(two) Internet cafes business units must adopt the form of enterprise organization, with enterprise name, domicile, organization and articles of association;

(3) Having funds suitable for its business activities;

(4) Having business premises that are suitable for its business activities and meet the fire safety conditions stipulated by the state (the business premises must be legal non-residential premises located on the ground floor 1 to the third floor);

(five) no Internet cafes shall be set up within 200 meters around the campus of middle schools and primary schools and in residential buildings (hospitals);

Among them, there are computer security management leaders and information examiners trained by the public security department, and fire safety leaders and fire safety management personnel trained in fire safety;

(nine) the legal representative or principal responsible person of the unit whose network culture business license has been revoked shall not be the legal representative or principal responsible person of the Internet cafe business unit within 5 years from the date when the network culture business license has been revoked; If an unlicensed Internet service business unit is banned according to law, its principal responsible person shall not be the legal representative or principal responsible person of the Internet cafe business unit within 5 years from the date of being banned;

(ten) in line with the requirements of the Ministry of Culture and the Guangdong Provincial Department of Culture on the total number and layout of Internet cafes;

(eleven) the establishment of Shenzhen Internet cafe chain enterprises (headquarters) should also meet the following conditions:

1. A company with independent legal personality;

Established Internet cafe chain enterprises (including national, provincial and Shenzhen Internet cafe chain enterprises) set up direct stores: it is accepted and decided by the district cultural bureau where the proposed Internet cafe business premises are located.

Newly established Shenzhen Internet cafe chain enterprise (headquarters): accepted and decided by the district cultural bureau where the headquarters is to be established.

At the same time, if the newly established Shenzhen Internet cafe chain enterprise (headquarters) and the direct store are in the same district, it shall be accepted and decided by the district cultural bureau where the proposed headquarters and direct store are located.

Four, Internet cafe registration application and approval procedures:

Submit the application materials to the office window of the district cultural department where the Internet cafe business place is to be established within the specified time. When examining and approving Internet cafe chain enterprises, the district cultural department implements pre-trial procedures: the applicant submits application materials to the district cultural department, and the district cultural department conducts pre-selection review of its application materials in advance, and conducts on-site inspection, publicity and other procedures. If it is found that it does not meet the application conditions or provides false materials, the district cultural bureau that accepts the application materials will issue a reply to the applicant and inform him of the mistakes in the application materials. The applicant can re-prepare the application materials and submit them at the office window of the Cultural Department of the district where the business premises are located.

(5) On-site inspection:

If the application materials meet the application conditions after examination, the cultural department shall send personnel to conduct on-site inspection on whether the business premises to be established meet the prescribed application conditions, and the applicant shall actively cooperate and make inspection preparations in advance. After the on-site inspection, if the business premises meet the application requirements, enter the next procedure. The district cultural department shall review the accepted certification application materials, issue the Network Culture Business License if it meets the requirements, and issue a decision of disapproval if it does not meet the requirements.

(10) Registration:
