Chapter I Organization and Scope of Responsibilities
Article 1. The Ministry of Railways has a dispatching office, the railway bureau (group company, the same below) has a general dispatching room, the railway sub-bureau (head office, the same below) has a dispatching office, and the technical station has a dispatching room. The Ministry of Railways, Railway Bureau, Railway Sub-bureau and Technical Station Dispatcher represent the Minister of Railways, the Director of Railways, the Director of Railway Sub-bureau and the stationmaster respectively, and are in charge of the daily transportation organization and command of railways, railway bureaus, railway sub-bureaus and stations nationwide according to the principles of hierarchical management, responsibility step by step and unified command.
Article 2 The Ministry of Railways shall have a director on duty and a dispatcher; The Railway Bureau shall have a duty officer, chief dispatcher and dispatcher; The railway sub-bureau has a duty officer, chief dispatcher and dispatcher; The technical station shall be provided with the stationmaster on duty and the station dispatcher (the marshalling station with the dispatching room shall be provided with the room director and deputy director). The duty director of the Ministry of Railways, the duty director of the railway bureau, the duty director of the railway sub-bureau and the stationmaster of the station lead the first class work respectively. In organizing daily transportation work, lower-level dispatching must obey the command of higher-level dispatching; The dispatching of various types of work and relevant personnel of the Ministry of Railways, Railway Bureau and Railway Sub-bureau shall be organized and commanded by the director on duty and the director on duty respectively. The station and each unit shall be under the unified command of the sub-bureau dispatcher in completing the work tasks of the class; The technical station is under the unified command of the stationmaster on duty and the station dispatcher during the completion of the planned tasks.

Article 4 The main responsibilities of the dispatching of the Ministry of Railways are as follows: 1. Supervise and inspect the railway bureaus to compile cars according to the train formation plan, drive according to the train operation diagram, and organize transportation according to the transportation plan, supervise and organize the railway bureaus to complete the handover task of trains and vehicles at the inter-bureau boundary station in a balanced manner according to the batch plan, deal with the problems in the inter-bureau boundary station in time, and organize the smooth flow of the inter-bureau boundary of the whole railway. 3. Formulate and issue the outline plan and daily (shift) plan of freight and train work of all railway bureaus, and urge and inspect all railway bureaus to complete the loading and unloading tasks in a balanced way according to the daily (shift) plan. 4. When accidents and disasters interrupt driving, they should report to the superior leaders and relevant departments in accordance with the provisions of the Rules for Handling Railway Traffic Accidents, timely change the operation route of relevant trains and the operation methods of locomotives, and mobilize cross-bureau rescue trains at the request of the Railway Bureau. 11. Maintain the discipline of dispatching, check the implementation of dispatching orders and rules and regulations of the Ministry of Railways by the railway bureaus, and informed criticism the adverse consequences caused by violation of orders and regulations and put forward handling opinions. 11. Be responsible for the analysis of the completion of daily transportation work and the safety situation of railway dispatching, pay special attention to the typical ones, and summarize and popularize the advanced experience of dispatching work in time. 12. To be responsible for guiding the education, training and technical foundation work of railway dispatching technology, actively adopting and popularizing advanced equipment and technology, promoting the modernization of dispatching command, and constantly improving the transportation organization and command level of dispatching personnel.
Article 5 The main responsibilities of railway administration dispatching are: 1. To be responsible for organizing the freight flow and car flow within the railway administration, balancing the number of trucks in each railway sub-bureau, organizing each sub-bureau to complete the car flow adjustment plan issued by the Ministry of Railways, using locomotives and rolling stock economically and reasonably, making full use of the capacity and transportation equipment, compiling the daily transportation plan of the railway administration and organizing each railway sub-bureau to complete it. 2. Supervise and inspect the railway sub-bureaus to compile cars according to the train formation plan, run cars according to the train operation diagram, organize transportation according to the transportation plan, organize the railway sub-bureaus to hand over trains and vehicles in a balanced way according to the plan approved by the Ministry of Railways and the Railway Bureau, keep the locomotives and trains at the boundary stations closely connected, and solve and deal with the problems in the boundary stations between railway bureaus and railway sub-bureaus in time. 3. According to the daily plan approved by the Ministry of Railways, master the loading of the destination and the restricted port, and organize the railway sub-bureaus to complete the loading and unloading tasks according to the daily plan. 4 master the main users, ports and main stations of the Railway Bureau, and do a good job in cooperation with the units outside the road. 5. Collect the dispatching report of each railway sub-bureau on time, check the implementation of daily (shift) plans of each railway sub-bureau and the operation of trains and locomotives, prevent and deal with problems in daily transportation, and report the relevant information to the Ministry of Railways in a timely manner. 7. Conscientiously implement the management system of spare trucks of the Ministry, check and master the spare trucks within the railway administration and the spare trucks at ports and frontier stations. 8. Grasp the passenger flow within the railway administration and the operation of passenger trains across railway sub-bureaus, organize sub-bureaus to transport passengers in a planned and balanced way, handle the opening and stopping of passenger trains within the administration, circuitous transportation, bus suspension and allocation, and be responsible for arranging the driving construction scheme that affects the boundary between bureaus and sub-bureaus. 9. Be responsible for the adjustment of special trucks within the railway administration, the return of military spare parts, the use, standby and lifting of tarpaulins. 11. Check and report the safety punctuality of railway sub-bureaus, collect accident profiles and natural disasters in time, and report to the dispatching, superior leaders and relevant departments of the Ministry of Railways in accordance with the Rules for Handling Railway Traffic Accidents, and take measures to quickly resume traffic. When necessary, mobilize the rescue trains across railway sub-bureaus or make a request to the dispatching of the Ministry of Railways to mobilize the rescue trains across railway bureaus. 11. Be responsible for the education, training and technical foundation of dispatching technology of the Railway Bureau, actively adopt and popularize advanced equipment and technology, promote the modernization of dispatching and command, and continuously improve the transportation organization and command level of dispatching personnel.
