Certification procedures

1, application

The applicant can apply at the local county-level tobacco monopoly license hall when making an application. The applicant may appoint an agent to make the application, and the agent shall provide a power of attorney, the principal and the agent's identification. The application form can be obtained from the county-level tobacco monopoly where the business premises are located.

2. Acceptance

In the process of acceptance, if the application materials are complete and in accordance with the legal form, or the applicant submits all the corrective application materials in accordance with the requirements, the county-level Tobacco Monopoly Bureau shall accept the application and send the "Notification of Acceptance of Administrative License" to the applicant with a special seal; if it is inadmissible, the Tobacco Monopoly Bureau shall be responsible for the "Notification of Inadmissibility of Administrative License" to the applicant with a special seal. Notification" shall be sent to the applicant.

3. Field Verification

After accepting the application, the Tobacco Monopoly Bureau will assign two or more staff members to the business premises to verify whether the contents of the application are consistent with the actual situation, and submit the verification results in conjunction with the requirements for the rational layout of local tobacco product retail outlets.

4. Review and Approval

The review and approval department of the Tobacco Monopoly Bureau, in accordance with the relevant regulations and policies and the requirements for the rational distribution of local retail outlets for tobacco products, will review the authenticity, legality, validity and completeness of the materials submitted by the applicant, and will give its opinion on whether or not to proceed with the application, and will submit it to the approver for approval.

5. Decision

The Tobacco Monopoly Bureau will make a decision within 20 working days from the date of acceptance. To be licensed, the Tobacco Monopoly Bureau to make a decision to grant administrative licenses, and within ten days to the applicant to deliver the tobacco monopoly retail license.

According to the "People's Republic of China *** and the State of China Regulations on the Implementation of the Tobacco Monopoly Law" Article IX, obtaining a Tobacco Monopoly Retail License shall be subject to the following conditions:

1. having capital appropriate to the operation of the tobacco products retail business;

2. having a fixed place of business;

3. conforming to the requirements of rational distribution of tobacco products retail outlets;

4. other conditions stipulated by the State Council's competent department for the administration of tobacco monopoly (the State Tobacco Monopoly Administration).
