Article 1 In order to create good sanitary conditions in public places, prevent diseases and protect human health, these Measures are formulated in accordance with the relevant laws and regulations of the state and combined with the actual situation of this Municipality. Article 2 These Measures shall apply to the following public places within their respective administrative areas:

(1) Hotels, restaurants, hotels and guest houses;

(two) public baths (rooms), barber shops, beauty salons (shops);

(three) theaters, video halls (rooms), recreation halls (rooms), dance halls, concert halls, cafes, bars and teahouses;

(4) stadiums (gymnasiums) (including indoor shooting ranges, gymnasiums and skating rinks), swimming pools (gymnasiums) and parks;

(5) Exhibition halls, museums, art galleries, libraries and cultural centers (rooms);

(6) Shopping malls (stores) and bookstores (rooms);

(seven) waiting room, waiting room (plane, ship), public transport;

(8) Other public places. Article 3 Hygiene in public places shall be under unified leadership and managed at different levels.

The municipal and district health administrative department is the competent department of public health of the people's government at the same level. City and district health and epidemic prevention institutions shall be responsible for monitoring and supervising the hygiene of public places within their respective administrative areas. Fourth new construction, renovation and expansion of public places must carry out preventive health supervision. The sanitary protection facilities of a construction project must be designed and constructed at the same time as the main project, and can only be put into use after completion and acceptance. Public health administrative departments participate in the review of the design of public health protection facilities.

Public places shall implement the "Hygiene Permit" system stipulated by the state. The Health Permit is issued by the health administrative department at or above the district level and reviewed every two years. Business units in public places, such as accommodation, catering, cleaning and beauty, which involve human health, must obtain a "Health Permit" before they can start business.

In violation of the provisions of the first paragraph of this article, it shall be ordered to suspend construction until the engineering health protection facilities meet the health requirements. Violation of the provisions of the second paragraph of this article, without obtaining the "health permit" or without going through the examination procedures and operating, punishable by a fine of more than 5,000 yuan in 500 yuan. Article 5 Persons who directly serve customers in public places such as hotels, restaurants, hotels, guest houses, coffee shops, bars, teahouses, public baths (rooms), barbershops, beauty salons (shops) and swimming pools (gymnasiums) must go to the health and epidemic prevention institutions above the district for health check-ups every year, and those who directly serve customers in other public places,

Personnel who directly serve customers in public places should receive health knowledge training every two years. Only those who hold the Health Certificate and pass the health knowledge training can take up their posts.

Persons suffering from infectious diseases such as dysentery, typhoid fever, viral hepatitis, active tuberculosis, concentrated or exudative skin diseases shall not engage in direct customer service before they are cured.

In violation of the provisions of the first and second paragraphs of this article, those who fail to make corrections after education and warning shall be fined in 200 yuan. In violation of the provisions of the third paragraph of this article, it shall be ordered to immediately transfer the patients suffering from the diseases listed in the third paragraph from the post of directly serving customers, and impose a fine of 200 yuan per person. Sixth business units in public places must do a good job in sanitary management of water quality in places, and the water quality of self-provided water sources and secondary water supply must obtain the "Certificate of Conformity" issued by health and epidemic prevention institutions before they can be used.

In violation of the provisions of the preceding paragraph, it shall be ordered to stop using it and make rectification within a time limit; Still do not correct, shall be ordered to suspend business for rectification, and impose a fine of more than 3000 yuan in 500 yuan. Article 7 The air inlet of air conditioners used in public places shall be located outdoors, and the filter materials of air conditioners shall be cleaned and replaced regularly, and there shall be no obvious dust accumulation.

Toilets in public places should be kept clean, free of peculiar smell and stagnant water, with natural ventilation tube wells or mechanical ventilation devices, and toilets should be free of feces and urine.

In violation of the provisions of the first and second paragraphs of this article, those who fail to make corrections after education and warning shall be fined from 200 yuan to 2000 yuan. Eighth song and dance halls, concert halls, theaters, video halls, gymnasiums, libraries, museums, art galleries, shopping malls (shops), bookstores (rooms), waiting rooms (ships, planes) and other public places should be set up with obvious no smoking signs.

Smoking in non-smoking rooms in public places is strictly prohibited.

Violation of the provisions of the first paragraph of this article, given a warning, rectification within a time limit; Overdue correction, a fine in 500 yuan. In violation of the provisions of the second paragraph of this article, give criticism, education or warning. Those who are arrogant and do not accept advice will be fined 50 yuan to 100 yuan. Article 9 The administrative department in charge of public places must establish a health management system for public places, equip full-time or part-time health management personnel, provide necessary conditions such as personnel, materials and funds for the health management of subordinate business units (including individual operators, the same below), and regularly check their health status. Tenth business units shall be responsible for the health management of public places they operate, establish a health management system, and conduct health knowledge training and assessment for their employees.

In violation of the provisions of the preceding paragraph, after education and warning, it is still not corrected, and a fine of more than 2,000 yuan from 500 yuan shall be imposed. Eleventh hotels, restaurants, hotels and guest houses must meet the following hygiene requirements:

(a) there are workshops, purification rooms and utility rooms;

(2) Bedclothes such as quilt covers, pillowcases and sheets should be kept clean, and hotels and high-end hotels should be replaced daily, and other hotels should be replaced by one guest. Long-term guests change every Monday;

(3) Public tea sets, washbasins, insoles and slippers should be washed and disinfected after use;

(4) The guest room has no bathing facilities, and each bed is equipped with a washbasin and footbath with obvious signs.

In violation of the provisions of the preceding paragraph, after education and warning, it is still not corrected, and a fine of more than 4,000 yuan from 500 yuan shall be imposed.
