Since the beginning of this year, our bureau has earnestly studied the "Theory of Three Represents" theory, guided by Scientific Outlook on Development, firmly established Scientific Outlook on Development and a correct view of political achievements, constantly strengthened team building and the building of a clean and honest party style, carefully analyzed the problems existing in the evaluation of political style last year, and formulated rectification measures. In accordance with the requirements of the district party committee and the district government, establish and improve the responsibility system for building a clean and honest government. According to the division of responsibilities, the leading group should pay attention to the first level, and do a good job in building a clean and honest party style while doing all kinds of business work. Hold a meeting on building a clean government and sign a target responsibility letter.
Two, actively promote the third round of environmental protection "three-year action plan"
Actively play the role of the District Promotion Office, complete the summary of the 2006 three-year action plan and the task decomposition of this three-year action plan, do a good job in organization and coordination, supervision and inspection, statistical analysis, information feedback and publicity, summary and reporting, and coordinate and promote the completion of the objectives and tasks of the third three-year action plan. Prepare the promotion meeting of the three-year action plan, summarize the completion of the objectives of the three-year action plan in 2006, and decompose and deploy the work in 2007. Among the five control projects issued by the municipal government, the review of dust pollution control areas and the full financial allocation of administrative institutions have been completed to eliminate vehicles in use below the "National One" standard; District-level environmental protection key supervision enterprise supervision work, through strengthening daily management, to ensure stable discharge standards; On-site law enforcement capacity building and environmental pollution accident emergency monitoring capacity building, pollution source monitoring and environmental quality monitoring, and environmental management information system construction have also been continuously promoted. In addition, 34 specific tasks of 22 items in 6 categories issued by the district government have also been comprehensively promoted and made good progress.
Third, consolidate and improve all achievements.
(1) The dust pollution control area has passed the re-inspection. This year, our district is facing large-scale demolition of houses, rail transit stations and other urban construction, and the dust pollution control work is arduous. In order to achieve the goal of dust control in the three-year action plan and further reduce the amount of dust, our bureau has formulated a long-term management mechanism for dust pollution control, further strengthened the publicity of dust pollution control, provided relevant technical service guidance, strictly supervised the dust pollution control in new and old construction sites, organized and coordinated relevant functional departments to carry out law enforcement inspections, urged the implementation of various dust control measures, completed the preparation of relevant acceptance materials, and carefully prepared for the re-inspection of dust pollution control areas, and on 201kl. In 2007, the monthly average regional dustfall in our region was 1000 tons/km2, which was 10.5% lower than last year. The excellent rate of air environmental quality index is 100%.
(2) Zero emission of sulfur dioxide. Strengthen the daily supervision of heavy oil combustion units to meet the discharge standards, and strictly use low-sulfur heavy oil to ensure stable discharge standards. Carry out the propaganda of clean energy substitution in heavy oil burning units, consolidate the achievements of coal-free areas, and complete the responsibility target of zero emission of sulfur dioxide issued by the municipal government in the "Eleventh Five-Year Plan".
(3) Consolidate the areas where environmental noise reaches the standard, and the rate of environmental noise reaching the standard reaches 100%. Complete the optimization of environmental noise and traffic noise monitoring points in functional areas, and do a good job in noise monitoring and noise pollution control. This year, the average regional environmental noise in our region is Class II daytime db(a), Class III daytime db(a) and nighttime db(a), all of which are lower than the corresponding standards.
(4) Consolidate the achievements of Huaihai Middle Road Environmental Protection Model Commercial Street. Consolidate a healthy street in Huaihai Middle Road in combination with district health, and do a good job in consolidating the environmental protection model commercial street in Huaihai Middle Road. Further promote the establishment of green units, find the combination point with merchants' environmental protection work, organize green units to carry out green marketing activities, and enrich the connotation of environmental protection model commercial streets.
Fourth, strengthen the supervision of polluting enterprises.

