main responsibilities:

(1) to implement the laws, regulations, systems, guidelines and policies of state-owned assets management in financial, taxation and administrative institutions; To be responsible for drafting local laws and regulations on finance, taxation, state-owned assets of administrative institutions, asset appraisal, financial accounting, etc., and supervise their implementation.

(2) to be responsible for formulating the province's financial development strategy, medium and long-term planning, policies and reform programs and organizing their implementation, and to participate in the formulation of the province's macroeconomic policies; Organize and implement the distribution policies of the central and local governments, the state and enterprises, and the fiscal and taxation policies to encourage the development of public welfare undertakings; Put forward some suggestions on macro-control and comprehensive balance of social financial resources by using fiscal and taxation policies.

(5) to formulate and implement the provincial treasury management system and centralized treasury receipt and payment system, guide and supervise the sub-treasury business of the national treasury in Gansu, and carry out treasury cash management according to regulations; Formulate the provincial government procurement system and be responsible for the management of provincial government procurement.

(6) Responsible for formulating expenditure standards and policies that need to be uniformly stipulated by the whole province, formulating rules and regulations for the management of state-owned assets of administrative institutions in the whole province, and managing state-owned assets of provincial administrative institutions according to regulations; To manage the non-trade foreign exchange of administrative institutions, institutions and social organizations in the financial budget and the balance of payments in the financial budget.

(7) To be responsible for reviewing, summarizing and compiling the draft budget and final accounts of state-owned capital operation in the whole province, collecting the state-owned capital income of provincial enterprises, implementing the enterprise financial system, and guiding and supervising the business of certified asset appraisers and asset appraisal firms; According to the provisions of the management of state-owned assets and financial activities of provincial financial institutions.

(8) to handle the economic development expenditure of provincial finance and the financial allocation of government investment projects, implement the financial system of capital construction, and be responsible for the budget arrangement, review and allocation of funds; Responsible for the financial management of policy subsidies and special reserve funds.

(9) manage the provincial financial social security, employment and medical and health expenditures, formulate the financial management system of social security funds (funds), and prepare the draft provincial social security budget and final accounts.

(11) to implement the government's domestic and foreign debt management policies, systems and measures; Manage the government loan business; To undertake credit evaluation, fund management and lending of foreign governments, the World Bank, the Asian Development Bank, the International Fund for Agricultural Development, the European Investment Bank and the Japan Bank for International Cooperation, as well as related co-financing loan grant projects.

(11) Implement the laws and regulations of implementation of accounting; Manage the accounting work in the whole province, supervise and standardize accounting behavior; To guide and supervise the business of certified public accountants and accounting firms; Guide and manage social audit.

(14) implement the unified national rules and regulations on the management of state-owned financial capital. According to the authorization of the provincial government, centralized and unified performance of the responsibilities of provincial state-owned financial capital investors, the development of provincial state-owned financial capital management system. For provincial state-owned financial institutions, they have the right to participate in major decisions, choose managers and enjoy benefits according to laws and regulations, and protect the rights and interests of investors in accordance with laws, regulations and articles of association; Responsible for organizing the implementation of basic management, operating budget, performance appraisal, responsible person salary management, etc.

(15) Take the lead in compiling the report on the management of state-owned assets. Implement the report on the management of state-owned assets. Formulate the budget system and measures for the operation of state-owned capital.