Article 6 The main responsibilities of railway administration directly in charge of stations and depots are as follows: 1. To be responsible for the freight flow, car flow organization and car flow adjustment within the railway administration, to complete the car flow adjustment plan issued by the Ministry of Railways in a balanced manner by stages, to use locomotives and rolling stock economically and reasonably, to make full use of the capacity and transportation equipment, to timely and accurately grasp the current number of cars and their distribution, to prepare the daily transportation plan of the railway administration, and to organize stations and depots to complete it. 2. Organize stations to compile and distribute trains according to the train formation plan, train operation diagram and transportation plan, ensure that trains run on time according to the operation diagram, organize stations and sections to implement the daily (shift) plan, handle loading and unloading vehicles in the section, implement the construction plan, and handle temporary blockade or opening of sections and lines. 3. According to the plan approved by the Ministry of Railways, organize the balanced handover of trains at the boundary station, ensure the close connection between locomotives and trains, always keep close contact with neighboring bureaus (sub-bureaus), negotiate and solve problems in time, and ensure the smooth flow of the boundary station. 4. According to the daily loading plan approved by the Ministry of Railways and the loading requirements of the restricted port, examine and approve the daily loading and unloading plan of each station and section, and organize each station and section to complete the loading and unloading task according to the daily plan. 5. Be responsible for the education, training and safety basic work of dispatching technology of the Railway Bureau, actively adopt and popularize advanced equipment and technology, promote the modernization of dispatching command, and continuously improve the transportation organization and command level of dispatching personnel.
Article 7 The main responsibilities of railway sub-bureau dispatching are: 1. To be responsible for the freight flow, car flow organization and car flow adjustment within the railway sub-bureau, to complete the car flow adjustment plan issued by the Ministry of Railways and the Railway Bureau in a balanced manner by stages, to use rolling stock economically and reasonably, to make full use of the passing capacity and transportation equipment, to grasp the current number of cars and their distribution in time and accurately, to prepare the daily transportation plan of the sub-bureau, and to organize stations and sections to complete it. 2. Organize stations to compile and distribute trains according to the train formation plan, train operation diagram and transportation plan, ensure that trains run on time according to the operation diagram, check the implementation of the plans of stations and sections (classes), handle the loading and unloading of cars in the sections, implement the construction plan, and handle the temporary blockade or opening of sections and lines. 3. Article 8 The main responsibilities of station dispatching are: 1. Grasp the source of goods, cargo flow and vehicle flow, correctly compile and organize the station shift plan and phase plan according to the daily (shift) plan issued by the sub-bureau, ensure the compilation and dispatch of trains according to the train formation plan and train operation diagram, receive and dispatch trains continuously, and complete the tasks of shift plan and phase plan as planned. 2. Economically and reasonably use the technical equipment and capacity of the station, master the use of shunting machines, organize relevant departments and units to cooperate closely and act in concert, complete the task of grouping and disassembling trains according to the operation plan, technical operation process and time standard, improve the efficiency of shunting operation and accelerate the turnover of locomotives and vehicles. 3. Collect the forecast and accurate report of arrival trains in time, master the change of traffic flow, correctly calculate the existing cars and indicators, and report the traffic flow and station operation to the railway sub-bureau by stages. 4 to strengthen the organization of passenger transport, military transport, luggage and parcel trains, "five-set" trains, heavy-duty trains and key cargo trains. 5. Take the initiative to contact factories and mines, timely forecast the arrival of heavy vehicles and the delivery operation plan, master the cargo space and loading and unloading labor, complete the loading and unloading tasks in a balanced way as planned, organize the timely delivery of cargo operation vehicles, maintenance vehicles and special vehicles, and shorten the time to be taken and delivered. 6. Ensure safety in production. When an accident occurs at the station that affects traffic, it shall promptly report to the train dispatcher of the sub-bureau (Railway Bureau) and the stationmaster, and actively organize rescue to reduce the impact of the accident on traffic. 7. Maintain dispatching discipline, conscientiously implement dispatching orders, superior instructions and rules and regulations, and strive to improve transportation efficiency. 8. Draw technical operation charts correctly and timely, and use advanced equipment such as computers to organize and direct transportation production. 9. Seriously analyze and assess the fulfillment of the daily operation plan of the station and the completion of daily transportation and production, and report to the branch and station leaders in time.
