I. Encourage and guide college graduates to urban and rural grass-roots employment. Encourage college graduates to actively participate in the construction of new socialist countryside, urban community building and conscription. Around the grass-roots level for the masses of social management, public **** services, production services, life services, relief services and other areas, vigorously develop suitable for employment of college graduates of grass-roots social management and public **** services positions, and guide college graduates to the grass-roots level of employment. For college graduates who go to the grassroots level in rural areas and urban communities to engage in social management and public ****service work, and who meet the conditions for employment in public welfare posts and are employed in public welfare posts, they are given social insurance subsidies and subsidies for public welfare posts in accordance with the provisions of the current national policy on promoting employment, with the funds required to be expended from the special funds for employment; and for employment in other social management and public ****service posts in the grassroots level in rural areas and urban communities, they are given salary or subsistence subsidies, with the funds required to be expensed from special funds for employment. For those who work at the grassroots level in rural areas and other social management and public ****service positions in urban communities, they will be given remuneration or living subsidies, with the required funds to be resolved in accordance with the existing channels, and will participate in the relevant social insurance according to the regulations. For college graduates who are employed in rural grass-roots units below the county level in the central and western regions and in difficult and remote areas, and who fulfill a certain period of service, as well as those who have been recruited to serve in the compulsory military service, the corresponding tuition fees and repayment of student loans will be implemented in accordance with the regulations. For college graduates with grass-roots work experience, in graduate school recruitment and selection and recruitment of institutions to implement priority, in the prefectural and municipal level and above the party and government organs to further expand the proportion of civil servants recruited and recruited.
Continuing to implement and improve special programs for grass-roots employment, and expanding the scope of the programs. The relevant departments will continue to strengthen the organization and leadership of the relevant projects, and the provincial people's governments will be responsible for making good use of the policy linkage between the various types of grassroots employment projects. Localities should also carry out local programs according to local conditions, and encourage and guide more college graduates to enroll in them. College graduates are encouraged to stay in their localities for employment after the programs are completed, and in the future, all vacant posts that correspond to attrition will be filled by college graduates who have completed their terms of service. College graduates participating in the program will be given living subsidies, with the required funds to be resolved in accordance with existing funding channels, and will also participate in the relevant social insurance in accordance with the regulations. Specialized projects related to the treatment of policy convergence by the Ministry of Human Resources and Social Security, the Ministry of Finance, the Ministry of Education, the Central Organization Department, the Central Committee of the **** Youth League and other relevant departments to study and develop.
II. Encourage college graduates to work in small and medium-sized enterprises and non-public enterprises. Various types of small and medium-sized enterprises and non-public enterprises is the main channel of employment of college graduates. To further clean up the systemic barriers and restrictions affecting the employment of college graduates, to provide them with file management, personnel agency, social insurance and the continuation of social security, title evaluation and rights and interests of the service, the formation of a favorable social environment for the employment of college graduates to enterprises. For enterprises recruiting graduates of general colleges and universities of non-local household registration above the specialty level, cities around the world should abolish the restrictions on settlement (municipalities directly under the central government should follow the relevant regulations). Enterprises recruiting qualified college graduates may enjoy relevant employment support policies in accordance with the regulations. Labor-intensive small enterprises to recruit registered unemployed college graduates and other urban registered unemployed to reach the prescribed ratio, can enjoy up to 2 million yuan of small guaranteed loan support in accordance with the provisions.
Three, encourage backbone enterprises and research project units to actively absorb and stabilize the employment of college graduates. Encourage large and medium-sized state-owned enterprises, especially innovative enterprises to create conditions for more absorption of technical expertise in the employment of college graduates. Give full play to the role of high-tech development zones, economic and technological development zones and high-tech enterprises in concentrating on absorbing the employment of college graduates and strengthening the cultivation, use and reserve of talents. Localities in the implementation of support for enterprises in difficulty to stabilize their workforce, to guide enterprises not to lay off or less layoffs, and more retention of technical backbone of college graduates, qualified enterprises in difficulty can be given within six months of social insurance subsidies or job subsidies within the year of 2009 in accordance with the provisions of the Unemployment Insurance Fund to pay for the difficult enterprises to carry out on-the-job training, in accordance with the provisions of the financial subsidies. Undertake national and local major scientific research projects to actively employ outstanding college graduates to participate in research, their labor costs and related social insurance premium subsidies in accordance with the provisions of the project funds from the specific measures to be developed by the science and technology, education, finance and other departments to study. College graduates to participate in the project research period, its account, archives can be stored in the project unit location or family location before enrollment in the talent exchange center. Four, encourage and support college graduates to start their own business. Encourage colleges and universities to actively carry out entrepreneurial education and practical activities. College graduates engaged in self-employment meet the conditions, exempt from administrative fees, the implementation of encouraging the employment of persons with disabilities, re-employment of the laid-off unemployed and the development of small and medium-sized enterprises, high-tech enterprises, such as the current tax incentives and entrepreneurial business premises arrangements and other supportive policies. College graduates who are registered as unemployed in local public **** employment service agencies and who are starting their own businesses may apply for a micro-guaranteed loan of no more than 50,000 yuan if their self-financing is insufficient; the size of the loan may be appropriately expanded in accordance with the regulations for partnerships and organized employment; and those engaged in micro-profit projects stipulated by the local government may enjoy subsidized interest rate support in accordance with the regulations. College graduates who wish to start their own businesses will be given vocational training subsidies in accordance with the regulations if they participate in entrepreneurial training. Strengthen the entrepreneurship guidance services for college graduates, providing policy advice, project development, entrepreneurship training, business incubation, microfinance, business guidance, tracking and counseling "one-stop" services. Each region should build and improve a number of small investment, quick results in college students' business parks and business incubation bases, and give relevant policy support. Encourage and support college graduates through a variety of forms of flexible employment, and to protect their legitimate rights and interests, in line with the provisions of the social insurance subsidy policy.
