Article 2 These Regulations shall apply to the promotion of civilized behavior within the administrative area of this Municipality.

the term "civilized behavior" as mentioned in these regulations refers to the behavior that abides by the provisions of the constitution, laws and regulations, embodies the core values of socialism, conforms to the requirements of socialist morality, promotes new trends and healthy trends, maintains public order and good customs, and promotes the progress of social civilization. Article 3 The promotion of civilized behavior shall combine the rule of virtue with the rule of law, adhere to the principle of people-oriented, participation of all parties, simultaneous rewards and punishments, and systematic promotion, and form a long-term mechanism of * * * building * * * governing * * *. Article 4 The municipal and municipal (district) people's governments shall incorporate the promotion of civilized behavior into the national economic and social development plan and the annual plan, clarify the overall objectives and responsibilities of the work, establish a guarantee mechanism, and strengthen the planning, construction and management of the infrastructure for the promotion of civilized behavior. The municipal and municipal (district) institutions responsible for spiritual civilization construction are specifically responsible for the promotion of civilized behavior within their respective administrative areas, and perform the following duties:

State functionaries, deputies to the National People's Congress, members of the Chinese People's Political Consultative Conference (CPPCC), educators, public figures and window workers in transportation, tourism, finance, medical care and communications should play an exemplary role in practicing civilized behavior. Chapter II Advocacy of Civilized Behavior Article 8 Citizens should consciously practice the following civilized behaviors: (1) Love the motherland and abide by the law;

(2) protect the environment and save resources;

(3) Maintain the city appearance and take good care of public property;

(4) keep order and observe etiquette;

(5) love their jobs and be diligent and conscientious;

(6) Respect the elderly and love the young, and have a harmonious neighborhood;

(7) Honesty and trustworthiness, friendliness and mutual assistance;

(8) civilized internet access and rational expression;

(9) advocating science and changing customs.

the municipal steering Committee for spiritual civilization construction shall organize relevant departments, units and the public to formulate a convention on civic civilization and make it public. The institutions for the construction of spiritual civilization shall guide the relevant departments and units to formulate basic civilized behavior norms such as public places, environmental sanitation, transportation, tourism and catering.

it is encouraged to stipulate the contents of civilized behavior standards in village rules and regulations, community conventions, management regulations and articles of association, and all members shall abide by them. Article 9 Encourage courageous acts.

the people's governments of cities and municipalities (districts) shall commend and reward the courageous people to protect their legitimate rights and interests.

at the scene where the courageous acts took place, the personnel who have legal duties, legal obligations or agreed obligations shall perform their duties and obligations to rescue and protect those who have done the courageous acts.
