In the Regulations on the Management of Domestic Waste in Nanjing, the provisions on penalties are as follows:

Article 47 An individual who fails to classify and put away domestic waste in accordance with the prescribed time, place and manner and other requirements, and refuses to listen to persuasion and obstruction, shall be sentenced by the competent department for urban management administration to a warning or a fine of not more than two hundred yuan.

If a unit fails to separate and put out household garbage at the prescribed place, the competent administrative department of urban management shall order it to make corrections; if the circumstances are serious, it shall impose a fine of not less than fifty thousand yuan and not more than five hundred thousand yuan.

Article 48 If the person responsible for management fails to set up containers for collection of domestic garbage in accordance with the norms for the configuration of facilities for classification of domestic garbage, he shall be imposed a fine of not less than one thousand yuan; if he mixes and barges the classified domestic garbage, he shall be imposed a fine of not less than one thousand yuan; if he hands over the classified domestic garbage to the unit or individual that does not meet the requirements for collection and transportation, he shall be imposed a fine of not less than two thousand yuan and not more than twenty thousand yuan. The fine shall be not less than two thousand yuan and not more than twenty thousand yuan.

Article 49 If a unit collecting or transporting household garbage collects or transports household garbage that has been classified and placed in a mixed way, it shall be fined by the competent department of urban management at a level of not less than 5,000 yuan and not more than 50,000 yuan.

Article 50 The domestic garbage collection and transportation unit fails to set up the on-board online monitoring system, or fails to maintain its normal operation; fails to establish the account, or fails to upload the information of domestic garbage sources, types, quantities, destinations, and the quality of the classification to the domestic garbage management information system in real time. The administrative department of urban management shall impose a fine of not less than five thousand yuan and not more than thirty thousand yuan.

Article 51 If a household garbage disposal unit fails to establish an account, or fails to upload the information to the household garbage management information system in accordance with the regulations, it shall be subject to a fine of not less than 10,000 yuan and not more than 30,000 yuan by the competent department of urban management administration.
