Jianggao (Dianbai) Industrial Transfer Park is located in the north of shuidong town, Dianbai County, with a total planned area of 6,000 mu. Construction started in February 2005 and was approved by the provincial government in June 2006. In recent years, Dianbai County and Jianggao Town of Guangzhou have joined hands to create a provincial excellent industrial transfer demonstration industrial park, actively innovate development ideas, constantly optimize the development environment, strive for and take the initiative to undertake industrial transfer, and promote the scientific development of the park. At present, the park has attracted 58 enterprises to settle down and build, with a total investment of 600 million yuan (including 5 enterprises with an annual output value exceeding 100 million yuan), and the annual output value of enterprises in the park is about 2 billion yuan, initially forming three pillar industrial systems of aquatic product processing, textiles and clothing, flavors and fragrances; It can provide 1.2 million jobs, and now there are more than 6,300 employees; In 2008, the tax revenue of the park reached 80 million yuan, and the accumulated tax revenue was nearly 300 million yuan. With the continuous development of the park, it has played an active role in realizing the "mutual benefit" and "double transfer" between Dianbai and Jianggao. Our main methods are:

First, innovate the development model and promote win-win cooperation.

1, innovative cooperative management concept. We have innovated the cooperation mode of "the government sets up a platform and the company operates", that is, the governments of Jianggao and Dianbai set up a platform, signed an agreement to jointly build an industrial transfer industrial park, established a joint meeting system, jointly established an industrial transfer industrial park management office, formulated industrial park management systems and measures, and implemented an irregular meeting mechanism. The turnover tax and income tax paid by enterprises settled and put into production in the park belong to the local retained part according to the financial system, and the benefits are divided according to the investment proportion. After the completion of the industrial transfer industrial park, it is estimated that the annual industrial output value of the undertaking industries will reach more than 20 billion yuan, the tax revenue will reach more than 700 million yuan, and more than 50,000 people will be employed. Both sides have huge expected returns. In order to do a good job in coordinating services, it is clear that Dianbai County Investment Service Center will be the main focus, and the relationship between departments will be coordinated and straightened out, and the two sides will cooperate closely through mechanisms such as the joint meeting system. At the same time, a number of social and private capitals were introduced to register and set up joint development companies. In accordance with the "seven unification" standards of unified planning, unified planning, unified standards, unified design, unified development, unified management and operation, and under the coordination of the government, it is responsible for the construction of public facilities in industrial transfer industrial parks, and gradually embarked on a "government-built, company-operated" industrial park development model.

2, innovation park construction investment subject. Insisting on the government as the main investor, Dianbai County has invested 1. 1 100 million yuan to build the infrastructure of the park. On this basis, in order to solve the problem of insufficient government investment, the park construction has been further improved through diversified investment. For example, in the first phase of the development and construction of the park, Guangzhou Ding Wei Company was introduced to invest and develop, and the factory building was rented out, which created timely solutions for some transfer enterprises with temporary difficulties in capital turnover. Another example is the second phase of development and construction 1.700 mu of industrial land. Companies adhere to the road of marketization, and successfully introduced the infrastructure construction of Gui Lian Group Investment Park. The company plans to invest 50 million yuan to level the land and improve the supporting facilities in the park. By attracting social forces to actively invest, we will broaden the channels of capital construction and alleviate the problem of insufficient funds in the process of park construction.

Second, expand the industrial scale and lay a solid foundation for the development of the park.

Dianbai County is a big ocean county with Bohe Fishing Port, one of the top ten fishing ports in China. There are more than 200,000 mu of seawater and fresh water farms in the county, and the flavor and fragrance industry accounts for more than 70% of the national flavor and fragrance market share. These are the traditional industries of Dianbai, and they are also advantageous industries. In this regard, based on the advantages of resources, we strengthened investment attraction and introduced aquatic products processing enterprises such as Jiahui, Changxing and Haibao. Give full play to the advantages of many and large-scale entrepreneurs of Dianbai flavors and fragrances, and guide some foreign or local flavor and fragrance enterprises to enter the park. At the same time, based on the functional zoning of the park, export-oriented projects such as Jianzhan and Xinyangming have been gradually introduced. Especially in recent years, we have promoted the intensive and large-scale development of park enterprises by supporting the combination and merger of park enterprises. At present, three pillar industrial systems have been formed, namely, the essence and fragrance industry led by Huaxusheng and other enterprises, the textile and garment industry led by Jianzhan Fancy Yarn Company, and the aquatic seafood processing industry led by Changxing and Jiahui. Last year, the tax revenue of the park was more than 80 million yuan, accounting for 2 1% of the industrial tax revenue of Dianbai County, and the output density of the park reached 4 1 10,000 yuan/mu.

