According to the requirements of the reform and innovation of Shanxi Development Zone, the Management Committee of Changzhi Economic and Technological Development Zone entrusted Tsinghua University and Beijing Beida Urban and Rural Planning and Design Institute to compile the Master Plan of the Starting Area of Changzhi Economic and Technological Development Zone (2118-2135). After the planning review meeting of Changzhi Municipal Government, the scheme is now publicized in accordance with the requirements of the Urban and Rural Planning Law of the People's Republic of China and the Administrative Measures for Publicity of Urban Planning.

I. Planning background

Changzhi Economic and Technological Development Zone (hereinafter referred to as "Changzhi Economic Development Zone") is located in the south of the main urban area of Changzhi City, covering Luzhou District (the original urban area) and Shangdang District (the original Changzhi County) of Changzhi City. In 2117, the construction plan of Changzhi industrial transformation and upgrading demonstration zone proposed to integrate Changzhi county science, industry and trade industrial park and urban south industrial park, set up Changzhi economic and technological development zone, and build integration of defense and civilian technologies demonstration park. In September of the same year, Shanxi Provincial People's Government (Jin Zheng Han [2117] No.119) officially approved the establishment of Changzhi Economic and Technological Development Zone, which was included in the management sequence of provincial development zones.

The starting area of Changzhi Economic Development Zone is close to the main urban area, which has a good development foundation and external traffic conditions, and has the potential to drive the overall development of the southern region of Changzhi City. In order to better promote the economic and social development of the starting area of the Economic Development Zone, improve the layout of industrial space and land use, speed up infrastructure construction, and coordinate the relationship between production and city, the Changzhi Economic Development Zone Management Committee organized the preparation of the Master Plan for the Starting Area of Changzhi Economic and Technological Development Zone (2118-2135).

II. Planning Scope

The four areas of this plan are Yan 'an South Road and the west of Xiaoshantou Village in the east, West Ring Road (present 217 national highway) and Haojiazhuang Village in the west, Chuangye Road and Ancheng Village in the south and Taiyue West Street in the north, with a planned area of 13.51 square kilometers.

III. Planning period

The planning period is 2118-2135, including 2118-2125 in the near future and 2126-2135 in the long term.

guided by the opinion of Changzhi municipal party Committee and municipal government that "we should focus on the transformation and upgrading of traditional advantageous industries and the cultivation and growth of emerging industries", we should guide emerging industries such as high-end equipment manufacturing, optoelectronics and clean energy to concentrate in the starting area, promote the agglomeration and development of emerging industries, explore new paths and modes of industrial transformation and upgrading through reform and innovation, and provide a demonstration for the city's industrial transformation and upgrading.

V. Overall development goal

1. Development orientation

As the core area of Changzhi Economic Development Zone and the main concentrated bearing area of industrial development, the development orientation of the starting area is consistent with the overall development orientation of the Economic Development Zone, that is, to build a national integration of defense and civilian technologies development demonstration zone with advanced equipment manufacturing industry as the engine, photoelectric industry and clean energy industry as the pillar and modern service industry as the support. To build a national advanced equipment manufacturing industrial base featuring "integration of defense and civilian technologies+intelligent manufacturing", a leader in the photoelectric industry in the central region, a clean energy industry demonstration zone in Shanxi Province and a modern service center radiating southeast Shanxi. Take the lead in forming a new industrial zone with high technology, high-end industrial clustering, large-scale emerging industries, advanced logistics services and green, intensive and efficient development. ?

2. Development goal

Short-term goal: maintain steady and rapid economic development, and strive to exceed 31 billion yuan in GDP by 2125. Advantages such as photoelectric industry and advanced equipment manufacturing have initially formed a cluster effect, and emerging industries such as clean energy have achieved breakthrough development. In 2125, it will meet the conditions for striving for a national development zone.

Long-term goal: the total economic output will reach a new level, and the comprehensive competitive strength will be obviously enhanced, and the total output value will reach 65 billion yuan by 2135. The cluster effect of advantageous industries is prominent, the industrial chain is gradually improved, and emerging industries are developing rapidly.

