Article 2 These Regulations shall apply to the protection, management, development and utilization of water resources within the administrative area of this Municipality. Article 3 The protection of water resources shall follow the principles of scientific planning, optimal allocation, giving priority to protection, saving water and preventing pollution, give full play to the multiple functions of water resources, coordinate the use of water for living, production and operation and ecological environment, and improve the comprehensive benefits of water resources. Article 4 The people's governments of cities and counties (including Haicheng and qianshan district, the same below) shall incorporate the construction of water resources protection facilities into the national economic and social development plan at the corresponding level, improve the water resources protection mechanism, and ensure water safety. Fifth city and county water administrative departments are responsible for the unified management and supervision of water resources protection within their respective administrative areas. The water resources management institution to which it belongs shall be responsible for the specific supervision and management of water resources protection, and impose administrative penalties in accordance with the provisions of these regulations.

Approved water function zoning shall be announced to the public.

Article 17 The municipal and county water administrative departments shall strengthen the monitoring of water quality in water functional areas, and report to the people's government at the same level in a timely manner and notify the environmental protection administrative department at the same level when it is found that the total discharge of key pollutants in water functional areas exceeds the standard, the water quality fails to meet the standard, or the regional groundwater level drops significantly.

if it is found that the key pollutants in drinking water sources exceed the standard or are threatened by pollution sources, it shall also promptly notify the water intake unit to take corresponding preventive and disposal measures, and notify the industry authorities at the same level.