Third, strengthen planning management and maintain the scientific development of the park.

In the planning and construction of the park, we should adhere to the guidance of Scientific Outlook on Development, strictly plan the industrial layout, scientifically arrange the construction progress, and promote the development and construction of the park in an orderly manner.

1, strictly promote the construction progress. In order to make scientific use of the limited land in the park, we divide the industrial park into agricultural and sideline products processing zones, flavors and fragrances processing zones, clothing processing zones, electronic and electrical processing zones, petrochemical ethylene deep processing zones, high-tech development zones and other processing zones. In the specific operation process, it is mainly divided into "three steps": in the first stage, relying on the good foundation of the original Dianbai County Industrial Zone 1.300 mu of land, the government invested nearly 1. 1 billion yuan, and the province supported more than 10 million yuan to build a cement road of 6 kilometers and an underground drainage pipe. The tap water pipe network reaches the edge of every enterprise land, the county bus has a drop-off point in the park, and the public facilities such as street lamps, communication, television and greening are basically perfect, realizing the "seven connections and one leveling" in the park, and gradually adding public service systems such as warehousing, logistics, commodity inspection, industry and commerce, banking and taxation, which has laid a good foundation for the development of the park in the next 20 years; The second phase of development 1.300 mu of industrial land was approved by the provincial government at the end of last year. Environmental impact assessment, planning, and ground attachments cleaning were basically completed, and 20 transfer enterprises signed contracts to settle down, with a total investment of 550 million yuan. The planned area of the third phase is 3,700 mu. 2. Carefully plan the industrial layout. We adhere to the direction of sustainable development, and the industrial layout of the park focuses on the development of "four types" (resource processing, environmental protection, low energy consumption and high efficiency) enterprises. In the introduction of park projects, we put the development of environmental protection in a prominent position, and strictly implement the "three simultaneities" system of environmental protection, so as to achieve both Jinshan Yinshan and green mountains and green hills. On June 5438+ 10, 2005, we entrusted Guangzhou Environmental Protection Science Research Institute to undertake the environmental impact assessment of industrial transfer industrial park, and submitted the environmental assessment report to environmental experts and Guangdong Environmental Technology Center for review. On March 2, 2006, Kloc-0, the environmental impact assessment of the industrial park was approved by the Provincial Environmental Protection Bureau (Yuehuan [2006] No.386). In order to ensure that the park fully conforms to the environmental characteristics and carrying capacity, we have planned to build an industrial sewage treatment plant on 80 mu of land, with a planned investment of 70 million yuan. The construction scale of the project is 20,000 tons of industrial sewage/day, and a sewage collection pipe network will be built. At the same time, strictly control the environmental protection of the project, the technical access of enterprises in the county environmental protection bureau, the environmental approval of leading enterprises and the approval of enterprises in the county, so as to cut off pollution from the source. In the past two years, in order to maintain the high-quality environment of the park and make it very painful to give up love, we have shut out four batches of enterprises with large construction scale and large tax revenue, but also with large pollution and energy consumption, and cut off the pollution sources. At present, the centralized treatment rate of industrial wastewater and domestic sewage in the park has reached 100%, and the safe disposal rate of solid waste has reached 100%.

3. Strict scientific land use. We pay attention to strictly controlling the "gate" of land, and actively promote economical and intensive land use in the case of relative shortage of land in the park. On the one hand, it evaluates the benefits of imported projects and provides land as needed to avoid the phenomenon of "enclosure" of enterprises and idle land resources; On the other hand, we will relax the access system for the floor area ratio and building height of enterprises entering the park, encourage construction projects to build multi-storey factories, develop into the air, and strive to improve the intensive utilization level of industrial land. For example, Dianbai Li Yonghe Fishing Net Cable Industry Co., Ltd., we only provided 8 mu of land, but by encouraging enterprises to add floors to build factories, it not only solved the land use difficulties of enterprises, but also achieved good benefits with an annual output value of 8 million yuan. At present, the building volume ratio of industrial transfer park reaches 0.7%.

Fourth, strengthen labor training and recruitment, and vigorously promote labor transfer.