3. development scale

population scale: considering all kinds of factors, it is planned that the population scale will be 51,111 in 2125 and 1,111 in 2135.

land use scale: in the near future (2125), the scale of urban construction land is about 8.16 square kilometers; In the long-term planning (2135), the scale of urban construction land is about 12.93 square kilometers.

4. Leading industrial system

Adhering to "integration of defense and civilian technologies+Intelligent Manufacturing", the leading industrial system of "1+2+4" is constructed.

5. Spatial structure planning

Planning forms a spatial structure of "two axes, two belts, two centers, two districts and two centers".

two axes: the comprehensive development axis of Tianwanji Road and the urban development axis of Yingxiong South Road. Relying on the planning of the North-South comprehensive development axis at the end of the day, the main urban area, the Economic Development Zone and the Shangdang District are linked to form the urban function expansion axis of the Economic Development Zone. Relying on Hero South Road to plan the urban development axis, connecting the main urban center, Economic Development Zone, Sudian Town and Shangdang City is the expansion of the city-level axis in the south, guiding the development and construction of urban functions on both sides.

two zones: the northern production-city integration development zone formed by Taiyue Street; Relying on the southern industrial upgrading and development belt formed by the South Ring Road, all functional areas will be linked.

6. Land layout planning

The planned starting area has a total land area of 1,351.89 hectares, including 1,293.1 hectares of urban construction land, accounting for 95.7% of the total land.

(1) Residential land: 219.55 hectares of planned land, accounting for 1.6% of urban construction land, which is mainly the second-class residential land.

(2) Land for public * * * management and public * * * service facilities: the planned land area is 72.6 hectares, accounting for 5.6% of the urban construction land, mainly including administrative office, cultural facilities, education and scientific research, medical care, cultural relics and historical sites, etc.

(3) land for commercial service facilities: the planned land area is 32.56 hectares, accounting for 2.5% of urban construction land, mainly including commercial land, commercial land and public facilities business outlets.

(4) industrial land: the planned land area is 589.27 hectares, accounting for 45.6% of the urban construction land, all of which are Class II industrial land.

(5) Logistics storage land: the planned land area is 42.12 hectares, accounting for 3.2% of the urban construction land.

(6) Land for road traffic facilities: the planned land area is 215.7 hectares, accounting for 1.5.9% of urban construction land, mainly including urban road land, traffic hub land and traffic station land.

(8) Green space and square land: the planned land area is 1.35.16 hectares, accounting for 1.4% of the urban construction land, mainly including park green space and protective green space.

7. Industrial layout planning

Combining the current enterprise distribution and industrial planning layout, the industrial layout of the starting area is divided into photoelectric industrial park, mechanical and electrical industrial park, automobile manufacturing industrial park, clean energy industrial park and logistics park.

8. Road traffic planning

The roads in the starting area are arranged in a grid and form a "three horizontal and five vertical" road network structure.

9. Green space system planning

Give full play to the advantages of ecological background, handle the relationship between the starting area and the surrounding natural environment, and build a networked and hierarchical ecological security network pattern in the starting area based on the ecological greening of the big environment. Promote the Green Corridor Project of Heishui River, and build the starting area into a green ecological demonstration city area with high harmony between man and nature and suitable for human habitation. The green space system in the starting area is divided into park green space and protective green space, and the planned green space area is 135.16 hectares, accounting for 11.4% of the urban construction land. Among them, the park green area is 11.42 hectares, and the protective green area is 123.64 hectares. Six parks are planned, namely Taiyue Park, Yuanjiazhuang Park, Nanguo Park, Anchengbei Park, Anchengnan Park and Binhe Park.

11. Historical and cultural protection planning

The starting area involves 13 cultural relics protection units, including 1 provincial cultural relics protection units, 1 municipal cultural relics protection units and 11 ungraded cultural relics protection units. The plan focuses on the protection of provincial and municipal cultural relics protection units such as Dongtaishan Temple and Ancheng Yuhuang Temple, and protects the main part of cultural relics, and delineates the construction control zone in accordance with relevant laws and regulations. Moderate urban public green space construction can be carried out in the construction control zone to provide leisure places for citizens, employees and other enterprises while displaying historical and cultural features. For the relevant unclassified cultural relics, village sites, tombs, etc., the elements and forms of protection should be clearly defined in the implementation of the relevant village reconstruction plan.