V. Strengthening employment services and employment guidance for college graduates. Give full play to the role of the human resources market allocation of resources, strengthen the function of public **** employment services. Human resources and social security, education and other departments and colleges and universities to strengthen collaboration, take network recruitment, special recruitment, supply and demand fairs and employers on campus and other ways to vigorously carry out employment services for college graduates in a series of activities for fresh graduates of colleges and universities to provide more, faster and better free employment information and all kinds of employment services. Colleges and universities should strengthen employment guidance for college students, and offer employment guidance classes as mandatory courses, focusing on helping graduates understand employment policies, improve job-seeking skills, and adjust employment expectations. Colleges and universities are strengthening the construction of employment guidance service organizations, and are implementing personnel, space and funding. It has also strengthened the management of the human resources market, cracked down on illegal and irregular behaviors, strengthened the safety and security of recruitment activities, and safeguarded the employment rights and interests of college graduates.
VI. Enhancing the Employability of College Graduates. Vigorous efforts are being made to organize internships and practices for the purpose of promoting employment, and to ensure that college graduates are able to participate in internship and practice activities before leaving school. To improve the system of apprenticeship for unemployed college graduates, encourage apprenticeship units to give priority to employing apprentice college graduates. During the internship period, basic living allowances are provided by the internship units and local governments. A number of employers with a strong sense of social responsibility and standardized management have been expanded to serve as internship bases for college graduates. Starting in 2009, one million unemployed college graduates will be organized to participate in internships over a three-year period. Skills training for students of higher vocational colleges and universities is being strengthened, and a "dual-certificate" system of graduation certificates and vocational qualification certificates is being implemented; efforts are being made to ensure that eligible fresh graduates of relevant specialties obtain the appropriate vocational qualification certificates through vocational skills appraisal. The human resources and social security departments provide specialized or other forms of vocational skills appraisal services according to the needs of college and university graduates, with the active cooperation of education departments and colleges and universities. College graduates who meet the conditions of employment difficulties, according to the provisions of the appraisal subsidies.
Seven, strengthen the employment assistance to college graduates in difficulty. For college graduates from difficult families, colleges and universities can give appropriate job search subsidies according to the actual situation. Organs at all levels to recruit civil servants, institutions recruiting staff, exempted graduates from difficult families from the application fee and medical examination fees. For college graduates who have not been employed after leaving school and returning to their places of origin, public **** employment service agencies around the world should get to the bottom of the situation, provide free policy advice, vocational guidance, job referrals, and personnel file trusteeship and other services, and organize them to participate in employment apprenticeships, vocational skills training, and other activities to promote employment. For college graduates who are registered as unemployed, localities are required to include them in the local support policy system for the unemployed. For graduates of colleges and universities with employment difficulties and those from zero-employment families, they will implement one-to-one vocational guidance, key recommendations to employers, placement in public welfare posts and other support measures, and implement employment assistance policies such as social insurance subsidies and public welfare post subsidies according to regulations.
VIII, strengthen leadership, clear responsibility. All localities should strengthen the organization and leadership of the employment of college graduates, the employment of college graduates into the overall planning of local employment, co-ordination, determination of the objectives and tasks, the implementation of the target responsibility system, to strengthen the work of assessment and supervision. All relevant departments should effectively perform their functions and implement their work responsibilities. Human resources and social security departments at all levels shall take the lead in formulating and implementing employment policies for college graduates, and shall do a good job in employment guidance and employment services for college graduates after they leave school. Education departments shall guide colleges and universities to vigorously strengthen employment guidance and services for current students, and continue to deepen higher education reform. The financial departments shall, in accordance with the employment situation and actual needs of college graduates, co-ordinate the arrangement of funds for promoting the employment of college graduates. Other relevant departments shall conscientiously fulfill their responsibilities, strengthen coordination and cooperation, and **** together to promote the work. We should vigorously carry out publicity on the employment of college graduates, guide college graduates to establish a correct view of employment and success, and form a good public opinion environment for the whole society to **** with the promotion of multi-channel employment of college graduates. Localities should, in accordance with the requirements of this notice, combined with local realities, formulate practical and effective policies and measures, and work creatively to promote the employment of college graduates by all means.
