Urumqi minimum basic wage standard
Urumqi minimum wage standard 2022 regulations are as follows:

1. The city's minimum wage standard has been adjusted from not less than 12.64 yuan per hour and not less than 2,200 yuan per month to not less than 13.33 yuan per hour and not less than 2,320 yuan per month. The following items are not part of the minimum wage standard and shall be paid separately by the employer according to the regulations:

(1) allowances for workers in special working environments and conditions such as mid-shift, night-shift, high-temperature, low-temperature, underground, and poisonous and hazardous conditions;

(2) overtime and overtime pay due to the workers;

(3) social insurance premiums payable by the workers individually and housing provident fund;

(4) other incomes that are not included in the minimum wage according to the state and municipal regulations.

2. Taking into account the factors such as the reduction of the social insurance premium rate and the adjustment of the social security contribution base in the city, the hourly minimum wage standard for part-time workers is set at RMB 25.3/hour, and the hourly minimum wage standard for part-time workers on statutory holidays is set at RMB 59/hour. The above standards include the employer and the workers themselves should pay the pension, medical care, unemployment insurance premiums;

3, the implementation of piece-rate wage form of enterprises, through equal consultation to reasonably determine the labor quota and piece-rate unit price, to ensure that the workers in the legal working hours on the premise of providing normal labor, the wages due are not lower than the city's minimum wage standards;

4, production and operation of normal, Enterprises with normal production and operation and sustained growth in economic benefits shall, in principle, pay wages higher than the minimum wage standard to workers for labor provided during legal working hours; if it is really necessary to pay wages at the minimum wage standard to all the workers or some of the workers in certain positions due to difficulties in production and operation, the wages shall be determined through collective wage negotiation or discussed and approved by the workers' congress;

5. In the case of a labor contract in which the laborer fails to complete the labor quotas or contractual tasks, the employer may pay the workers wages below the minimum wage is not legally effective.

Article 58 of the Law of the People's Republic of China on Labor Contracts

Labor dispatching units are the employers referred to in this law and shall fulfill the obligations of the employers to the workers. The labor contract concluded between a labor dispatching unit and a dispatched worker shall, in addition to the matters stipulated in Article 17 of this Law, contain the employing unit of the dispatched worker as well as the duration of the dispatch and the job position.

The labor dispatching unit shall enter into a fixed-term labor contract with the dispatched worker for a period of more than two years, and shall pay the labor remuneration on a monthly basis; during the period when the dispatched worker is not working, the labor dispatching unit shall pay him/her on a monthly basis in accordance with the minimum wage standard stipulated by the people's government of the place where he/she is working.
