The National Tourism Administration announced the "Compensation Standard for Service Quality of Travel Agencies (Draft for Comment)" yesterday, soliciting opinions from the society for revision. According to this standard, if a travel agency forces or forces tourists to shop in disguise, it must pay the tourists 20% of the total travel expenses as liquidated damages every time.

According to the new standard, if travel agencies and tour guides (tour guides) shorten their travel itinerary, omit tourist attractions or reduce tourism projects without authorization, the travel agency shall refund the tickets, travel expenses and other reasonable expenses for the omitted tourist attractions and compensate the same amount of liquidated damages. Travel agencies without tickets should pay tourists 5% of the total travel expenses as liquidated damages; Without the signature of the tourists, the travel agency undertakes the expenses of catering, entertainment, medical care, visits and other paid items without authorization; If the tourists increase the shopping times, extend the stay time or shorten the tour time without the signature of the tourists, they will pay the tourists a penalty of 10% of the total travel expenses each time. Or force tourists to shop in disguise, and pay 20% of all travel expenses to tourists as liquidated damages every time.
-You will be compensated for buying fake goods at designated shopping spots.
If the goods purchased by tourists in the shopping places agreed in the contract are fake and shoddy goods, the travel agency shall be responsible for recovering or compensating all the losses of tourists.
If the tour guide sells goods privately, the travel agency shall refund the tourists' shopping money in full. If a travel agency violates the contract and stops providing accommodation, catering and transportation services to tourists, it shall bear the necessary expenses such as accommodation, catering and transportation. For the same level booked by tourists, 30% of all travel expenses shall be paid to tourists as liquidated damages during the suspension of travel services. If the travel activities and service level arranged by the travel agency are inconsistent with the contract, causing economic losses to tourists, the travel agency shall refund the difference between the contract amount and the actual expenditure of tourists and compensate the same amount of liquidated damages. Or if the tour guide fails to provide tour guide services for the guests according to the service standards of the state or the tourism industry, the travel agency shall pay 10% of the total travel expenses to the tourists.
-Unauthorized group transfers shall be paid in proportion.
Without the consent of the travel agency, the tourists are transferred or assembled without authorization. If the tourists know before departure (excluding the day), they have the right to terminate the contract. The travel agency shall fully refund the travel expenses paid by the tourists, and pay a penalty of 15% of the total travel expenses. If the tourists learn about it on the day of departure or after departure, the travel agency shall pay 25% of the total travel expenses as liquidated damages.
If tourists increase their income due to age and occupation differences, the travel agency shall refund the increased fees. If the tourists fail to take the scheduled public transport because of the travel agency, the travel agency shall compensate the tourists for their direct economic losses and travel strategies, and compensate 20% of the economic losses as liquidated damages. If the economic losses of tourists are caused by force majeure and other reasons not attributable to the travel agency and tourists, the travel agency shall not be liable for compensation.
