Article 3 Urban drainage facilities refer to rainwater pipes, sewage pipes, rainwater and sewage confluence pipes, drainage channels, open ditches, ponds, drainage pumping stations, reservoirs and gates, various drainage manholes and their ancillary facilities. Including public drainage facilities and self-built drainage facilities. Public drainage facilities refer to municipal drainage facilities invested or built by the government for public use. Self-built drainage facilities refer to drainage facilities built by units or individuals themselves.

Urban sewage treatment facilities refer to sewage treatment plants, rainwater recycling facilities, sludge treatment and disposal facilities, supporting pipe network facilities and their ancillary facilities. Article 4 Drainage and sewage treatment in this Municipality shall follow the principles of respecting nature, overall planning, supporting construction, paying equal attention to construction and management, ensuring safety and comprehensive utilization. Fifth municipal construction department is responsible for the supervision and management of urban drainage and sewage treatment.

The competent construction departments of Shuangyang District and Jiutai District are responsible for the supervision and management of urban drainage and sewage treatment within their respective administrative areas.

Planning and natural resources, ecological environment, development and reform, water affairs, finance, housing security and housing management, urban management and other relevant departments shall, in accordance with their respective responsibilities, do a good job in the supervision and management of urban drainage and sewage treatment according to law. Any unit or individual has the right to discourage and report the damage or destruction of urban drainage and sewage treatment facilities. Chapter II Planning and Construction Article 10 The municipal construction administrative department shall, jointly with the relevant departments of municipal planning, natural resources, ecological environment, water affairs, housing security and housing management, formulate the urban drainage and sewage treatment plan of this Municipality according to the overall urban planning, organize the implementation after the approval of the Municipal People's Government, and report it to the provincial administrative department of housing and urban and rural construction for the record. Urban drainage and sewage treatment planning should include the prevention and control of urban waterlogging.

The competent construction departments of Shuangyang District and Jiutai District shall be responsible for the preparation of drainage and sewage treatment plans within their respective administrative areas, which shall be incorporated into the urban drainage and sewage treatment plans after being approved by the people's governments at the corresponding levels.

The development and construction of new urban areas shall give priority to the construction of drainage and sewage treatment facilities in accordance with the construction progress determined by the urban drainage and sewage treatment planning; If it is not built or has been built but does not meet the relevant national standards, it shall be built and transformed in accordance with the annual urban construction infrastructure project construction plan and the urban maintenance and construction fund revenue and expenditure plan to improve the urban drainage and sewage treatment capacity. Thirteenth municipal construction departments should be in accordance with the requirements of sponge city construction, combined with the characteristics of the city's climate, geography, humanities and other related engineering construction standard atlas and technical guide, to guide the construction of sponge city in this city. Article 14 When building, rebuilding or expanding municipal infrastructure projects, rainwater collection and utilization facilities shall be built to increase the retention capacity of green space, gravel ground, permeable pavement and natural rainwater, and rainwater shall be collected and utilized by buildings, parking lots, squares, roads and other facilities to reduce rainwater runoff and improve the prevention and control ability of urban waterlogging.

The construction of new areas and the transformation of old cities should meet the requirements of rainwater runoff control determined by urban drainage and sewage treatment planning.
