Article 1 In order to strengthen the administration of cruise ships in Kuncheng Lake Scenic Area, ensure water safety, prevent cruise ship pollution, ensure a good water ecological environment, standardize the order of cruise ship operation, safeguard the interests of tourists and operators, and promote the healthy development of the cruise ship industry, according to the Regulations of the People's Republic of China on the Administration of Traffic Safety in Domestic Rivers, the Regulations of Suzhou Municipality on the Administration of Inland River Traffic Safety, etc.

Article 2 The waters of Kuncheng Lake Scenic Area as mentioned in these Measures refer to the area of 1.8 square kilometers of the main surface of Kuncheng Lake.

Article 3 These Measures shall apply to the units and individuals involved in water sightseeing activities such as cruise ships in the waters of Kuncheng Lake Scenic Area.

Changshu Kuncheng Lake Scenic Area Management Office (hereinafter referred to as the Management Office) is responsible for cooperating with and assisting relevant departments to manage the safety of cruise ships and water activities in Kuncheng Lake Scenic Area; When necessary, accept the entrustment of relevant administrative departments to perform supervisory duties.

Article 5 The launch of cruise ships in Kuncheng Lake shall be subject to quota management. By the tourism department in conjunction with the transportation department, according to the market demand, the specific conditions of the waters of Kuncheng Lake Scenic Area, environmental protection, safety and other relevant regulations, the annual cruise ship launch adjustment plan is formulated to effectively control the types and quantity of cruise ships in Kuncheng Lake Scenic Area.

Article 6 The cruise ships in Kuncheng Lake Scenic Area shall be managed by companies.

units and individuals who intend to engage in cruise ship business must have the qualifications and conditions stipulated by relevant laws and regulations, and participate in the open competition for cruise ship business qualifications organized by the management office in accordance with the principles of paid use of resources and ecological compensation in Kuncheng Lake Scenic Area and the annual cruise ship launch adjustment plan. After obtaining the business qualification through open competition, going through the relevant formalities according to law, and signing a paid use contract with the management office, the ship can be purchased or built and incorporated into the cruise ship management company established by the management office to implement unified management and unified foreign operation.

article 7 the cruise ships operating in Kuncheng lake scenic area should have the safety structure, strength and stability suitable for the navigation waters, and be equipped with corresponding facilities and equipment such as navigation, communication (GPS installed for more than 12 passengers), signal, lifesaving, fire fighting and pollution prevention, so as to meet the requirements of water traffic safety and environmental pollution prevention. At the same time, the following conditions should be met:

(1) A ship inspection agency recognized by the maritime administrative agency has conducted inspection according to law and holds a qualified ship inspection certificate;

(2) being legally registered by the maritime administrative agency and holding a ship registration certificate;

(3) the name of the ship is confirmed by the local maritime administrative agency;

(4) Obtain the Ship Visa Book of the local maritime administrative agency;

(5) having crew members who meet the requirements of the transportation authorities in the State Council;

(6) provide necessary navigation information.

article 8 all kinds of infrastructure supporting cruise ships (such as wharves and management rooms) shall be demarcated by the management office in conjunction with local maritime administrative agencies, planning and water conservancy departments according to the planning of scenic spots, and shall be uniformly constructed after approval by relevant departments.

article 9 the business qualifications of various types of cruise ships shall not be transferred without authorization or in disguised form. article 11 the owner of the property rights of cruise ships operating in the waters of Kuncheng lake scenic area shall sign a safety responsibility letter with the management office and implement safety measures.

Article 11 Cruise ships operating in the waters of Kuncheng Lake Scenic Area must abide by the following provisions:

(1) The water area for operating activities must be within the area designated by the management office in conjunction with the local maritime administrative agency according to the actual situation of Kuncheng Lake, and shall not exceed the prescribed water boundary.

(2) Cruise ships should berth or get on or off passengers at the specified berthing areas and docks. In case of emergency, if it is necessary to park or disembark tourists in other waters, it shall ensure the safety of tourists and report to the local maritime administrative agency. The berthing of cruise ships shall not hinder or endanger the safety of navigation, berthing and operation of other ships, and relevant safety measures shall be taken.

(3) When sailing, a cruise ship shall abide by the Regulations of the People's Republic of China on Collision Avoidance and Domestic Rivers, keep a lookout, pay attention to observation, adopt a safe speed, and sail within the designated waters. Overloading navigation is strictly prohibited. Ships that do not have the conditions for night sailing are not allowed to sail at night. It is forbidden for drivers to drive without a license, drunk and tired. It is strictly forbidden for ships to sail in the presence of safety hazards or bad weather such as dense fog, strong wind and heavy rain.

(4) The technical performance and safety indicators of operating ships must conform to the national regulations and standards, and be equipped with complete life-saving, fire fighting, navigation, environmental protection, first aid and other facilities in strict accordance with the regulations, and keep them in good condition, and carry out regular maintenance.

(5) All kinds of license plates of the ship must be fixed at designated positions, and the ship name, approved passenger, load line marks and special identification marks conforming to national regulations should be marked in obvious places of the ship.

(6) Strictly abide by the laws, regulations and rules of environmental protection, and install oil-water separator and waste collection device according to the requirements of environmental protection. Strictly control the running, running, dripping and leakage of liquid waste such as oil pollution and domestic sewage; Put an end to the random dumping or throwing of solid waste such as garbage.

Article 13 The owner or operator of a cruise ship shall abide by the following provisions:

(1) Strengthen safety management, establish and improve the corresponding cruise ship safety management system and accident emergency plan;

(2) Set up eye-catching safety notice boards on cruise ships or docks to maintain the order of the docks and ensure the safety of tourists getting on and off the ships;

(3) Strengthen safety publicity and environmental protection publicity for tourists to prevent tourists from dumping garbage into the lake;

(4) Strengthen the maintenance of cruise ships to ensure their good technical condition. Any ship that does not meet the technical performance requirements of marine machinery and equipment must be stopped for maintenance. It can only be used after repair and inspection;

(5) Don't employ persons without certificates of competency or other certificates and certificates as crew members;

(6) not instructing or forcing the crew to operate illegally;

(7) Arrange tourists in an orderly manner according to the passenger quota of cruise ships;

(8) In case of severe weather such as strong wind and fog, you should take the initiative to stop sailing or activities and obey the traffic control of local maritime administrative agencies;

(9) undertake the obligation of mutual rescue by cruise ships;

(11) The owner or operator of a cruise ship shall take out relevant insurance according to regulations.

Article 14 Local maritime administrative agencies and administrative offices shall order relevant units or individuals to eliminate the potential safety hazards found in safety supervision and inspection immediately or within a time limit. When implementing supervision and inspection according to law, the local maritime administrative agency may, according to the situation, take measures to ensure safety, such as ordering temporary suspension of navigation, sailing to designated places, stopping activities, prohibiting entry and exit, compulsory unloading, dismantling power plants, and temporarily detaining ships.
