Fifth people's governments at all levels shall supervise the administrative law enforcement activities of their departments, people's governments at lower levels and people's governments at higher levels.
The people's governments at or above the county level shall, in accordance with the law, supervise the administrative law enforcement actions of administrative law enforcement departments established within their respective administrative areas that do not belong to the people's governments at the corresponding levels. Article 6 The supervision of administrative law enforcement shall adhere to the principles of having laws to follow, enforcing the law strictly, prosecuting offenders, unifying the legal system, and being open and fair. The people's governments at or above the county level shall report to the Standing Committee of the people's congress at the corresponding level on the supervision of administrative law enforcement in their respective regions every year. (nine) to supervise the administrative law enforcement departments to implement the system of openness of administrative law enforcement, record the whole process of law enforcement and review the legality of major law enforcement decisions;
(ten) to handle and guide administrative reconsideration, administrative litigation and administrative compensation;
(eleven) to coordinate disputes between administrative law enforcement departments in administrative law enforcement activities;
(twelve) to organize, guide and participate in administrative law enforcement inspection;
(thirteen) to accept reports and complaints from administrative counterparts;
(fourteen) to correct illegal and improper administrative acts;
(fifteen) other administrative law enforcement supervision matters that should be handled according to law. Eleventh the implementation of normative documents filing and examination system and major administrative punishment filing system, the specific measures in accordance with the relevant provisions of the people's Government of the autonomous region. Twelfth the implementation of administrative law enforcement responsibility system.
The people's governments at or above the county level shall promptly organize administrative law enforcement departments to sort out the basis of law enforcement, decompose law enforcement responsibilities according to the allocation of law enforcement posts in their own departments, determine law enforcement responsibilities, and standardize law enforcement procedures.
The administrative law enforcement department shall publicize the subject, basis, responsibilities, positions, procedures, supervision and reporting methods of administrative law enforcement after combing and confirming.
The people's governments at or above the county level shall openly, fairly and impartially evaluate the administrative law enforcement and listen to public opinions. Evaluation should be included in the evaluation index system of the government at the same level. The evaluation results should be made public.
The specific measures for implementing the responsibility system for administrative law enforcement shall be formulated separately by the people's government of the autonomous region. Thirteenth the implementation of administrative law enforcement subject qualification legality review system.
Administrative law enforcement shall be implemented by administrative law enforcement departments within the scope of statutory functions and powers.
The administrative law enforcement department shall report its law enforcement basis, functions, organizational plans and other related materials to the judicial administrative department of the people's government at the corresponding level for examination and approval, and make an announcement after confirmation by the people's government at the corresponding level.
Where the administrative law enforcement department entrusts administrative law enforcement, it shall comply with the provisions of laws, regulations and rules, and report to the judicial administrative department of the people's government at the corresponding level for the record.
