Article 2 Pilotage service for ships
Huanghua Port Pilot Station is the only pilot institution in Huanghua Port. It exercises sovereignty on behalf of the state, is responsible for compulsory pilotage for foreign ships entering and leaving Huanghua Port, and accepts applications from domestic shipping companies to provide pilotage services for domestic ships entering and leaving Huanghua Port.
Article 3 Shipping agency services
International and domestic shipping agencies can accept the entrustment of international and domestic carriers respectively, act as agents for ships on international and domestic routes to enter and leave ports, and undertake cargo transportation, transshipment, ship replenishment and other related businesses.
Article 4 Port freight forwarding services
International and domestic freight forwarding companies provide services such as collecting and distributing export goods, receiving import goods, handling freight insurance, inland freight, transshipment of intermodal goods, signing transport contracts, taking care of goods, and providing customs declaration and inspection.
Article 5 Ship supply services
There are qualified port operators in Hong Kong who provide services for ships and can supply fuel, lubricating oil, fresh water, food and ship accessories for ships entering and leaving Hong Kong at any time.
Article 6 Ship construction and repair services
There are port operators in Hong Kong who have obtained corresponding qualifications to provide ship repair services, and can provide ship repair services of 10,000 tons and below.
Seventh ship garbage, waste oil and oily sewage receiving and processing services.
There are enterprises in Hong Kong that meet the relevant national regulations and have obtained corresponding qualifications, and are responsible for receiving and treating ship garbage, waste oil and oily sewage, tank washing water and domestic sewage, and providing oil booms.
Article 8 Other ship services
Enterprises in Hong Kong can provide berthing, berthing, escort, emergency rescue and towing services for domestic and foreign ships. The VTS system of Huanghua Port is responsible for water traffic organization and managed by the Ship Traffic Management Center of Cangzhou Maritime Safety Administration (hereinafter referred to as Cangzhou VTS Center), which can provide traffic services such as traffic safety information, hydrometeorological information, navigation aid service, first aid service and joint operation support in the port upon request.
Daily broadcast time of safety information: broadcast on time every two hours or in case of emergency. Cangzhou Maritime Search and Rescue Center is a sub-center of Hebei Maritime Search and Rescue Center, which is responsible for organizing and implementing the search and rescue work in the waters of Huanghua Port. The search and rescue center office is located in Cangzhou Maritime Safety Administration, with a duty room, which is on duty 24 hours a day. Article 11 General provisions
Ships sailing, berthing and operating within the management scope of the ship traffic management system of Cangzhou Maritime Safety Administration (hereinafter referred to as VTS management scope) shall report to Cangzhou VTS Center.
VTS management scope: a fan-shaped sea area centered on the south headlights of Huanghua Port (38 20 ′ 24.559 ″ n,117 55 ′ 22.647 ″ e) with a radius of 28 nautical miles.
Ships sailing, berthing and operating in Hong Kong waters shall not only comply with the provisions of relevant national laws and regulations, but also comply with the provisions of maritime regulatory documents such as the Implementation Rules for Safety Supervision and Management of Ship Traffic Management System in Huanghua Port.
Article 12 Report on the Entry and Exit of Ships
According to the relevant international conventions and domestic regulations, ships should be equipped with communication equipment to join the VTS system when entering and leaving the port, and report to Cangzhou Maritime Safety Administration in accordance with the People's Republic of China (PRC) Waterway Traffic Safety Regulations.
When an ocean ship enters the port, the shipping agent shall report to Cangzhou Maritime Safety Administration 7 days in advance; At the same time, the relevant ship security information should be provided in accordance with the provisions of the Standard Security Information to be Provided Before the Arrival of Ships on International Navigation.
(1) Arrival and Departure Forecast
1. The ship or its owner, operator and agent shall send information such as the name of the ship, call sign, nationality, gross tonnage, draft, port of departure, port of destination, arrival and departure time, type and quantity of goods, number of crew and passengers to Cangzhou VTS Center at least 24 hours in advance.
2. Before entering the VTS waters for 2 nautical miles, the ship shall report to Cangzhou VTS Center in Chinese or English on VHF CH08 channel, including the name, nationality, estimated arrival time, port entry intention, etc.
(2) Ship position report
When entering the fan-shaped water area with a radius of 28 nautical miles centered on the south breakwater headlamp of Huanghua Port (equipped with radar transponder 38 20' 24.559 "n117 55' 22.647" e), you should report to Cangzhou VTS Center.
(3) berthing, departure and anchoring reports
Report the name of the ship, berthing time, berth name or anchoring time, berthing time or anchoring time and destination port to Cangzhou VTS Center before leaving the port or anchoring.
When a ship breaks down at the anchorage, it should immediately report to Cangzhou VTS Center through VHF CH08 channel, including: name of the ship, nationality, call sign, anchoring time and position (relative to the real position and distance of the south breakwater headlight of Huanghua Port), captain, ship width, draft, final port, cargo loading and other information that Cangzhou VTS Center needs to know.
When a ship intends to engage in activities related to navigation safety, such as berthing, shifting berth, leaving berth, leaving port from anchorage, etc., it must apply to Cangzhou VTS Center at least 20 minutes in advance, and it can only be carried out after approval, and it should also be reported in time after completion.
If the navigation plan changes or the anchor position changes, the ship concerned shall report to Cangzhou VTS Center immediately.
The passenger ship shall report the sailing plan and the number of passengers to Cangzhou VTS Center 20 minutes before leaving the dock, and it can only be carried out after approval.
When ships enter and leave the waterway, they should report to Cangzhou VTS Center in time.
Tugboats sailing in the harbor should report the operation plan to Cangzhou VTS Center in advance.
(4) Construction operation report
When carrying out underwater construction in Cangzhou waters, the construction unit shall submit a written application to Cangzhou Maritime Safety Administration within the prescribed time limit. It can only be carried out after the approval of Cangzhou Maritime Safety Administration and the issuance of navigation warning (notice).
Ships engaged in towing, construction, refueling, adding water, lightering, etc. You should apply to Cangzhou VTS Center 20 minutes before the operation and report the navigation plan, which can only be carried out after approval, and you should also report it in time after the operation.
Before and after construction, the construction ship shall report the name, operation content and scope of the construction ship to Cangzhou VTS Center in the form of VHF call to Cangzhou Traffic Control Center.
(5) Emergency report
When a ship happens or finds an emergency such as traffic accident, pollution accident, machine damage accident or casualties in the VTS waters of Cangzhou, it can call the police by using the special telephone for maritime search and rescue in Cangzhou 12395, or immediately call the Cangzhou Traffic Control Center with VHF to report the name, nationality, time, accident cause, passing or failure of the ship and other information required by the traffic control department.
(six) abnormal situation report
When a ship discovers channel variation, the navigation AIDS and navigation facilities are displaced, lost, damaged or disordered, or finds obstacles such as sunken ships, sunken objects, reefs, shoals and floating objects in Cangzhou VTS waters, it can call the police through Cangzhou unified alarm telephone 12395 or use VHF to report the name, time, place, abnormal situation and other information required by the traffic control department to Cangzhou VTS Center in time.
