(2) to apply for the evasion of the presiding officer of the hearing if he considers that the presiding officer has a direct interest in the matter under hearing;
(3) to request the applicant to answer the questions;

Whoever fails to attend the hearing on time, is absent from the hearing or withdraws from the hearing, shall be deemed to have given up the right to be heard. Article 12 The applicant who intends to establish a large-scale commercial outlets, shall submit in writing to the municipal administrative department of commerce hearing application. The application shall have the following contents:
(1) the name, address, legal representative (responsible) of the applicant;
(2) the name, scale, scope of business and feasibility study of the proposed establishment of large commercial outlets;
(3) the proposed establishment of a large commercial outlets of the site is in line with the city's commercial outlets development plan statement;
(4) Analysis of the current situation and development of the market of the same industry;
(v) Analysis of the impact on the neighboring commercial outlets and the jobs that can be provided;
(vi) Analysis report on the impact on the surrounding traffic, environmental protection, residents' lives and cultural landscapes;
(vii) Other relevant materials that need to be provided. Article 13 After receiving the application for hearing, the municipal department in charge of commerce administration shall verify the authenticity of the relevant materials. If the requirements of Article 13 of these Measures are met, a hearing shall be held within 20 working days, and inform the applicant. Article 14 The municipal administrative department for commerce shall issue a hearing notice to the public seven working days before the hearing is held:
(1) the name, address, industry and scale of the proposed large-scale commercial outlets;
(2) the scope of selection of representatives of the hearing and the conditions;
(3) the mode of participation of representatives of the hearing;
(4) the time of the hearing, place;
(v) other matters that should be announced. Article 15 of the hearing representatives can take the voluntary registration, unit appointed or recommended way. The applicant shall provide proof of identity (unit). Representatives of the hearing by the municipal administrative department of commerce in accordance with the conditions and procedures specified in the hearing held five working days before the determination.
The hearing shall be held when more than two-thirds of the hearing representatives present. Article XVI of the municipal administrative department of commerce shall be held in the hearing three working days before the hearing of the commercial outlets of the relevant materials sent to the hearing representatives.
The hearing representative can not attend the hearing for any reason, shall be held 2 working days before the hearing to inform the municipal administrative department of commerce.
Related units or individuals on the proposed establishment of large commercial outlets, should be submitted in writing to the municipal business administration department before the hearing.
