On October 3, 2116, the Standing Committee of the Tenth Liaoning Provincial People's Congress

The 23rd meeting of the Standing Committee of the Tenth People's Congress of Liaoning Province decided to make the following amendments to the Regulations on Agricultural Collective Economic Contract in Liaoning Province:

1. Delete the second paragraph of Article 9.

2. Paragraph 2 of Article 11 is amended as: "The contract period of cultivated land is thirty years; The contract period of grassland is 31 to 51 years. The contract period of forest land is thirty to seventy years; The forest land contract period for special trees may be extended with the approval of the forestry administrative department of the State Council. "

3. Article 16 is amended as: "The contractor shall, in accordance with national laws, regulations and policies, safeguard the collective economic interests, ensure the necessary investment in the contracted projects, pay taxes according to law, and pay the contracted funds on schedule."

4. Paragraph 2 of Article 21 is deleted.

The Regulations of Liaoning Province on Agricultural Collective Economic Contract shall be revised accordingly according to this decision, and the order of terms shall be adjusted accordingly, and re-promulgated.

The 23rd meeting of the Standing Committee of the Tenth Liaoning Provincial People's Congress decided to make the following amendments to the Regulations on the Management of Farmers' Expenses and Labor Services in Liaoning Province:

Article 37 is amended as follows: The staff of state organs shall be given administrative sanctions by the unit to which they belong, the competent department at the next higher level or the supervisory department:

(1) illegally raising funds from farmers or collective economic organizations, issuing licenses, certificates, books, etc. without authorization or raising the charging standards;

(2) raising the water and electricity charges without authorization;

(3) forcing farmers to participate in insurance in violation of state regulations;

(4) forcing farmers or collective economic organizations to subscribe to newspapers and books;

(5) Forcibly asking farmers to provide financial, material and human resources to carry out the activities of upgrading and acceptance appraisal;

(6) performing duties, setting up institutions, purchasing equipment and staffing to apportion the required funds or other funds to farmers;

(7) Forcibly asking farmers to do their work with capital. "

this decision shall come into force as of the date of promulgation.

The Regulations of Liaoning Province on the Management of Farmers' Expenses and Labor Services shall be revised and re-promulgated according to this decision.