Complete the professional report of environmental statistics in 2006, the annual report of industrial enterprises and the quarterly report in 2007. Consolidate the achievements of "one control and two standards", further coordinate and promote the work of closing, stopping, merging, transferring and relocating industrial enterprises, strengthen communication and supervision with economic and trade departments for the existing nine industrial enterprises and industrial buildings in 13 cities, and effectively grasp the latest development trends. Yongsheng Metal has relocated this year and completed the assessment target of the three-year action plan.
(two) to strengthen the environmental management of solid waste, the implementation of hazardous waste management requirements.
Strengthen the management of hazardous waste, carry out the pilot work of industrial hazardous waste declaration and registration, and conduct special investigations on the sources of industrial hazardous waste in key industries. Through the pilot work and investigation, the source status of industrial hazardous waste in key industries in this region has been mastered, which has accumulated experience for comprehensively carrying out the declaration and registration of industrial hazardous waste, laid a foundation for strengthening the supervision and management of industrial hazardous waste sources, and promoted industrial enterprises to strengthen their awareness of hazardous waste management, and implemented various systems such as hazardous waste declaration and registration, joint transfer documents and business licenses to prevent illegal transfer of hazardous waste from the source.
In terms of environmental management of medical wastes, the Regulations of Shanghai Municipality on Prevention and Control of Environmental Pollution of Medical Wastes Disposal shall be implemented, and the prevention and control of environmental pollution in the collection, transportation, storage, disposal and related activities of medical wastes within the jurisdiction shall be supervised and managed according to the specific requirements of the Municipal Environmental Protection Bureau on strengthening supervision of medical wastes. In March, we started the special declaration and supervision work, coordinated with the district health bureau for many times, clarified the responsibilities, and found out the family supplements and omissions, ensuring the full coverage of this special work. In addition, a training course for the heads of 66 medical and health institutions in the whole region was jointly held with the Health Bureau, and the Notice on Implementing the Provisions on Prevention and Control of Environmental Pollution Caused by Medical Waste Disposal in Shanghai and the Self-inspection Form on the Implementation of Medical Waste Management Laws and Regulations by Medical and Health Institutions were issued, requiring all medical and health institutions to carry out self-examination and self-correction, establish and improve the internal management system of medical and health institutions, and standardize the classified collection of medical wastes. At the same time, contact with the District Economic Commission and the District Appearance Bureau to clarify the list of waste materials recycling enterprises in our district at present, notify the public at home, sign a letter of commitment, and put an end to profiteering from disposable medical waste. Through this self-examination, self-correction and declaration, five first-class medical and health institutions, seven second-class medical and health institutions and four third-class medical and health institutions (two of which are outpatient departments) among the 66 medical and health institutions in our district have all signed the Commitment Letter on Medical Waste Management of Medical and Health Institutions, and the generated medical wastes are handed over to qualified units for recycling and disposal.
Strengthen the environmental management of exemption declaration of new chemical substances, carry out supervision and management according to the requirements of the State Environmental Protection Administration and the Municipal Environmental Protection Bureau, and control the occurrence of related pollution incidents.
(three) to carry out environmental safety inspection, and constantly establish and improve the environmental pollution emergency plan.
In order to implement the requirements of the higher authorities on the investigation of potential environmental safety hazards, our bureau, together with the district safety supervision bureau, the district quality inspection station and other departments, has carried out a number of special environmental safety inspection actions, carefully studied and formulated environmental pollution disposal countermeasures, and continuously improved the daily monitoring ability and emergency disposal level in accordance with the requirements of the Emergency Disposal Plan for Environmental Pollution Accidents of Luwan District Environmental Monitoring Detachment.
On the eve of the Spring Festival, restaurants and entertainment units in Xintiandi, Huaihai Middle Road, Dapuqiao and other areas carried out special spot checks on environmental protection and safety, and * * * inspected 22 units of various types. After inspection, all units were ordered to immediately correct environmental hazards and ensure environmental safety during the Spring Festival.
