Legal analysis: 1. Meishan urban planning area covers communities and villages within 200m of the planned urban outer ring (i.e. the east bank expressway of Minjiang River in the east, the Mei Cheng expressway in the west, the south outer ring in the south and the north outer ring in the north), with an area of 248km2, including 3 streets, 6 communities and 66 villages, 1 1 township.

Second, all construction activities within the scope of Meishan urban planning area must be reported to the municipal administrative department of urban and rural planning for examination and approval, and the procedures such as site selection opinions, construction land planning permits and construction project planning permits shall be handled in accordance with the People's Republic of China (PRC) Urban and Rural Planning Law and other relevant laws and regulations.

3. The land supply in Meishan urban planning area must meet the planning and design conditions issued by the municipal administrative department of urban and rural planning. The municipal administrative department of land and resources shall draw up a land supply plan according to relevant laws and regulations, such as the Provisions on Transferring the Right to Use State-owned Construction Land by Bidding, Auction and Listing (Order No.39 of the Ministry of Land and Resources) and the Provisions on Transferring the Right to Use State-owned Land by Agreement (Order No.21of the Ministry of Land and Resources), and provide land according to law after being approved by the municipal government.

Article 14 The people's government of a city shall organize the preparation of the overall urban planning.

The overall urban planning of a municipality directly under the Central Government shall be submitted to the State Council for examination and approval by the people's government of the municipality directly under the Central Government. The overall planning of the city where the people's governments of provinces and autonomous regions are located and the city determined by the State Council shall be submitted to the State Council for examination and approval after being audited by the people's governments of provinces and autonomous regions. The overall planning of other cities shall be submitted by the people's government of the city to the people's government of the province or autonomous region for examination and approval.

Fifteenth county people's government organizations to prepare the overall planning of the town where the county people's government is located, and report it to the people's government at the next higher level for approval. The overall planning of other towns shall be organized by the town people's government and submitted to the people's government at the next higher level for examination and approval.
