(5) There shall be no less than 5 persons with professional technical titles such as environmental protection, chemical engineering, biology and machinery. Among them, there are no less than 1 person with professional and technical titles at deputy senior level or above, and the technical director has professional and technical titles at intermediate level or above and has more than 5 years of garbage disposal experience;
(six) the installation and use of online video monitoring equipment and networking with the competent authorities;

"Measures for the Administration of Kitchen Wastes in Shenzhen" Article 12 The municipal government determines franchised enterprises through fair competition such as bidding, bidding, auction and hanging, and the municipal competent department issues licenses for the collection, transportation and disposal of kitchen wastes. The administrative license period of the municipal competent department for the collection, transportation and disposal of kitchen waste is 10 working days from the date of acceptance.
The municipal government shall sign a franchise agreement for the collection, transportation and treatment of kitchen waste with a franchise enterprise, and the agreement shall specify the scope of collection and transportation, service standards, conditions and procedures for revoking the right to operate, etc.