In the early stage of "May 1 ST", in conjunction with the District Safety Supervision Bureau and the District Quality Inspection Bureau, special supervision was carried out on chemical storage cylinders in Luwan District. 48 chemical cylinder storage units in Luwan District were inspected. During the inspection, it was found that most units were able to properly store and dispose of chemical cylinders according to the requirements of relevant departments, and formulated corresponding emergency plans for environmental pollution accidents. However, some units found that the electronic label of gas cylinders fell off and the steel seal was blurred. For these problems, the relevant functional departments have issued a request for rectification.
In mid-May, in conjunction with the District Economic and Trade Commission, a comprehensive inspection was conducted on the production sewage discharge and the utilization of idle factories in the 1 1 "one control and two standards" polluting units in this district. According to the inspection, among the 1 1 units, except for three units such as Jiangnan Shipyard, which are still in normal production, four units have been dismantled and four units have been discontinued. Through comprehensive inspection, we have a further understanding of the pollution discharge situation of the units that meet the standards of one control and two standards within the jurisdiction, laying a foundation for strengthening daily management in the future. At the same time, while strictly controlling pollution emissions, we have also strengthened the inspection of idle factories that have stopped production to prevent pollution hazards.
(4) Carefully organize and arrange "Green Nursing Examination"
According to the arrangement of the superior, from the end of May to the middle of June, a "green inspection" was carried out to strengthen noise pollution control and supervision and management. Strictly implement the spirit of the notice of the municipal government, and require all construction units to arrange the construction period reasonably and take various noise reduction measures. Urban management departments in the same district jointly enforce the law at night on construction sites and major entertainment places. * * * Inspected 20 construction sites, and ordered the units with certain pollution hidden dangers to rectify in time, thus ensuring a good rest environment for candidates at night. Before the exam, the education bureau of the same district contacted the schools in the examination room to find out the possible pollution hazards within the range of 100 meters around the test sites of senior three and senior high school entrance examination. During the examination, two invigilators will be arranged in each examination room to guard the examination on the spot, handle emergencies near the examination room in time, and successfully complete the "green guard examination".
(five) to carry out music noise control in entertainment places in the whole region.
In order to ensure the management of entertainment places in the whole region, our bureau actively coordinates relevant departments, strengthens the publicity and education of bar owners, instills the law-abiding business philosophy, and urges them to implement rectification. In order to ensure the effect of supervision and rectification, we insisted on surprise inspection at night and conducted surprise inspection and monitoring on more than 20 units with hidden dangers of noise pollution. Correct and persuade the noise found in the inspection in time, and order the unit that exceeds the standard to rectify and deal with it according to law. At the same time, combined with letters and complaints, the frequency and scope of surprise inspections have been continuously expanded, so that the objects of supervision have expanded from Maoming South Road and Sinan Road to the whole region.
(six) to carry out comprehensive environmental improvement of catering units.
On the basis of comprehensive renovation of catering service units in previous years, we will continue to carry out comprehensive renovation of catering units around the work requirements of the "Three-year Action Plan for Environmental Protection" in our district and in combination with environmental complaints. Further checked the list of catering units in the whole region, further sorted out the units that missed the net or did not meet the requirements during the rectification process last year, and took the lead in further promoting and rectifying the contradictory units involved in complaints and letters. The results of rectification have been consolidated, and such pollution problems and contradictions have been effectively alleviated.
Five, do a good job in the examination and approval management of construction projects, and provide services for the regional economy.
Conscientiously implement the Measures of Shanghai Municipality on Implementation, the Administrative Licensing Law, the Regulations of Shanghai Municipality on Environmental Protection, the Interim Measures for Public Participation in Environmental Impact Assessment and relevant laws and regulations on environmental protection, strictly implement the hierarchical management system of construction projects of the Municipal Environmental Protection Bureau, and do a good job in receiving materials, accepting projects and approving administrative licensing documents according to the classified management catalogue of construction projects and the detailed rules for the implementation of administrative licensing formulated by our bureau. In the examination and approval work, combined with the key work of the district government, actively provide services. Our bureau * * * accepted the application for administrative license (including the approval of environmental impact assessment documents, trial production approval and completion acceptance), and all of them were approved within the prescribed time limit.
