On September 5th, 20 17, the Food and Drug Administration deliberated and adopted the Measures for Food Safety Supervision and Management of Online Catering Services (hereinafter referred to as the Measures), which was officially promulgated on June 6th, 20 1 1 year, since 20 18+ 1 year. The "Measures" strictly stipulate the business behaviors of foreign sellers, food delivery personnel and platform websites:

Takeaway merchants (including those who provide catering services through third-party platforms and self-built websites):

1. Open a physical store and obtain a food business license according to law, and shall not operate beyond the scope of the food business license;

2. Obtain the communication department and the food and drug supervision and management department for the record;

3. Publicize the food business license on the online page and publicize the change information in time; Truthfully publicize the name, address and quantitative grading information of the merchants; Truthfully publicize the names of dishes and main raw materials;

4. Strengthen the food safety training and management of food delivery personnel, and the retention period of training records shall not be less than two years;

5. Use non-toxic and clean food containers, tableware and packaging materials to package catering food, avoid direct contact with food by food delivery personnel, and ensure that food is not contaminated during food delivery;

6. Where food with special requirements such as preservation, heat preservation, refrigeration or freezing is distributed, preservation and distribution measures that can ensure food safety shall be taken.

Delivery personnel:

1. Personal hygiene should be maintained, safe and harmless distribution containers should be used, and the containers should be kept clean and cleaned and disinfected regularly;

2. Check the distribution of food to ensure that the food distribution process is not polluted.

In addition, for third-party platforms that provide online catering services, the Measures require third-party platforms to review and register information such as food business licenses, business names, addresses, legal representatives or responsible persons, and contact information to ensure that relevant information is true; Sign a food safety agreement with the merchants, clarify the responsibility for food safety, and conduct spot checks and monitoring on the business behavior of the merchants; If illegal acts are found in the operation, they shall be stopped in time and reported to the food and drug supervision and administration department at the county level where the operation is located; If serious violations are found, stop providing services immediately; Publicity examination, registration, supervision, reporting, complaints and other related management systems.
