State organs, institutions, social organizations, public places management units and state-owned enterprises should implement green office, give priority to purchasing and using office supplies that can be recycled and reused, promote paperless office, and reduce the use of disposable office supplies.

"Who generates and who pays" In view of the public's concern about whether to charge for garbage disposal, the Regulations have also made it clear, set up a garbage disposal fee system, and pointed out that units and individuals should pay the domestic garbage disposal fee according to the principle of "who generates and who pays" and according to the fee standards determined by the municipal, county (city) governments with districts. Where conditions permit, a domestic waste charging system with metering and classified pricing can be gradually established.