Six, strengthen the daily environmental monitoring, to ensure the stable discharge of pollutants.
(1) Strengthening environmental law enforcement. In 2007, our bureau sent supervisors to check the number of people and monitor the number of households. Issue a notice to order correction. From the time when environmental violations (including excessive noise, violation of oil and gas emission regulations and violation of construction project management regulations) are investigated, the fine amount is RMB.
(2) The supervision of key pollution sources in the region has been effectively promoted. The monitoring frequency and intensity of 1 1 "one control and two standards" unit and six key air pollution control units are ensured, with the general units monitoring once every quarter and the key units monitoring once every month. At the same time, in conjunction with the district economic commission, conduct a comprehensive inspection of the "one control and two standards" polluting units in this district, understand the production status of each pollutant discharge unit, and grasp the pollution discharge information in time.
(three) conscientiously do a good job in environmental letters and visits. According to the requirements of the letter of responsibility for letters and visits of the district Committee and district government, we should conscientiously do a good job in mediation of letters and visits. In the process of mediation of letters and visits, the staff of letters and visits are required to establish a sense of overall situation and stability, patiently and meticulously solve problems for the masses, and make every effort to resolve the contradictions between difficult letters and visits to ensure stability. In 2007, * * * accepted all kinds of letters and visits from the people. Among them, the district government investigated 20 cases, sent 4 letters, 4 written opinions from NPC representatives, and 2 proposals and calls from CPPCC members. Handle complaints from the environmental hotline. The handling rate of letters and visits is 100%, and the satisfaction rate is over 95%.
(four) standardize the operation and collect sewage charges according to law. In the face of the collection of sewage charges in the central city under the new situation, our bureau actively takes various measures to ensure that the collection procedures are standardized. In accordance with the principles of timeliness, standardization and full amount, we will conscientiously do a good job in the collection of sewage charges. In 2007, the number of households charged for sewage charges was RMB yuan, including RMB yuan for noise charges and RMB yuan for nitrogen oxides and sulfur dioxide charges. Among them, the number of newly levied households is RMB.
(5) Strengthen the supervision of "three simultaneities" of construction projects and strictly control new pollution sources. * * * Supervise a construction project, making each project supervise/kloc-0 times or more, and * * * supervise the number of construction projects. (six) to do a good job of night construction approval and on-site management. With the arrival of a new round of urban construction climax, such as Expo site, rail transit construction and old city reconstruction, the pollution pressure of construction in our area is gradually increasing. * * * Number of days (times) for accepting and approving night construction application batches throughout the year. While doing a good job of strictly checking the examination and approval of construction sites at night, we also strengthened communication and coordination with the Construction Committee, urban management, real estate, streets and other departments, established an information platform for construction examination and approval and law enforcement with the urban management department, and strengthened the management and standardization of construction behavior on the site. Combined with the serious contradiction of noise pollution in construction in Luwan District, the investigation and research work of noise pollution contradiction in construction site was carried out. By visiting the neighborhood committees, we can grasp the contradictions in the construction site in time, focus on handling letters and visits with fierce contradictions, and report the information of letters and visits and emergencies in time to ensure the overall stability of Luwan District.
Seven, environmental monitoring tasks have been fully completed.
In order to meet the approval, supervision and evaluation of the national laboratory in June, the monitoring station increased the professional training for its personnel. * * * 9 times, 5 comrades participated in the "Red May Atmospheric Environmental Monitoring Skills Competition" organized by the Municipal Environmental Monitoring Center. Strengthen cooperation with relevant municipal departments to complete surface water monitoring in the Yangtze River estuary and Hangzhou Bay. Participated in the "three simultaneities" completion acceptance and social entrusted monitoring of the city 166 key pollution sources, including waste gas, boilers and municipal level.
Eight, environmental publicity has achieved results.
World Environment Day Square cultural publicity activities were launched during the Sixth Five-Year Plan period.
