Notice on Fully Enabling "Place Code" and "Exclusive Place Code"

In order to implement the national, provincial and municipal epidemic prevention and control requirements, do a good job in the city's normalized epidemic prevention and control, strengthen the early warning and monitoring of the epidemic situation, improve the efficiency of epidemic prevention and control, and refine it to the minimum unit epidemic prevention and control measures, the Office of Kaifeng Epidemic Prevention and Control Headquarters has decided to enable "Place Code" and "Exclusive Place Code" throughout the city from now on. The relevant matters are hereby notified as follows:

1. Scope of use

1. The "site code" is applicable to all kinds of public places for access verification. The city's government agencies, enterprises and institutions, shopping malls, supermarkets, farmers' markets, hotels, restaurants, cultural and sports venues, leisure and entertainment venues, tourist attractions, medical institutions, retail pharmacies, schools and off-campus training institutions, various prisons, pension institutions, welfare institutions, child care institutions, logistics express points, railway stations, bus stations, high-speed railway station, high-speed service areas, construction sites, religious sites, residential communities and so on.

2. The "exclusive place code" is applicable to the epidemic prevention and control management of drivers and passengers of trucks entering Henan and Bianzhi; Set up "exclusive place code" at the entrance of expressway Bianxia Station, the entrance of national and provincial trunk roads and the destination unit.

2. Set up and use

1. Managers of various public * * * places complete the registration of place information through the "Bianjieban" APP, generate the two-dimensional code of "Place Code" and set it up and post it in a prominent position in the place. People entering the public * * * places should use the "Bianjieban" APP, WeChat or Alipay "Sweep" function. For special groups such as the elderly and children who can't register by scanning the code of their mobile phones, guardians or staff members can assist them to complete the verification through manual registration of information.

2. The manager of expressway Xiazhankou and the national and provincial trunk roads entering Henan and entering Bian generates the QR code of "Exclusive Place Code" through the Bianjieban APP, and sets and posts it in a conspicuous position, and at the same time publishes it to the society through WeChat WeChat official account such as Kaifeng Publishing, Kaifeng Health Publishing and Kaifeng Municipal Transportation Bureau. The drivers and passengers of trucks entering Henan and Bianzhi should complete the application for electronic pass and information filing in advance through the "Kaifeng Traffic Police" WeChat WeChat official account, and inquire about the "exclusive place code" of the traffic card point entering Bianzhi, and scan the code to complete the registration of personal information, so as to improve the traffic efficiency of the traffic card. After arriving at the destination, the driver and passenger of the truck need to scan the "exclusive place code" of the destination unit to complete closed-loop management.

3. Managers of all kinds of places should earnestly implement the code scanning inspection of people entering and leaving places and drivers of trucks entering Bianzhi by setting up epidemic prevention and control desks and arranging special personnel to supervise and inspect them. Vehicles and personnel whose code scanning shows "health code" are normal should be released. If it is found that the results after code scanning are abnormal, they should refuse to enter and temporarily isolate them on the spot, and report to local communities or epidemic prevention and control departments for closed-loop transshipment control at the first time.

Third, strengthen supervision

1. The local and industrial authorities should strengthen supervision and inspection on the setting and use of "site code" and "exclusive site code". Remind the units and public places without "place code" and "exclusive place code" and urge the rectification. If the reminders are still not implemented in place, the relevant responsible persons will be interviewed and informed criticism; If the circumstances are serious, the relevant legal responsibilities shall be investigated according to the law.

2. The general public and trucks entering Bian should take the initiative to scan the "location code" and "exclusive location code" when entering and leaving the site and entering Kaifeng, and highlight the "trip code" before passing. Due to the need to fill in more personal information for the first code scan, it is reminded to complete the first information entry in advance before entering various places, thus shortening the transit time. Those who do not cooperate with the code scanning, refuse to show or falsely show, and the "place code" is abnormally uncooperative with management, shall be dealt with by the public security department according to the law, and legal responsibilities shall be investigated according to law if serious consequences are caused.
