Article 2 The term "urban building fa? ade" as mentioned in these Regulations refers to the external fa? ade of urban buildings (structures) and other facilities. Article 3 These Regulations shall apply to the planning, construction, supervision and management of building facades within urban built-up areas. Article 4 The competent department of urban management of the municipal and district people's governments shall be responsible for the supervision and management of the fa? ade of urban buildings in accordance with the authority prescribed by the municipal government.

Article 5 Newly-built, expanded and rebuilt buildings (structures) shall maintain the urban style and reflect the urban characteristics, and their modeling, decoration and so on shall be in harmony with the surrounding environment.
existing buildings (structures) should be kept in good shape, clean and tidy, keep the shape and color when they were designed and built, and meet the requirements of street view. The damaged building (structure) facade should be renovated in time. Article 6 The municipal administrative department in charge of urban management shall, jointly with relevant departments, formulate the appearance standard of the facade of urban buildings in accordance with relevant urban planning and current national and provincial standards, and combine with the actual situation of this Municipality, and implement it after being approved by the Municipal People's Government.
the appearance standard of city building facades shall be announced to the public within 31 days after the approval of the Municipal People's Government. Article 7 The design, construction and decoration of the fa? ade of urban buildings shall conform to the appearance standards of the fa? ade of urban buildings. Eighth city building facade decoration should use safe, energy-saving and environmentally friendly materials and techniques, and shall not use architectural decoration, landscape lighting materials and construction techniques that are banned or eliminated by the state.

Ninth organizations to implement the transformation of the fa? ade of urban buildings in a district, the organization and implementation unit shall prepare the transformation plan.
the renovation plan shall be publicized for not less than ten days, and the public's opinions shall be solicited through discussion meetings, symposiums or other means.
the transformation plan shall be implemented after being approved by the municipal people's government. Tenth applications for the decoration of the facade of urban buildings shall be accepted by the competent department of urban management in a unified manner, and shall be handled jointly with relevant departments. The specific measures shall be formulated by the Municipal People's Government. Article 11 To apply for the decoration of the fa? ade of large and medium-sized or protected urban buildings that should be approved by the construction project planning according to law, the following materials shall be submitted to the urban and rural planning department:
(1) an application;
(2) the ownership certificate of the own house and a copy of the attached drawings, or the lease contract of the house and the written materials that the owner of the house agrees to decorate;
(3) color photos of far and near scenes of decorated buildings;
(4) decoration design scheme;
(5) the construction drawing design documents of the construction project that meet the national design specifications after examination;
(6) other materials as prescribed by laws and regulations. Twelfth approved decoration, the construction unit or individual shall set up a publicity board in a prominent position on the construction site. The publicity board shall indicate the approval authority, project name, construction period, construction unit, construction person in charge and supervision telephone number. The publicity period is from the date of construction to the date of completion. Thirteenth city building facade decoration, drainage, traffic, ventilation, lighting, safety and other adjacent relations, shall not harm the legitimate rights and interests of adjacent rights holders. Fourteenth outdoor advertising facilities such as advertisements, signs, signs, galleries, windows, electronic display screens and bulletin boards are set up by using the fa? ade of urban buildings, which shall conform to the appearance standards of the fa? ade of urban buildings. Fifteenth city building facade landscape lighting facilities shall conform to the special planning of city lighting. Sixteenth the installation of doors and windows fence, sunshade, air conditioner, solar facilities or closed balcony, etc., shall conform to the appearance standards of the city building facade. Article 17 The pipelines and cables of power, communication and cable TV attached to the fa? ade of urban buildings shall be standardized and orderly, and shall not be arbitrarily set up. Eighteenth attached to the facade of urban buildings, such as oil smoke outlets, sewage crossings, stoves and other sewage outlets, should meet the appearance standards of the facade of urban buildings. Nineteenth buildings (structures) and other facilities owners are responsible for the management of urban building facades. If the owners, users and managers agree on management responsibilities, such agreements shall prevail.
the person in charge of management shall carry out routine maintenance and safety inspection on the fa? ade of urban buildings and its attachments, and repair, clean, paint, replace or dismantle those that are damaged, shed, rusted, discolored and dirty in time. Twentieth in violation of the provisions of this Ordinance, one of the following circumstances, the competent department of city management shall be ordered to make corrections within a time limit and take remedial measures; Those who fail to make corrections or take remedial measures within the time limit shall be punished in accordance with the following provisions:
(1) If the external oil fume outlets, sewage crossings and furnace openings installed on the fa? ade of urban buildings do not meet the appearance standards of the fa? ade of urban buildings, they shall be fined between 211 yuan and 1,111 yuan;
(2) If the fa? ade and its attachments of urban buildings are damaged or fall off, and are not repaired, replaced or removed, a fine of more than 211 yuan and less than 1,111 yuan shall be imposed.
