(1) Parking lots refer to places for parking motor vehicles, including public parking lots, special parking lots and road parking spaces.
Public parking lots are places that provide parking services for social motor vehicles.

Road parking spaces refer to the temporary parking spaces designated by the municipal vehicle parking management agencies on the urban motor vehicle lanes and sidewalks or partially occupied sidewalks according to law.
(2) Motor vehicle parking refers to the parking of motor vehicles in public parking lots, special parking lots and road parking spaces.
(3) Temporary road parking refers to the short-term parking of motor vehicles in road parking garages or various stops. Article 4 The municipal administrative department of planning and construction shall be responsible for the planning, construction and management of parking lots in this Municipality.
the municipal and district public security traffic management departments are responsible for the management of motor vehicle parking in urban road lanes and the administrative punishment for illegal parking.
the municipal and district comprehensive administrative law enforcement departments are responsible for the administrative punishment of illegal parking of motor vehicles occupying urban road sidewalks and municipal facilities.
the municipal departments of land, industry and commerce, price, finance, fire protection and transportation shall, according to their respective responsibilities, * * * do a good job in the management of motor vehicle parking. Article 5 The Municipal People's Government shall incorporate the parking lot construction into the economic and social development plan, insist on paying equal attention to the transformation of the old city and the construction of the new city, combine government investment with social investment, and unify scientific planning with strict management. Encourage investment in the construction and opening of parking lots. Chapter II Planning and Construction of Parking Lot Article 6 The municipal planning and construction administrative department shall, jointly with the municipal public security, fire protection, comprehensive administrative law enforcement and other relevant departments, prepare a special parking lot plan according to the needs of the overall urban planning, urban road traffic safety and urban construction and development, and implement it after being approved by the Municipal People's Government. Seventh city planning and construction administrative departments shall, according to the special planning of parking lot construction and national parking lot construction industry standards, prepare parking lot construction standards, and report them to the Municipal People's government for approval before implementation. Modification and adjustment of allocation and construction standards are applicable to the preparation of allocation and construction standards approval procedures. Eighth new construction, renovation and expansion of all kinds of buildings, parking lots should be built according to the special planning and parking lot construction standards, and designed, constructed and used at the same time with the main building. If the parking lot is not built in accordance with the construction standards, the main building shall not be accepted and delivered. Ninth without the approval of the municipal administrative department of planning and construction, no unit or individual may arbitrarily change the nature of the parking lot or reduce the number of parking spaces.

Article 11 The Municipal People's Government shall ensure that the funds needed for the construction and maintenance of public welfare parking facilities are included in the fiscal budget and earmarked for special purposes. When opening large shopping malls, hotels, restaurants, entertainment, warehouses, vehicle services and other business projects that should have parking lots, if the parking facilities do not meet the parking lot matching standards, the operators shall supplement the parking spaces by means of supplementary construction, purchase and lease in accordance with the parking lot matching standards.

Twelfth parking lot design should solicit the opinions of the municipal public security traffic management department and the fire department, and the construction can only be carried out after the approval of the municipal planning and construction administrative department. Thirteenth after the completion of the parking lot construction project, the construction unit shall apply to the municipal planning and construction administrative department for verification of the planning conditions. Without verification of the planning conditions or verification of the parking lot that does not meet the planning conditions, the construction unit shall not organize the completion acceptance.