Dianbai is a populous county with a registered population of more than 654.38+0.36 million, including more than 400,000 rural surplus laborers, which is relatively difficult to transfer. In order to implement the "double transfer" policy to the letter, we have included the special funds for rural labor force transfer training and employment in the fiscal budget, implemented various subsidy funds in strict accordance with regulations, and decomposed the annual objectives and tasks of rural labor force training and employment transfer to townships and relevant departments step by step. On the training of rural labor force, on the one hand, order-based training is carried out, and the technical schools in the county are used to train in stages and batches according to the types of employment required by enterprises to transport workers for enterprises; On the other hand, give full play to the role of enterprises, guide enterprises to conduct pre-job training for rural labor force, and then enter the factory to work and gradually transfer rural surplus labor force. Last year, Dianbai County trained and transferred more than 2,000 rural laborers. At the same time, according to the fact that it is difficult for enterprises to recruit workers, the county government has organized and carried out recruitment work in a unified way, and mobilized surplus rural laborers to recruit in the park. In recent years, through four large-scale recruitment activities, * * * has solved more than 4,500 employment problems for enterprises. In addition, in the process of project introduction, labor-intensive projects are selectively introduced to provide a carrier for digesting rural surplus labor. For example, Changxing, Jiahui, Jianzhan, Xinyongming and other enterprises introduced in recent years, each enterprise can provide more than 1 1,000 jobs. At present, local employment accounts for 82% of the total employment in the park.

The fifth is to optimize the service environment and create a good atmosphere for the development of the park.

We regard Jianggao (Dianbai) Industrial Transfer Industrial Park as the "window" for investment projects, constantly optimize the soft environment for development and build a first-class development platform. In 2007, we formulated the "Several Provisions on Attracting Investment in Guangzhou Baiyun Jianggao (Dianbai) Industrial Transfer Industrial Park", giving investment enterprises "five preferential treatment, four prohibitions, three achievements, two conveniences and one cash". Five concessions: land price is sold at the lowest price stipulated by the state, industrial land is "seven connections and one leveling", water is charged at 70% of the current price, administrative fees are exempted within the scope of power, and service fees are charged below 30% of the minimum standard. 4. No: there will be no random inspections in the park, no random power and water cuts, no arbitrary charges, and no "demanding, taking, taking, demanding and dragging" when going through the formalities for enterprises. There are three achievements: first, the government organizes counties, towns and villages to join forces to recruit workers, and it is difficult for enterprises to make a difference in employment; Second, the government came forward to coordinate the signing of cooperation agreements between enterprises and banks to solve the financing difficulties of enterprises; Third, the Industrial Park Office signed a cooperation framework agreement with China Ping An Insurance Company, which pushed social security and investment risks to the society and the market, and solved the problems of industrial park management and social stability. Convenience: provide a window for enterprises entering the park, provide comprehensive service convenience, and provide convenience for investors and senior managers of enterprises entering the park to apply for urban hukou and exempt their children from school selection fees. First, cash: the preferential policies promised by the government, to achieve "one word and two sentences", timely cash. In order to ensure the implementation of the Regulations, the county government and relevant functional departments signed the Responsibility Letter for the Implementation of Several Provisions, which clarified the responsibilities of the departments and implemented the "nanny-style" service of "one-stop handling, parallel approval, one-stop charging and time-limited completion" for enterprises. Since last year, all-weather services of "white+black" (day and night) and "5+2" (five working days and weekends) have been implemented in the service center of the park, and the soft investment environment has been continuously optimized. Recently, in order to help enterprises cope with the global financial crisis, we have also formulated some measures such as "Several Opinions on Coping with the Financial Crisis and Helping Enterprises to Develop", which has created a good development atmosphere for enterprises.

In recent years, although we have made some achievements in co-constructing industrial transfer industrial parks and undertaking the "double transfer" work, there are still some difficulties and problems, such as insufficient funds, slow construction of industrial parks, small scale of industrial transfer, small number of large enterprises introduced, difficulties in attracting investment brought about by the financial crisis, shrinking international market demand, falling product prices, insufficient capital turnover and other practical problems faced by enterprises. In the future, we will further build up confidence, seize the opportunity of "double transfer", actively respond to the current financial situation, strengthen communication between the two sides, increase investment attraction, earnestly implement preferential policies, continuously expand and strengthen the park economy, and strive to promote the in-depth development of "double transfer".
