(1) The provincial food and drug administration is responsible for the supervision and management of health food, and the provisions of laws and regulations shall prevail.
(2) Division of responsibilities of food safety supervision. The Provincial Health Department takes the lead in establishing a comprehensive food safety coordination mechanism, is responsible for comprehensive food safety supervision, and undertakes the responsibility of comprehensive food safety coordination and organizing the investigation and handling of major food safety accidents. The Provincial Department of Agriculture is responsible for the supervision of agricultural products production. The Provincial Bureau of Quality and Technical Supervision is responsible for the supervision of food quality and safety in food production and processing. The Provincial Administration for Industry and Commerce is responsible for the supervision of food circulation. The Provincial Food and Drug Administration is responsible for food safety supervision in catering services such as restaurants and canteens. All departments should work closely together to form a joint force and do a good job in food safety supervision.
(3) Division of responsibilities for the supervision and management of food production, circulation and catering services. The provincial food and drug administration is responsible for the supervision and management of food hygiene licenses in catering services such as restaurants and canteens. The Provincial Bureau of Quality and Technical Supervision is responsible for the supervision and management of food production license. The Provincial Administration for Industry and Commerce is responsible for the supervision and management of food circulation permit. No longer issue hygiene licenses for food production and circulation.
(4) The Provincial Food and Drug Administration and the Provincial Health Department shall timely promote the integration of food safety supervision institutions and teams.
(5) The management system, main responsibilities, staffing and leadership positions of the sub-bureaus directly under the Provincial Food and Drug Administration and the inspection sub-bureaus shall be stipulated separately.
(6) The establishment, responsibilities and establishment of affiliated institutions shall be stipulated separately.
