The base is located in Xiamen Zhuba Farm in the north side of the Zhuba School, a construction scale of 5321.749 square meters. The comprehensive practice base operates year-round, and currently receives about 350 teachers and students per week, with each activity lasting 3-5 days. Cafeteria area: 400 square meters Seating capacity: 350.
2. The practice base provides basic equipment and supporting facilities for the cafeteria free of charge (see Annex I for details)
3. The practice base provides support for the following programs:
(1) Provide basic facilities and equipment such as kitchens, cutlery, and students' dining areas.
(2) Provide electricity and water needed for normal feeding.
(3) Provide accommodation for cafeteria staff.
(4) support and cooperate with the supervision and publicity education to guide students to eat civilized.
(5) Timely notification of the work plan of the comprehensive practice base, so as to make good dining arrangements.
(6) Do not charge management fees and rent for the cafeteria.
(7) Participate in the whole process of supervision and guidance of cafeteria operation.
Second, the scope of operation
Participate in practice activities of primary and secondary school teachers and students, comprehensive practice base of the faculty and staff to provide breakfast, lunch and dinner meals. (Provided in accordance with the meal standards set by the base)
Third, the period of operation
2013 months to 2014 months, the operating period of 1 year.
During the contract period, if the enterprise service work performance is good, actively cooperate with the base to carry out various assessment work, assessment is excellent, the base has the right to decide to prioritize the renewal of a one-year contract with the good performance of the enterprise; the enterprise can not cooperate with the base to carry out the assessment work, the service work performance is not satisfactory, the base will be the expiration of the bidding operation years to take back the enterprise operated by the cafeteria, and re-tendering. During the contract period, if the enterprise has behaved in accordance with the relevant provisions stipulated in point 10 of item 7, the base has the right to terminate the contract in advance and will not renew the contract.
Fourth, personnel requirements:
1 professional supervisor, 1 chef (with a valid chef's license), 2 cooks, 2 handymen.
V. Conditions for registration
1. Must have a business administration department registered more than five years of the city's food service companies, the licenses are legal and complete.
2. There must be more than three years of experience in the operation of large-scale canteens (school canteen operation experience is preferred), good reputation, no food poisoning in the past operating process, such as food safety and fire safety accidents and other bad records, the management of the canteen has been C (including) above the grade.
3. The team must be staffed with personnel qualified as dietitians, and the professional supervisor of the cafeteria must have more than three years of experience in cafeteria operation.
Six, the bidding process
1, organized by the Municipal Center for Educational Affairs Acceptance in the Municipal Bureau of Education website and the Center's website announcement for five days, acceptance of registration, the deadline for registration is June 15, 2013 18:00 pm, initially scheduled for June 17 at 3:30 pm bidding, the location will be notified.

3, by the Municipal Center for Educational Affairs acceptance of the organization of the 7-member expert team, the qualifications of the enrolled enterprises to review, and through the qualification review of the enterprises to conduct a public evaluation (the main basis for evaluation of the enterprises to provide the business plan, etc.), according to the enterprise site The top 3 enterprises will be identified as finalists based on the enterprises' on-site introduction of the business plan and defense (see Annex II for the reference requirements of the business plan) and on-site scoring by the expert panel. Seventh, other requirements
1. The winning enterprise of the canteen to implement the management of the direct management, not to be dependent on the base, no subcontracting. Without the consent of the base, the successful bidder shall not privately sublet or lend the service window, once found cancel the operation qualification, and compensate the base according to the normal monthly average turnover.
2. The cafeteria must provide breakfast, lunch and dinner every day to ensure that three meals a day on time, in accordance with the agreed meal standard, 20 yuan per person per day, (4:8:8), to ensure that the meal is sufficient, high-quality, to achieve a variety of varieties of food, meat and vegetables with a reasonable combination of meals to adapt to the different economic conditions and tastes of the teachers and students dining. Not allowed to sell spoiled, tasteless meals and leftovers.
3. The successful enterprise should comply with national, provincial and municipal laws and regulations on food safety, have rules and regulations to standardize the management of the canteen, have specific measures and ways to ensure food safety, have specific methods and channels to control food prices, and train canteen employees in hygiene knowledge, operating procedures, and safety education. All staff members are required to hold health certificates for duty and must be uniformly dressed during work. And give clarification in the defense.
4. All food purchased by the winning enterprise must comply with relevant national food hygiene standards and regulations. Require the supplier to provide a valid food inspection certificate or test sheet. Meat, cooking oil, iodized salt, flour, soy sauce, vinegar and other major food ingredients used in the restaurant must have the name of the food, date of production, shelf life and place of origin, and there should be a QS logo; the base stipulates that the brand of the meat must be Yinxiang's or Golden Fragrance, the brand of the edible oil must be Shengzhou's or Zhonglu's, and the rice must be first-class round-grained and first-class indica rice.
5. The dining room, operation room and the environment around the cafeteria all belong to the management scope of the winning enterprise, which is responsible for the hygiene cleaning and safety management in the area.
6. If food poisoning among students and teachers is caused by mismanagement, the winning company will take full responsibility and compensate for the corresponding economic losses.
7. Existing equipment and tableware should be reasonably used, properly stored, strictly managed, and should not be artificially damaged or lost, or else be compensated according to the price.
8. Seriously complete the comprehensive practice base of the other tasks related to the canteen.

Illegal business activities are strictly prohibited in the canteen area (including dormitories).
10.
The practice base has the right to supervise and guide the canteen throughout the whole process. The base has the right to terminate the contract early or not to renew the contract in several circumstances:
(1)
the occurrence of food poisoning incidents, the impact of bad safety accidents, etc.;
(2)
the successful bidder without a justifiable reason does not undertake, do not provide catering services to the purchaser;
(3)
health, safety, fire, etc. did not pass the test. Exposed by the relevant departments, ordered to rectify without rectification, etc.;
(4)
Not cooperating with the purchaser's assessment or scoring very low in the assessment, failing to meet the requirements of the deadline for rectification without rectification;
(5)
Inadequate disposal of garbage, pollution of the environment, and disobedience to the purchaser's management;
(6)
Sub-contracting, Sub-letting operation without the consent of the purchaser;
(7)
Commitment to personnel investment, equipment investment can not meet the requirements;
(8)
Deduction of the standard of student meals, failure to provide the standard of meals corresponding to the standard of the meal paid by the students, the review is true, or due to the management of the canteen, the students' collective strikes, etc..
