Xianyang releases 20 measures to stabilize economy

In order to y implement the decision and deployment of China and provinces to stabilize the economy and ensure the economic operation in a reasonable range, the following policies and measures have been formulated based on the actual development of Xianyang:

◆Accelerating the release of industrial capacity

1. Encouraging the enterprises to reach full capacity and reach efficiency. The industrial enterprises with large contribution in the first half of the year will be given a one-time financial support of 5-500,000 yuan according to the scale and growth rate.

2. Increase relief and assistance. For industrial enterprises with cumulative reductions in production from January to May and positive growth in the second quarter, a one-time financial support of 50,000-500,000 yuan will be given according to the size and growth rate.

4. Extend the phased unemployment and industrial injury rate reduction policy. Since July 1 this year, again extend the phased reduction of unemployment insurance premiums, industrial injury insurance premium rate policy for one year, the policy implementation period until June 30, 2023.

5. Implementing the policy of deferring the payment of social security premiums in phases. Enterprises facing temporary production and operation difficulties and unable to pay social insurance premiums in full may apply for a deferral of payment of industrial injury insurance premiums and unemployment insurance premiums for a period of no more than six months; insured enterprises in the catering, retail, and tourism industries are included in the scope of key support and may be allowed to defer payment for a period of no more than one year. The policy of deferring the payment of pension insurance premiums, unemployment insurance premiums, and work-related injury insurance premiums for a period of time is being implemented for five special hardship industries, including catering, retail, tourism, civil aviation, and road and rail transportation. Individual industrial and commercial households and various types of flexibly employed persons who participate in basic pension insurance for enterprise employees in their personal capacity and have difficulties in paying pension insurance premiums in 2022 may voluntarily apply for a deferral of contributions until the end of 2023 to make up for them.

◆Expanding effective investment at full steam

6. Speeding up project construction. Strictly implement the "Xianyang City to promote the steady and healthy development of the real estate industry a number of measures" to promote the real estate industry virtuous cycle.

7. Planning ahead to start a number of infrastructure projects. The conditions are basically mature backbone flood control and disaster mitigation, strengthening of reservoirs at risk, irrigation construction and renovation, comprehensive three-dimensional transportation, rural roads and other infrastructure projects, ahead of this year to start construction. A number of 5G base stations, industrial Internet and other new infrastructure projects will be implemented ahead of schedule. 10. Increase support for new industrial projects. For new industrial projects of over 100 million yuan in June, July and August this year, 200,000 yuan, 300,000 yuan and 500,000 yuan of one-time support funds will be given according to the scale of investment respectively.

◆Fully stimulate the consumption potential

11. Issue shopping consumption coupons. The municipal finance and the counties and municipal districts will issue 30 million yuan of comprehensive consumption vouchers and special consumption vouchers at a burden of 1:1. Comprehensive consumption vouchers are used for above-limit trade wholesale and retail enterprises, accommodation and catering enterprises and cultural and tourism scenic spots, etc. Specialized consumption vouchers are used for the purchase of household appliances and passenger cars in above-limit home appliance sales enterprises and automobile sales enterprises.

12. Actively develop the night-time economy. Developing fixed places, improving basic conditions, allowing catering enterprises and small and micro merchants to carry out outdoor business, and cultivating more nighttime consumption markets.

◆Strengthening financial support

13. Reducing and exempting housing rent. For small and micro enterprises in the service industry and individual businessmen renting business premises with state-owned assets, the rent reduction and exemption will be extended until the end of June, and those with special difficulties can extend the period appropriately.

14. Increase financial credit support. For 2022 small and medium-sized micro-enterprise financing loan growth rate of incremental ranking of the top ten banking institutions in the city, to give each 300,000 yuan reward. Encourage financial institutions to implement the deferred debt service, the implementation of the deferred debt service in 2022 the total size of the top ten banking institutions in the municipal area, to give each 200,000 yuan reward. 15. Expand the scale of financing. Governmental financial guarantee companies provide loan guarantees for small and medium-sized enterprises, charging half of the policy guarantee fee; exempting guarantee fees for loans to support agriculture and small businesses. Accelerate the market-oriented reform of financing platforms, rapidly enhance the market-oriented investment and financing capacity of financing platforms, and give 500,000 yuan of support funds to platform companies that double the scale of market-oriented financing compared to 2021.

16. Accelerate the progress of financial expenditure. Strengthen the financial budget implementation management, comprehensively accelerate the municipal general financial public **** budget implementation progress, integrated use of various types of income and special funds, adjust and optimize the expenditure structure, in principle, before the end of June, the financial budget expenditure progress to reach more than 60%. 17. Enterprises will be supported to expand jobs and promote employment. 18. Continuously expanding the scale of employment. ◆Continuously optimize government services

19. Simplify project approval. For government investment projects with single construction content, small investment scale and simple technical program, the feasibility study report of the project will be approved directly; for major industrial projects, the "tolerance acceptance + informative commitment system" will be implemented for approval.

20. Increase nucleic acid testing subsidies.
