions of Article 11 of these regulations, the following provisions must also be observed: < P > (1) It is forbidden to discharge sewage into water areas;
(2) It is forbidden to pile up waste residue, garbage and other items that are toxic and harmful and may pollute the waters;
(3) It is forbidden to set up oil depots and docks unrelated to water supply, and it is forbidden to dock ships unrelated to water source protection;
(4) Travel and swimming are prohibited;
(5) It is forbidden to engage in other activities that may pollute drinking water sources. Twelfth ships sailing in Yelang Lake should be equipped with equipment that meets the requirements of the state to prevent and control water pollution, gradually use clean energy, and hold a certificate issued by the ship inspection department. Article 13 The people's governments at or above the county level in the relevant areas of the upper reaches of rivers entering the lake shall, in accordance with the provisions of relevant laws and regulations, do a good job in the prevention and control of water pollution and the protection of ecological environment, and ensure that the water quality entering Yelang Lake reaches the prescribed standards. Chapter III Protection of Ecological Environment Article 14 It is forbidden to destroy the topography and vegetation within the environmental protection scope of Yelang Lake water resources, and it is forbidden to cut mountains and stone, dig sand, borrow soil and mine in the first-class and second-class protected areas of drinking water sources. Fifteenth in Yelang Lake water resources and environmental protection scope should be vigorously afforestation, closing hillsides to facilitate afforestation, and gradually improve forest coverage, water conservation, prevention and control of soil erosion.

Chapter IV Supervision and Management Article 17 People's governments at or above the county level shall strengthen the protection of Yelang Lake water resources and environment, coordinate and solve related problems, and report problems that are difficult to solve across administrative regions to the people's governments at higher levels for handling.
